Corruption is widespread throughout Ukraine according to the document. Salaries for public officials and civil servants are much higher than average incomes, indicating potential for corruption. Ukraine ranked 144th out of 177 countries on the 2013 Corruption Perceptions Index, suggesting corruption is a major problem. Nearly every sector is affected, including judiciary, law enforcement, healthcare, education and public procurement. Several organizations have formed to combat corruption and increase transparency, but it remains a significant issue in Ukraine.

Although judicial independence exist in principle, in
practice there is little separation of juridical and
political powers. Judges are subjected to pressure by
political and business interests. Ukraine's court system
is widely regarded as corrupt.
In 2013, a Transparency International Global Corruption
Barometer report showed that 66% of the Ukrainian
public considered the judiciary to be the most corrupt
institution in the country.

A judge of a district court works with 6-8
cases/week.
In busy courts a judge processes 536 criminal cases
and 1400 civil cases per ½ year. With such load

According to Security Service of Ukraine 50-75% of state
procurements were conducted with severe violations and
losses from corrupt deals in procurement accounted
for 10-15% (35B - 52B UAH, 3B — 4,5B EUR) annually.
