Career overview
After 8 years of experience in the software development area, Olivier decided to start as entrepreneur in 2005 to
deliver his expertise as an independent IBM Rational consultant, trainer and developer.
By joining Empulsys in 2006, Olivier chose to concentrate his efforts to help organisations, teams
and individuals in improving their software management and development skills. As a RUP/Agile
project mentor, an IBM Certified Rational Product Specialist / Trainer and SAFe Certified
Agilist he now enjoys sharing his experience relative to the adoption of practices issued from
methodologies like RUP, OpenUP, DAD, SCRUM, Prince 2, PM2, Agile@EC and the appro-
priate supporting tooling (especially the IBM Rational tooling). Additionally, as Manager of
Empulsys Belgium since 2010, he interfaces with IBM and Lenovo as a Belgian Business
Partner for the areas of requirements definition and management, project/program and
portfolio management, process management.
As of 2010, Olivier gradually dedicated most of his time as Lean-Agile Coach to Lean-Agile transformation
initiatives within European institutions like the European Commission, the European Parlement or European
Agencies. In 2012, he leads a first project-level Agile initiative (DG EAC) which turns out in 2014 to be an exam-
ple of Agile adoption within the European Commission and repeated this in 2015 with a second project (DIGIT).
Both projects then served as basis for a campaign of 25+ of hands-on agile trainings within the European insti-
tutions. In 2016, he started his involvement in a program (Opsys) as methodology advisor and now leads the
implementation of lean-agile program management techniques (SAFe) both in that program and in a second
program (COMCORP) started in 2018 (DIGIT). In addition, as of mid-2018, he has been requested to help DG
REGIO with the adoption of agile practices within several teams. For the European Institutions, Olivier is regularly
consulted (internally and externally) as Lean-Agile Consultant to help shaping proposals on how the man-
agement of projects/programs/portfolios in a lean-agile mode should be performed.
Prior these functions, Olivier worked as a Rational Software technical sales representative since 1999 for
Rational Software and then as IBM IT Specialist for IBM. He then focused primarily on the adoption of soft-
ware development best practices (known today as the RUP key principles) such as visual modelling with UML,
requirements management with use-cases, iterative & risk-driven project management approach, change man-
agement and their related supporting software products. When he started at Rational Software, Olivier regularly
participated in customer projects in order to ensure that the recommended practices (like the usage of UML for
analysis activities) and the deployed IBM Rational solutions where effectively providing the expected return-on-
investment.
Before joining Rational Software and IBM, Olivier first worked as a Lotus Notes Consultant for workflow man-
agement systems and then as a Software Analyst and Developer in a company developing time and access-
control solutions.

As team player, people often recognise Olivier’s ability to sketch long-term viable solutions in terms of vision,
goals, plans and synergies. This ability can be explained by his logical pattern revealing a balance between:

Started in March 2018 while being part of the OPSYS program (DEVCO), Olivier is in charge _in the

various teams involved in the that program.
The responsibilities are exactly the same as those performed in context of the OPSYS program.
As of July 2018, since both programs are tightly linked and additional programs are foreseen to be

Supported with a successful contribution in the dissemination platform agile project performed at
DG-EAC, Olivier took the opportunity to deliver his coaching and training services directly from
within DIGIT as member of the Advisory services team that is in charge of methods adoption within
various DGs of the European Commission, within other European institutions and delegations.
• As a first main contribution in DIGIT, during one year Olivier coached the members of a given
DIGIT project team that was in charge of the development of a new IT system called TREX for
TAXUD and was considered to be the user management solution for a larger system called
REX (Registration of EXporters). The result of this coaching was a group of individuals self-
organizing being able to work outside the EC premises and deliver successfully a working
system within budget and within imposed deadlines. In addition, this first contribution
triggered a larger interest within DIGIT to further see the agile techniques adopted by project
teams.

7. • As a second main contribution in DIGIT was the development of (training/promotion) material
on the agile techniques and the promotion of these during training and workshop sessions. For
example, Olivier created an hands-on course on the agile techniques that _during 2 days_ let
attendees of the course experiment the various key activities they would face in a agile project
team through a fictive case. That training was delivered by Olivier more than 25 times within
the European Commission, in EC agencies (CEDEFOP, ECHA, EEAS) and the European
Council.
• Finally, as a third main contribution in DIGIT was the initiation of scaling-up the adoption of
lean-agile practices in the European Commission. Concretely, Olivier introduced the Scaled
Agile Framework in context of the Opsys programme both within DIGIT, DEVCO and RTD then
further worked on his implementation by animating the various SAFe recommended
ceremonies (PI Planning, Inspect & Adapt), by educating people involved in the programme on
the various concepts and techniques that should be used and by configuring an integrated
program management platform (the IBM Rational Collaborative Application Management
platform composed of RTC, RDNG and RQM). By end of 2017, the program team involved in
that transformation counted 100+ individuals actively involved in the development of the
Opsys solution and an extra 200+ stakeholders.

• As member of the EAC Project Support Office, performs quality assurance checks against artefacts
produced by several software projects managed at the DG.
• Stepping into projects where there is an opportunity to add or ensure the quality of project’s
outcomes and customer satisfaction. This means that as activities, I help to help to clarify
requirements, document new requirements, facilitate communication within development
teams but also testing the requirements, testing the understanding of requirements, testing
the estimates/schedules,etc. All activities performed being always articulated around the
various principles of RUP taking into account the project governance methodology PM2.
• Still as member of the EAC PSO team, I’m helping with the definition and adoption of an IT gover-
nance model so that each new software project started at DG EAC is directed using same prin-

nitor results but also adapt the course. In 2014, the scope of my contribution is on Change Mana-
gement and Requirements Management.
• Finally, as member of the IT project team in charge of the dissemination platform, I’m actively pro-

• Redaction of the specifications of the migration capabilities that were required as
pre-requisites before Rational Rose could be a candidate as new modeling tool in
