Area (GIDA) where still infected by the
NPAs. It was found that the project was
within the AD of Higaonon. The community
has already given their resolution of consent
and acceptance on the project. The FBI
Team was waiting for the Deed of
Usufructuary to be finalized and signed both
the IP Community and PLGU. No follow-up
meetings and AD visitation conducted. The
team was being informed that the AFP has
already delivered the materials needed for
the construction but it was damaged
particularly the cements during Typhoon
Odette.
CSC-Buenavista Personnel will

1. Long process of WFP approval and

After the pre-FBI Conference the WFP will
be submitted immediately to the Regional
Office for the review and comment of the
Review Team.
Some of the proponent decided to shoulder
and disburse all the expenses on the conduct
of FBI activities to avoid delay.
2. The prescribed number of days in
conducting FBI/Validation couldn’t
followed due to the multiple number of
issued memo for validation;

3. The proponent can’t meet the
demand of the concerned ICCs/IPs;

5. Some of the LGUs did not recognize
the rights of the IPs and the need to
conduct FPIC Process.

the IPRA Law, NCIP Administrative Orders
and other related guidelines.

Issues and Concerns Action Taken Ways Forward
There are government projects who
seek certification from our office,
however upon our actual conduct of
Field Based Investigation the projects
are already completed. In fact,
according to the Barangay Official they
only secure certification because it is
one of the requirements of DILG or
other concerned line agencies.
The FBI Team still conducted FBI activities
despite the projects are already completed.
To inform the concerned line agencies or
stakeholders that prior to the commencement
of any projects they will secure CP or CNO as
the case maybe.
There are cases of overlapping with
the schedule of GAA Projects versus
FBI Activities due to volume of CP or
CNO Applications.
For CSC-Bad-as headed by Gerlie
Tiambong, requested Regional FPIC Focal
Person to give other personnel the validation
of government projects entitled Installation
of Solar Streetlight in Municipality of Tagana-
an, Surigao del Norte.
For those focal persons of GAA Projects, we
recommend that they will not be Team Leader
of FBI or FPIC Project, might be a member of
the team.

thereof, and to be attached in the status
report.
Work Orders sometimes overlaps GAA
funded activities and schedules, that’s
why there are delays in validation and
report submission.
The team strategize to synchronize activities
and schedules but lacks manpower.
NCIP shall allocate funds or make proposal
for additional staff on field to focus on the said
activities.
