Example 1:

Tense Name Past simple.
Use Use simple past to express the idea that started and finished at a specific time
in the past.
Example 2:

Tense Name Present perfect.
Use We use the Present Perfect to say that an action happened at an unspecified
time before now.

Use We use Simple present to express habits, general truths, repeated actions or

Meaning In this case the modal verb expresses a Wish that the author has.

Meaning The modal verb expresses an Ability to do something, in this case “go back”
