2. Although Brazil is a recipient of development cooperation,
there is no national monitoring for transparency of
resources received
It is not possible to identify which resources are being
earmarked for projects associated with the 2030
sustainable development agenda
Although the volume of resources is substantial, there are
no qualitative impact analyzes of the projects financed.
Main Issues
3. Research Objectives
•Develop a prospective study about
the Official Development
Assistance (ODA) received from
Brazil, classifying them based on a
taxonomy proposal with focus on
the goals of the Sustainable
Development Objectives.
4. Methodological Issues
• Main Issue:
• How to analyze the International resources flow
received in the context of SDG and its targets?
• Specific Issues:
• How much aid is earmarked for SDG?
• How to associate the received resources with the
SDG and targets?
9. ODA Agregated Data
• From Global Environment Objectives
• Biodiversity
• Climate Change Mitigation
• Climate Change Adaptation
• Desertification
• Environment
• From Main Sectors
• Education
• Health and Population
• Other infrastructures and social services
• Economic infrastructure and services
• Production
• Multisectoral
• Debt related actions
• Humanitarian help
• Other and not specified / not allocated

14. Taxonomy and
Classification
• Different classifications for economic/cooperation
sectors
• OECD: Common Reporting Standard (CRS)
• United Nations: International Standard Industrial
Classification of All Economic Activities (ISIC)
• Country own classification
• How to align with SDGs ?
15. Colombian Experience
• Classification of SDG based in 3 data sources
perspectives
1. Data from traditional and emerging donors
• AidData monitors development funding from more than 200
traditional and emerging donors in our main database. Between
2000 and 2013 these donors contributed $ 53 billion dollars to
the SDGs in Colombia.
2. Data of the Aid Information Management System – AIMS
• The Colombian Aid Information Administration System collects
data from different donors, including bilateral and multilateral
partners as well as foundations and NGOs. These data report
$696 million dollars allocated to the SDGs by more than 80
donors between 2003 and 2012.
3. Data from the National Budget of Colombia
• National budgets are a source of resources increasingly used for
the SDGs. In 2015, Colombia spent more than $ 13 billion on
projects relevant to the SDGs.
20. Issues about AidData
• Old Data – 2000/2013
• Requires relying on data source classification
• Requires data validation
• It needs to be analyzed the decomposition of resources
between the ODS
• Does not reach SDG targets
• New Data - 2014/2016
• Not classified
21. Conclusions
• Classification by sector does not meet SDG
requirements
• CRS / ISIC / CNAE
• AidData methodology can be useful
• Requires manual data validation
• The use of the new ODA SDG Field for new projects
will simplify the process
• Requires relying on data source classification
