1. Running Your Background Checks
To be in compliance with PA state laws, volunteers are now required to
have three separate background clearances-PA State Police, PA Child
Line Child Abuse and FBI Fingerprints*. These clearances serve to
confirm and ensure that the volunteer does not have a record of child
abuse or criminal items that would make them ineligible to volunteer
around children. This power point will walk you through each step of
each process.
*For a volunteer who has lived within the state of Pennsylvania for the
past 10 years, with no break in residence, is eligible to sign an affidavit
in place of the FBI Fingerprints. The affidavit that North Way is using is
the very last page of this document.

2. PA State Police Check
Go to the https://epatch.state.pa.us
The screen below is what you should see. Click the “New Record Check” button as shown below

3. Now click the small box as shown below indicating your acknowledgement and then click “Accept”.

4. Enter your organization as North Way Christian Community and the organization phone as 724-935-6800.
The remaining areas are for your personal info (Name, Address, etc). Note that each line will be yellow or white as it is either required or optional information. You must complete all of
the required information to progress on. Once you have completed this screen click “Next”.

5. This screen confirms your information. Please review your information carefully before clicking “Proceed”.

6. On this screen enter the information requested. If you have a maiden name or perhaps a nickname that you go by, please enter it in the aliases section.
Once you are finished, click on the “Enter This Request” button.

11. Child Abuse Clearance
Go to https://www.compass.state.pa.us/cwis/public/home to begin this clearance process. The page below will appear.
Click on the “Create Individual Account” box.

Once you have completed the registration, you will receive two emails from the state. These usually come fairly quickly – but may take a day depending on work load at the state level.
One of the emails will contain the log on ID that you chose. The second email will contain a temporary password. Once you have received both emails, go back to the PA Child Line
home page and log in. If you do not receive both of the emails immediately, you may have to log out and log back in to the site once they are received. Simply go back to the start of this
section for the web address, then skip back to this page.
Enter your ID on line 1 and your temporary password on line 2 then click “Login”.

16. The system will require you to change your password. Be sure to write this password down and retain in a safe place so that you will have it for future use.

20. You are getting there!!! Click on “Create Clearance Application”.

21. Review the information you will need. Be sure you have this information accessible to begin.
Once you have the information you will need, click “Begin”.

22. Click on the “Application Purpose” button if it is not yet highlighted.
Use the drop down box and choose the Volunteer Category of “Volunteer Having Contact with Children” (this is noted below).
Enter the Agency name as North Way Christian Community.
Scroll to the bottom of the page and click “Next”

27. We recommend that you also request a copy of the Certificate be mailed to you, but this is a personal preference. Once all information has been provided, click “Next”.

28. In this area, you need to enter previous addresses. Your current address has already been recorded. Click on the plus (+) sign to add previous addresses.
Please note that they are asking for all of the addresses you have lived at from 1975 to present. Once you have entered these, click “Next”.

29. The information requested here is to note all persons who you have lived with, in the same home, dorm, etc.
Click on the plus (+) sign to enter household members.
Again, note that they are asking for everyone you have lived with since 1975 to present. Once you have entered everything, click “Next”.

This is the summary screen.
Review your information carefully to ensure that it is correct.
Once you have verified that all information is correct, scroll to the bottom of the page and click “Next”.

31. This page serves as your acknowledgement that you have completed this information and that all information contained herein is true and correct.
Check the box “I hereby certify”
In the Signature box, type your name – exactly as you did on the beginning page.
Now, click “Next”..

32. This is the payment page. As a volunteer, this clearance is free for you.
Click the No button as your organization did not provide you a code.
Click on the “Submit Application” area.

33. Your application has been submitted.
Your clearance will be sent to you at the address you noted, email and/or physical address depending on what you
selected.
When you receive the clearance certificate, please forward the certificate to North Way.

34. This clearance requires you to submit your information online, then visit an approved site/agency to have your fingerprints
taken. The clearance is NOT complete until you have had your fingerprints taken and submitted, and have received a
certificate back from the appropriate agency.

35. This is the screen that should appear.
Click on the link that says “Pennsylvania Department of Human Services”.

36. Under “Registration” area, click on the “Register Online” line.

37. Payment for this clearance will be reimbursed by North Way. Be sure to print a receipt at the end of this process.
You must enter Payment Type – the most commonly accepted method is credit card.
Do not enter any information in regard to the Agency.
The next line you need to enter information on is the “Reason Fingerprinted” area. Use the drop down box and select the item as noted below which is DHS Volunteer.
Enter all requested information, scrolling to the bottom of the page. Click “Next” to continue

Be sure to print a copy to submit for reimbursement of these fees. Forward this receipt to the HR department to get reimbursed. If mailing to us, please send to North Way Christian

Print a second copy to take with you to the fingerprint site. You MUST take a copy to the site for them to process your fingerprints.
Once you have had your fingerprints taken and the clearance has been processed, you will receive a certificate in the mail. Please forward that certificate to North Way at the address
noted above.
Remember - you are not considered “Cleared” until the clearance certificate has been received by North Way.

41. If you return to the home page of the Cogent site, you can select “Find a Fingerprint Location” from the listing on the left of the screen to get this map. Click the county or area you
would like to go to have your fingerprints done. You can do your fingerprints anywhere within the state of Pennsylvania.

42. This list will appear. Choose the location you wish for more detailed information.

43. All of the information for the location you clicked on will be displayed. You may want to print this page as a reference.
In the 3rd section, you can obtain the phone number of the site you have chosen by clicking on the link ( www.pa.cogentid.com ).
Contact the location to understand if an appointment is necessary. Some locations require appointments and some do not.
Plan accordingly for the day/time you will be visiting the location to have your fingerprints taken,

44. A volunteer who has lived within the state of Pennsylvania for the past 10 years, with no break in residence, is
eligible to sign an affidavit in place of the FBI Fingerprints Clearance. The affidavit certifies that the volunteer
has no record of various charges, etc. If you are eligible to sign the affidavit in lieu of the FBI Fingerprint
Clearance, input your name in the appropriate blank, read the entire document. Sign the document and have
another unrelated person witness your signature. The original of the form must then be forwarded to North
Way Christian Community-HR Dept.

45. North Way Christian Community Volunteer Exemption for Federal Criminal History Record (FBI Fingerprint clearance)
Child Protective Services Law – PA Act 153 of 2014

period (120 months).

disqualified to volunteer, I will immediately notify North Way Christian Community of the change and will immediately resign the volunteer position. I further understand that my
signature being made on this document, is subject to 18 Pa.C.S.A. § 4903 relating to crimes for false sworn statements which is a misdemeanor of the third degree punishable by up to
one year imprisonment.
