Document Background, Rationale & Purpose
The DLTLD collaborative platform is a joint initiative of the Ministry of Health, Safaricom and its Partners iridium
Interactive and Tangazo Letu funded by USAID. This is an integrated system of health and social services delivery using
mobile technology.
Kenya ranks 15th on the list of 22 high burdened TB Countries in the world according to World Health Organization
(WHO). With over 150,000 suffering, TB remains a major cause of morbidity and mortality in Kenya. Widespread co-
infection with HIV makes TB difficult to treat. Every patient can potentially infect 15 others, the result; hundreds are lost
due to TB. The collaborative platform incorporates a primary health care approach at the community level but also
provides for vertical and horizontal integration at the province | district and national levels. It therefore involves all
stakeholders from health workers, patients, all staff, the Ministry and even the funding agency. Patient data includes
Monitoring and Evaluation, Program Administration, Finance and Mobile payments with Geo-Spatial reporting.
DLTLD is one of the disease control programmes of the Ministry of Public Health and Sanitation. It is a Division which falls
under the Department of Preventive and Promotive Services in the MoPHS. DLTLD has its technical representatives at
District and Provincial levels where they are responsible for the implementation of the program activities down to the
level of the peripheral health units and community based health care initiatives.
Anchored on a multi-sectoral, multi-stakeholder niche; patient data, monitoring and evaluation, program administration,
finance and mobile payments coupled with geo spatial reporting are tools or control and management of TB and related
cases both in areas with poor and developed infrastructural settings. Vital information on the same is made available to
all through mobile and web platforms.
Based on this succinct background, the core objective of this users’ manual is to build the capacities of would be users to
enable familiarity with the system on the web platform as informed with the processes and exercises associated with
digital innovative in management and control of TB in Kenya. The manual caters to all the basic requisite information as
required to effect proper and efficient use of these applications in the realization of the proposed current and future
objectives. This is anchored on the view of guaranteeing a clear cut and broad based understanding of the details within
the tasks that will be performed using the said applications.
This User Manual has been compiled for use as a leading guideline to the Division of Leprosy, Tuberculosis and Lung
Diseases (DLTLD) field staff in the execution of their duties to achieve the service & operational objectives of DLTLD. It
reflects upon the drive and commitment of the Division to offer the highest quality of service and care to TB patients
country-wide on the digital front.
Specifically, this manual is collated to guarantee ease of use for The National MDR TB Coordinator | Provincial
Tuberculosis and Lung Coordinators (PTLCs) | District Tuberculosis and Lung Coordinators (DTLCs) | The System
Administrator & the Data Manager. All of whom will access different items on the Web based on the specific ranking |
levels.
It is the responsibility of all developing & implementing stakeholders in this digital innovation project to ensure that the
end users are familiar with the contents of this manual and the working systems on the devices and that they follow the
procedures laid out in it.
The standards, practices procedures and specifications contained in this user’s manual are in accordance and
concurrence with the DLTLD’s overall objectives, strategies and other governing policies.

TIBU System
This application is used for collecting broad-based information related to TB patients. Initially all data related to the patient will
be captured. Once the data is collected, it will be synchronized with Control and Command Center, so that it can be used later
for tracking the patient with the overall objective of controlling and managing TB as well as carrying out an informative analysis
for secondary purposes by DLTLD.
To begin, search for the “TIBU” icon on the home page of the mobile device and gently tap on it to gain access

To access the TIBU Application, the user is required to click on this icon. This action will
navigate the user to the next page.
Tip 1:
The following are the functions of the icons on the task bar (Right to Left)
1. The Battery Icon: This icon notifies the user on the battery level on the device.
2. Emergency Calls Icon: This icon notifies the user that he can only make emergency calls
3. The Wi-Fi icon: This icon notifies the user of the availability of wireless connections on site.
4. Bluetooth Icon: This is a transfer medium to and from compatible device(s).
5. Digital Time: This shows the user what time it is.
6. Messages Icon: This icon prompts the user of incoming | unread message(s)
7. The sim card Icon: This icon notifies the user on existence of a sim card on the system
8. Upward Arrow: This arrow displays the calendar | alarm | calculator and other items.
9. Screen Shot Icon: This tab enables a user to take a picture of the active screen
10. Cascading windows Icon: This icon shows the windows which the user is working on; active and inactive.
11. House Icon: On clicking, this icon allows the user to revert back to the home page of the device from the active window
12. Back Arrow Icon: This icon allows the user to systematically revert back to an initial screen, from the active screen.

