Larry J. Behar established his boutique business immigration practice representing
thirty six different nationalities in 1979. His firm is AV Preeminent rated by
Martindale Hubbell. In 2008, Mr Behar’s firm won the first regional center
approval in the state of Florida since 1996 and has since gone on to represent over
16 different regional centers with multilingual and multicultural staff. The firm
was also instrumental in the creation of the EB-5 Express model using direct job
modeling creation. It was also pivotal in ensuring states’ rights in the
determination of Targeted Employment Areas. The firm is a member of IIUSA, the
EB-5 lobbying organization. Mr. Behar has been selected as one of the 100 most
powerful persons and top 100 global leaders in south Florida by CEO Magazine and
the World Trade Council. He has also authored two books about EB-5 immigration
and personally visited 41 embassies and consulates worldwide. Larry is trilingual
in English, French and Spanish. He holds an undergraduate degree from Mc Gill
University, a civil law degree from the University of Montreal as well as a common
law education from Nova Southeastern University (J.D.) in Ft. Lauderdale.
Senator Jeffares brings a wealth of government experience to Southern States
Regional Center. In addition to currently serving as Georgia's 17th District
Senator, Senator Jeffares has been named the Chairman of the State Institutions
and Property; Vice Chair of the State and Local Government Operations
Committee and also serves on the Government Oversight, Regulated Industries,
Natural Resources and Veteran Affairs Committees along with Veterans, Military
and Homeland Security. Senator Jeffares is the current Vice President of the
Georgia Rural Water Association and is a board member of the North Metropolitan
Water District; and is a member of the Water Pollution Control Federation and
the American Water Works Association. Rick is also the owner of a successful
business - J&T Environmental Services and works to preserve and protect water
quality in communities across Georgia.
Bruce Nicely is a Management Professional with a strong record of
successful, comprehensive and progressive development experience. In
2011, Bruce founded Southern States Regional Center (SSRC) and has
been serving as its Managing Partner. SSRC currently has $230 million in
projects in its pipeline. Previously, he had 18 years experience in real
estate development having completed projects in land development,
residential and commercial construction projects in Georgia, Florida and
South Carolina. His projects include a 800 acre Master Planned
Community; multiple free standing single tenant ground up construction
projects and numerous large tract land purchases. Prior to his real estate
development career, Bruce founded and led a successful restaurant chain
with locations in multiple states, 578 employees and generated sales in
excess of $90 million.
James has completed projects in a wide range of heavy civil related
construction over the past 29 years. James served as President and CEO of
DeKalb Pipeline Company which, under his direction became recognized as one
of Metro Atlanta's site development leaders. James has served in several high
ranking positions with industry associations including the National Utilities
Contractors Association and the Georgia Utility Contractors Association. James
is the only person to ever serve as two term President of the Georgia Utility
Contractors Association and has also held the position of President of the
National Utility Contractors Association where he received the National Utility
Contractors Association's most prestigious award. James is also the owner of
Granite Mountain Machinery which buys and sells heavy construction equipment
worldwide.

Guests of Foxhall Resort and Sporting Club enjoy
breathtaking views and recreational water access to
the majestic Chattahoochee River, the primary

Behar established his boutique business immigration practice representing thirty six different nationalities in 1979. His firm is AV Preeminent rated by Martindale Hubbell. He holds an undergraduate degree from Mc Gill University, a civil law degree from the University of Montreal as well as a common law education from Nova Southeastern University (J.D.) in Ft. Lauderdale. Senator Jeffares brings a wealth of government experience to Southern States Regional Center. In addition to currently serving as Georgia's 17th District Senator, Senator Jeffares has been named the Chairman of the State Institutions and Property; Vice Chair of the State and Local Government Operations Committee and also serves on the Government Oversight, Regulated Industries, Natural Resources and Veteran Affairs Committees along with Veterans, Military and Homeland Security. Senator Jeffares is the current Vice President of the Georgia Rural Water Association and is a board member of the North Metropolitan Water District; and is a member of the Water Pollution Control Federation and the American Water Works Association. Rick is also the owner of a successful business - J&T Environmental Services and works to preserve and protect water quality in communities across Georgia. Bruce Nicely is a Management Professional with a strong record of successful, comprehensive and progressive development experience. In 2011, Bruce founded Southern States Regional Center (SSRC) and has been serving as its Managing Partner. SSRC currently has $230 million in projects in its pipeline. Previously, he had 18 years experience in real estate development having completed projects in land development, residential and commercial construction projects in Georgia, Florida and South Carolina.
