Especially in times where even Private Sector is yet to embrace analytics fully for improving their competency. But the reality is, the opportunity to harness Analytics by the Governmental bodies are all the more becoming an imperative to have a targeted economic development. With over 20 percent contribution to GDP, Central and State Public Sector Undertakings (PSUs) plays a pivotal role to run the GDP engine in its full steam. Besides consumer facing PSUs in Telecom, Airways, and Oil, Governmental bodies like Railways, Power, Postal and BFSI Units have more relevance to deploy analytics on par with private sectors. In U.S., we have seen deployment of Analytics in Postal Services. United States Postal Service (USPS) is an independent agency of the United States federal government responsible for providing postal service in the United States. USPS do marketing campaigns by deploying analytical solution to target the right customers. Each of their post offices collect local prospective customer list and all those hot leads are centrally scored by its conversion potential. The list is analytically validated and telephonic calls are made by ITES / BPO companies for executing marketing campaigns. By analytically scoring and calling prospective customers, USPS scores big by attracting more customers and meet the competition with effective marketing strategies. Similar attempts by India Postal Department and improving credibility in services could unleash the revenue potential on Postage by over Rs 4 Bn. By effectively deploying analytics by Cross Sell / Upsell across its customer base having Savings bank/ Saving Certificates, India Post can improve its revenue by over Rs 6Bn. Collectively, India Posts is sitting on an idle potential of over Rs10 Bn annually. Telecom is another segment where deployment of analytics can bring in more revenues by means of revenue enhancement. With over 94 Mn mobile customer base, it is time for BSNL to analytically address its customer base on Customer retention, Cross Sell / Up Sell its services or on more activation of its services with attractive offerings. BSNL need to arrest the dwindling market share more strategically which is hovering at 8 percent. With an overall customer base of 155 Mn (including WLL, Mobile, Broadband, Rural Telephone and VPT) the revenue opportunities by analytics are in the range of Seven to Ten Bn. The way Private operators are deploying analytics across the value chain needs a focused case study for BSNL to adopt on priority. As in a Welfare State, the PSUs need not deploy analytics for pricing the product but use it for effectively improving their customer base. It could be argued that despite adopting Dynamic Pricing in Air India, it is yet to see a turnaround. But the way out is not in Dynamic pricing alone for Air India, but by changing the business model to budget airlines with other analytical solutions on loyalty and better customer service. There is a need for Air India to track social media on realtime by using Text Mining algorithm with Big Data Solutions for becoming a customer friendly airline. Analytics in a Federal Set up need not be driven by Union Government alone. Take the case of Power Distribution. While National Power Grid operates across the States, transmission losses accounts for majority of distribution companies, which are state owned enterprises. The World Resources Institute estimates electricity transmission and distribution (T&D) losses in India at over 27 percent. In developed economies, T&D losses due to theft and leakages are deduced by analytical simulation besides using it for preemptive maintenance schedules. Across the Nation, thanks to the integrated power grid, India has access to microgranular level data on power system performance. Despite the availability of data, India faces Power grid failure due to imbalance of demandsupply chain. Analytics need to be used wider than the current practice for power grid upgrades. The Union Government is targeting to bring down transmission and distribution (T&D) losses in the power sector to 15 per cent by 2019 and it is likely that beyond upgrading the related infrastructures, Analytics is also given due importance.