1.2 Partners in this project
1.3 Login Screen for User(s)
On tapping on screen 2, the user is prompted with a login screen to access the Application.
There are only two entry fields on this screen – Username and Password fields.
The user is required to insert his |her user name and password then click on the login tab.
This is the screen that the user sees upon clicking on the TIBU on the tablet’s applications’ screen.
This project (Transforming Lung Care through Digital Innovation) is anchored on a multi-sectoral, multi-stakeholder basis
bringing together strategic partners therein informing the project’s unique approach.
The screen above shows the partners involved in the conceptualization and implementation of this project. These are:
The Government of Kenya through DLTLD | USAID | SAFARICOM | iridium Interactive.
Tip 3:
In the event that the user has forgotten his | her password,
this link ‘’forgot password’’ will assist in retrieving the login
details – password and/or username.
Tip 4:
The user can delete the entered values on the username and password
fields, he|she can click on this field then restart the entry process.
Tip 2:
The user should tap anywhere within this screen
to move on to the next screen.
Attn:
These fields are case sensitive and as such, the user should always be keen
on entry of values on these fields

1.4 Entry of username and password
1.5 System prompt on wrong values
On tapping on the username field, a digital keyboard pops up to entry of free texts to the two fields.
This screen shows the entered values on the username field and asterix on the password field.
These fields are case sensitive. The user should be sure of the login details –upper case or lower case.
Attn:
Once the user has confirmed the entries, he | she then
clicks here to begin the verification process and possible
access into the application.
Attn:
Should the user forget or enter wrong values on the username and password fields, the system will automatically
decline entry into the application.
In this case, a small screen detailing the login status will appear. Reading, Login Failed – Invalid username or
password. Please try again.
This will prompt the user to re-enter both fields with the correct values.

1.6 Forgotten | lost password
1.7 Successful login to the application
NB: Should the user successfully insert the user and password details, he | she will gain access to the application
this will be evidenced by the login process window.
Tip 5:
This is the prompt that pops up when the
user clicks on the forgot password link.
Process;
• The user will be requested to enter his |
her username.
• The user should then click on the submit
tab.
• The system will automatically respond by
sending the user’s login details to his | her
registered phone number.
• The user should retrieve the username |
password as sent and login to the PMS
application.
Attn:
The user should not share out the details
(username and password) to anyone else as sent. Tip 6:
The user should further ensure that he |she
has the login details at hand to avoid the
inconveniences of system logins occasioned
by forgotten passwords

Clicking on this tab leads the user to the Video Help | FAQs and Reporting A Page & User Manual Pages
NB: This screen has two pages – FAQs and Report A Bug Pages. FAQs page is the first tab.
On the FAQ screen, a list of questions and answers. These have been developed to pre-empt any possible challenges
that the user may face whilst using the application.
On this screen, the user will see 10 icons. These have been clustered registers | line lists | Reports.
To proceed to the next screen, the user should click on ANY of the 10 icon. This will navigate the user to a new
screen associated with the chosen icon.

The user can confirm his | her
details by these four attributes.

These are the pages under the HELP link. Tap on any of the four tabs to access

While on this screen, the user can opt to;
Register a new patient, the user is required to click on to the Register Patient icon on the extreme left of the screen |
Choose a particular patient from the pre-existing data base in the device by tapping on to the Filter Patient (For Follow-
up) icon & Filter a patient registered earlier for tracing.

The user can opt to revert back to the
dashboard by tapping on this tab.

