Mark Macarro serves as tribal chairman of the
Pechanga Band of Luiseno Indians. In addition to
this role, Mark Macarro holds a seat on the board
of the Native American Rights Fund (NARF).
Founded in 1971, NARF provides legal services to
Indian tribes and individuals, having successfully
defended the rights of Native Americans in cases
involving such matters as tribal sovereignty and
natural resource protection. In terms of natural
resources, NARF works with tribes to protect their
rights pertaining to land, water, fishing, hunting,
and gathering.
3. Native American Rights Fund
NARF also engages with multiple interstate and
federal water commissions and task forces that
recommend policies for water allocation and
sustainability. Further, NARF co-sponsors a biennial
symposium on the settlement of Native American
reserved water rights claims.
Through these and other efforts, NARF has assisted a
diverse array of Native American communities, from
the Pyramid Lake Paiute Tribe in Nevada and the
Southern Ute Tribe in Colorado to the Northern
Cheyenne Tribe in Montana and the Klamath Tribes in
