Kessler restructured the organization by empowering the lower-level FDA managers and
delegating authority to the 21 field officers. It is called Inventing and Reinventing
Organization in Dynamic Engagement Theory. He decentralized the organization, splitted up
the whole into small interrelated segments and allowed all segments to work together as a
system. This helped him to sort out and solve problems quickly. Thus unnecessary delays
occurring in granting permissions are avoided.This is called as Systems approach in
management theory where different parts of a system work together to achieve a single
managerical goal. Kessler can be termed as a good manager. When he joined FDA it has lost
its reputation and trust among the public. In the past, management in FDA means for doing
the budget, allocating office space, and doing out parking spots. But under the leadership of
Kessler this concept is changed. He introduced new techniques to overcome all the tragical
situations the company faced and contributed all his managerical skills to achieve a
particular goal. It can be termed as The Contigency Approach or Situational Approach in
the management theory since it deals with the manager’s task to identify which technique
will be the best suited to achieve management goals. Kessler can be called as a good Team
Leader. He has a great leadership quality. Under his leadership,

3. Total staff grew from 7,800 to 9,000.
4. FDA become more user-friendly.
5. Heightened expectations of the FDA to monitor the safety and efficiency of
drugs, thereby ensuring the safety of common people from side effects of the
drugs.
2. Through Kessler Food and Drug Administration (FDA) as an organization become more
transparent to society. It was he who introduced the new program called MEDWatch. This
program encouraged and give right for the people to report about the adverse effect of any
drug. Physicians, nurses, and other who care patients are the first to know when a drug or
medical device does not perform as it should. By giving right for them to report directly to
FDM made their job more simpler. This helped them faster to analyse the problem and take
necessary remedies.
When looking FDA as a system before Kessler was appointed, the feedback about the
organizations output was very poor, for transformation or conversion process they took a
lot of delay and input is also limited. But after Kessler’s appointment organization’s
feedback became good, unnecessary delays are cut down and more input resources are
introduced.