The user can confirm the register unto which he | she is
working on based on this title.
This screen is divided into 3 sections. These being;
1) Entry Registers composed of; District TB Registers | District MDR TB Register | Defaulters Tracing Form.
2) District Line Registers composed of; View District TB Line Registers | View District MDR TB Line Registers.
3) Reports section composed of; TB Case Finding Report | MDR TB Case Finding Report | Cohort on TB Outcome | Cohort
Report on MDR TB Outcome.

Upon completion in filling up page two, the user should tap on the save & continue tab on the top right of the screen.
This marks the completion of the patient registration.

NB: Having satisfactorily entered all patient data as required, the user will be prompted to save all amendments or entries into
the registration form prior to navigating away from the page,.
• Should the user seek to navigate from the application without saving the changes |entries, the system with prompt the
user to confirm the intended action. A small window will pop up reading Exit Without save with the following options;
Ok and CANCEL.
• Should the user tap on OK, The systems will navigate out of the page. Should the user choose CANCEL, he | she will have
an opportunity to save the changes by tapping on the save & continue tab on the top right side of the screen.
Tip 19:
Should this message appear, this would mean that the user did not enter values for all Mandatory fields.
This message will appear in response specifically to each and every field in question. For instance, in this case,
the user did not enter values for TB Type field.

• On this screen, the user can opt to read through a list of patients or search specific patient(s).
• Should the user opt to read through a list of patients, a list will be available for viewing upon clicking on the Filter
Patient (For Follow up).
Tip 20:
The user can click on this tab to hide
or un-hide the search fields.
Attn:
To view all patient names in the database without filtering, the
user should click on this tab. ALL patient names will be displayed.

• This is the Screen that pops up when a user taps on the Contact Tracing Form On this screen, the user will see to icons;
Contact Tracing Entry Form & Filter Patient (Follow Up).
• To enter patient data on the Contact Tracing Form, the user will click on the Contact Tracing Entry Form Icon.
• To filter or make follow ups with a patient, the user will click on the Filter Patient (For Follow Up).

This is a toggle field with FEMALE & MALE options.

• On entering values on these two fields and clicking on the Search button, a list of patients will be splashed on the

On complete entry of data on the 1

page of the registration form, the user will tap on the page 2 Icon to enter more
data.
This screen is divided into two main fields. These being; Results of Drug Susceptibility tests | Category IV Treatment.
Upon completion in filling up page one, the user should tap on page 3 BEFORE the save & continue tab on the top
right of the screen.
Tip 40:
These and similar items as known as radio buttons. The
user is required to tap inside.
A tapped radio button will change color to green.
Tip 41:
The user should click on this calendar icon to
choose and enter the respective date.

6.0 Filter Patient (Follow Up)
6.1 Searching Patient Records
NB: The user can opt to refer to a patient who data is in the system. This way, the user will not tap on the register new
patient on the District MDR TB Registers Dashboard but the Filter Patient (Follow Up).
This action will navigate the user to this screen.
• While on this screen, the user can search for the patient by different values. These are by; Name | Year | Facility Name
| Sex | Quarter | Sputum Results.
• Upon choosing a search field(s), the user will tap on the search tab, slightly underneath the search fields on the table.
• The user can either search for a patient by entering values on all search fields or by entering values on one search field
only.

