- will cover all fertilisers (mineral & organic), soil amendments, etc
- Replaces 2003/2003 which covered only “mineral” fertilisers

if authorised as a “national” fertiliser
under ‘Waste’ spreading authorisation

is granted ‘End-of-Waste’ status
