The big picture of P
• Non-replaceable building block of life on earth
• Finite resource essential for global food security
• Major component of a Nutrient Circular Economy
• Critical Raw Material in leading edge industries
• Pollutant causing water quality failure

ESPP’s current actions
• EU Fertiliser Regulation
- STRUBIAS (struvite, biochar, ash-based products)
• Standards / CEN
• Industrial Emissions Directive BAT
• North Sea Resources Roundabout
• EU R&D funding programme input
• EU Bio-Economy policy
• EIP-AGRI “Recycled Nutrients” group

ESPP’s current challenges
• EU Fertiliser Regulation
• Engage food industry, supermarkets
nutrient recycling positive sustainability criteria
address risk of refusal of biosolids ‘risks’
• Pharmaceuticals in biosolids, manures
need for information, monitoring, risk assessment
understanding fate in treatment processes, in soils
• Circular Economy:
- Standards for recycled nutrient products
• Re-launch SCOPE Newsletter
global science and innovation dissemination

EU Fertilisers Regulation revision
- EU Commission proposal published March 2017
- currently in Council - Parliament decision process
- will cover all fertilisers (mineral & organic), soil amendments, etc
- Replaces 2003/2003 which covered only “mineral” fertilisers

EU Fertilisers Regulation revision
Defines:
Annex I = “PFC”s (Product Function Categories)
criteria for products (safety, contaminants, nutrient content …)
Annex II = “CMC”s (Component Material Categories)
what materials/processes can be used to produce fertilisers
Annex III = Labelling requirements
Annex IV = Product monitoring obligations

Annex I
DESIGNATION OF PRODUCT FUNCTION CATEGORIES (PFC)
1. Fertiliser
A. Organic fertiliser (I. Solid, II. Liquid)
B. Organo-mineral fertiliser (I. Solid, II. Liquid)
C. Inorganic fertilizer (macronutrient, micronutrient, solid/
liquid, different types)
2. Liming material
3. Soil improver (organic/inorganic)
4. Growing medium
5. Agronomic additive (inhibitors, chelating, complexing agents)
6. Plant biostimulant (microbial, non-microbial, organic/inorganic)
7. Fertilising product blend
12. 22nd May 2017

Annex II
OVERVIEW OF COMPONENT MATERIAL CATEGORIES (CMC)
CMC 1: Virgin material substances and mixtures
CMC 2: Non-processed or mechanically processed plants, plant parts
or plant extracts
CMC 3: Compost
CMC 4: Energy crop digestate
CMC 5: Other digestate than energy crop digestate
CMC 6: Food industry by-products
CMC 7: Micro-organisms
CMC 8: Agronomic additives

EU Fertilisers Regulation revision
A “CE” fertiliser can be sold anywhere in Europe … but
other products/materials can be used on fields
if authorised as a “national” fertiliser
under ‘Waste’ spreading authorisation
A material which is recognised as a “CE” fertiliser …
is granted ‘End-of-Waste’ status

Issues for Animal By-Products
CMC11: criteria for using ABPs = an empty box!
Fertiliser Regulation ‘End-of-Waste’ status:
does this mean ABP ‘End Point’?
Avoid obligation for double-sanitisation of manures
composting and anaerobic digestion ‘alternative’ end points
15. 22nd May 2017
www.phosphorusplatform.eu
Issues for Animal By-Products
Ash based products:
not included in current proposals (CMCs)
- MBA used directly used as fertiliser (after e.g. pelletising, blending)
- MBA used as ingredient in fertiliser factories (acidulation)
proposed criteria under elaboration by JRC (STRUBIAS)
Other ABP products not
covered by current
proposal ?
