Real-world results:
Understand the impact of
policy and regulatory change
We have worked with the UK
Government since 2006 to analyse
the impact of policy interventions to
incentivise low carbon investment in
generation, and to promote security of
supply in electricity and gas markets.
Using innovative approaches to
simulate investor behaviours, we were
able to analyse the impact of given
interventions on costs, prices, security
of supply and decarbonisation. This
analysis informed the design of policy
options that was incorporated into
the UK’s Electricity Market Reform
Process. As this programme moves
from the policy design phase to
implementation, we continue to work
closely with both government and
industry on policy detail and to help
deliver the package of reforms.

Real-world results: Identify
and act on new business
opportunities
An international equity investor
group wanted to assess the
economics of a coal-fired power
station in the European market
under alternative fundamental and
policy scenarios. We worked with
the company to conduct the initial
analysis and, once the asset had
been acquired, assessed further
capital investment options to
improve the plant’s efficiency and
gross margins, and evaluate the
potential conversion of some of the
units to biomass. Our comprehensive
understanding of both the market
and the asset added significant value
as we developed the governance,
trading and risk management
strategy on behalf of shareholders.
Our advisory mandate also extended
to developing a full hedging and
trading capability for the plant.

Real-world results: Optimise
performance of assets and
businesses
An integrated utility with pan-
European scope needed to improve
the optimisation of its generation
assets, as its existing processes, tools
and systems were becoming obsolete.
We worked closely with the utility
to conduct a review, and delivered
a programme of work that covered
every aspect of the improvement
process from defining the scope
of the project, to implementing
a solution. As a result, the utility
adopted new optimisation tools,
upgraded its systems and established
a new set of processes and
accountabilities – and experienced
a significant improvement in its
bottom-line margin.

and volatility in earnings
A large generator in Europe wanted
to add greater resilience and
diversity to its earnings profile,
and engaged us to analyse its
strategic investment options. We
mapped the company’s existing risk
profile, analysed the way in which
alternative investments would reduce
earnings volatility, and evaluated
how far such alternatives would lead
to improved margins. As a result, we
were able to develop a clear roadmap
that would enable the generator to
grow its business within the capital
constraints of its balance sheet.

  • 4. 4 Energy Advisory Understand the impact of policy and regulatory change With government and regulatory intervention increasingly relied upon to deliver long-term policy objectives, policy makers and market participants alike require deep insights into the potential consequences: • will proposed market reforms encourage investment? • how will greater market integration impact liquidity and regional energy flows? • will risk be allocated efficiently? • how will market reform affect the value of portfolios or funds? • how can regulatory and commercial hurdles be overcome to stimulate innovation? • what is the likely impact of market change on consumers? Our Energy Advisory practice is engaged by a wide range of clients in the area of market reform and regulation. We are experts in incentive design for network operators, system operators and generators. For network companies, our consultants advise on benchmarking, price controls, innovation projects, future demand scenarios and the economic and regulatory case for network expansion.

For asset developers, we advise on regulatory requirements and handle specific issues, such as exemption applications on their behalf, as well as conducting wider policy and regulatory due diligence for their projects. At every stage, we apply our understanding of energy market design and regulation, and our in-depth knowledge of each of the European markets in which we work. Real-world results: Understand the impact of policy and regulatory change We have worked with the UK Government since 2006 to analyse the impact of policy interventions to incentivise low carbon investment in generation, and to promote security of supply in electricity and gas markets. Using innovative approaches to simulate investor behaviours, we were able to analyse the impact of given interventions on costs, prices, security of supply and decarbonisation. This analysis informed the design of policy options that was incorporated into the UK’s Electricity Market Reform Process. As this programme moves from the policy design phase to implementation, we continue to work closely with both government and industry on policy detail and to help deliver the package of reforms.
  • 6. 6 Energy Advisory Identify and act on new business opportunities The scale of investment required in the European energy sector is vast, and identifying the right opportunities is immensely challenging: • what is the market’s future outlook? • where are the best returns for investment in generation, gas production, storage and network assets likely to be? • what are the options for entering the supply market, and which are worth pursuing? • what types of business models and commercial structures will enable opportunities to be maximised in both upstream and downstream power? • when disposing of assets, how can the best value be secured? • when acquiring assets, how is the value determined and how should risks be assessed? Baringa Energy Advisory works closely with investors and developers to help them make the right investment and divestment decisions in a rapidly changing environment. Real-world results: Identify and act on new business opportunities An international equity investor group wanted to assess the economics of a coal-fired power station in the European market under alternative fundamental and policy scenarios. We worked with the company to conduct the initial analysis and, once the asset had been acquired, assessed further capital investment options to improve the plant’s efficiency and gross margins, and evaluate the potential conversion of some of the units to biomass. Our comprehensive understanding of both the market and the asset added significant value as we developed the governance, trading and risk management strategy on behalf of shareholders. Our advisory mandate also extended to developing a full hedging and trading capability for the plant.

  • 9. 9www.baringa.com Real-world results: Optimise performance of assets and businesses An integrated utility with pan- European scope needed to improve the optimisation of its generation assets, as its existing processes, tools and systems were becoming obsolete. We worked closely with the utility to conduct a review, and delivered a programme of work that covered every aspect of the improvement process from defining the scope of the project, to implementing a solution. As a result, the utility adopted new optimisation tools, upgraded its systems and established a new set of processes and accountabilities – and experienced a significant improvement in its bottom-line margin.

We mapped the company’s existing risk profile, analysed the way in which alternative investments would reduce earnings volatility, and evaluated how far such alternatives would lead to improved margins. As a result, we were able to develop a clear roadmap that would enable the generator to grow its business within the capital constraints of its balance sheet.