Page 5 of 42 D210: User Manual for Tab Based Application Document: User Manual Prepared by: iridium Interactive Version: 2.3 Version Status: Final Document Background, Rationale & Purpose The DLTLD collaborative platform is a joint initiative of the Ministry of Health, Safaricom and its Partners iridium Interactive and Tangazo Letu funded by USAID. This is an integrated system of health and social services delivery using mobile technology. Kenya ranks 15th on the list of 22 high burdened TB Countries in the world according to World Health Organization (WHO). With over 150,000 suffering, TB remains a major cause of morbidity and mortality in Kenya. Widespread co- infection with HIV makes TB difficult to treat. Every patient can potentially infect 15 others, the result; hundreds are lost due to TB. The collaborative platform incorporates a primary health care approach at the community level but also provides for vertical and horizontal integration at the province | district and national levels. It therefore involves all stakeholders from health workers, patients, all staff, the Ministry and even the funding agency. Patient data includes Monitoring and Evaluation, Program Administration, Finance and Mobile payments with Geo-Spatial reporting. DLTLD is one of the disease control programmes of the Ministry of Public Health and Sanitation. It is a Division which falls under the Department of Preventive and Promotive Services in the MoPHS. DLTLD has its technical representatives at District and Provincial levels where they are responsible for the implementation of the program activities down to the level of the peripheral health units and community based health care initiatives. Anchored on a multi-sectoral, multi-stakeholder niche; patient data, monitoring and evaluation, program administration, finance and mobile payments coupled with geo spatial reporting are tools or control and management of TB and related cases both in areas with poor and developed infrastructural settings. Vital information on the same is made available to all through mobile and web platforms. Based on this succinct background, the core objective of this users’ manual is to build the capacities of would be users to enable familiarity with the system on the web platform as informed with the processes and exercises associated with digital innovative in management and control of TB in Kenya. The manual caters to all the basic requisite information as required to effect proper and efficient use of these applications in the realization of the proposed current and future objectives. This is anchored on the view of guaranteeing a clear cut and broad based understanding of the details within the tasks that will be performed using the said applications. This User Manual has been compiled for use as a leading guideline to the Division of Leprosy, Tuberculosis and Lung Diseases (DLTLD) field staff in the execution of their duties to achieve the service & operational objectives of DLTLD. It reflects upon the drive and commitment of the Division to offer the highest quality of service and care to TB patients country-wide on the digital front. It is the responsibility of all developing & implementing stakeholders in this digital innovation project to ensure that the end users are familiar with the contents of this manual and the working systems on the devices and that they follow the procedures laid out in it. The standards, practices procedures and specifications contained in this user’s manual are in accordance and concurrence with the DLTLD’s overall objectives, strategies and other governing policies.

Initially all data related to the patient will be captured. Once the data is collected, it will be synchronized with Control and Command Center, so that it can be used later for tracking the patient with the overall objective of controlling and managing TB as well as carrying out an informative analysis for secondary purposes by DLTLD. To begin, search for the “TIBU” icon on the home page of the mobile device and gently tap on it to gain access 1.0 The Home Page. Attn: To access the TIBU Application, the user is required to click on this icon. This action will navigate the user to the next page. Tip 1: The following are the functions of the icons on the task bar (Right to Left) 1. The Battery Icon: This icon notifies the user on the battery level on the device. 2. Emergency Calls Icon: This icon notifies the user that he can only make emergency calls 3. The Wi-Fi icon: This icon notifies the user of the availability of wireless connections on site. 4. Bluetooth Icon: This is a transfer medium to and from compatible device(s). 5. Digital Time: This shows the user what time it is. 6. Messages Icon: This icon prompts the user of incoming | unread message(s) 7. The sim card Icon: This icon notifies the user on existence of a sim card on the system 8. Upward Arrow: This arrow displays the calendar | alarm | calculator and other items. 9. Screen Shot Icon: This tab enables a user to take a picture of the active screen 10. Cascading windows Icon: This icon shows the windows which the user is working on; active and inactive. 11. House Icon: On clicking, this icon allows the user to revert back to the home page of the device from the active window 12. There are only two entry fields on this screen – Username and Password fields. The user is required to insert his |her user name and password then click on the login tab. This is the screen that the user sees upon clicking on the TIBU on the tablet’s applications’ screen. This project (Transforming Lung Care through Digital Innovation) is anchored on a multi-sectoral, multi-stakeholder basis bringing together strategic partners therein informing the project’s unique approach. This screen shows the entered values on the username field and asterix on the password field. These fields are case sensitive. The user should be sure of the login details –upper case or lower case. Attn: Once the user has confirmed the entries, he | she then clicks here to begin the verification process and possible access into the application. Attn: Should the user forget or enter wrong values on the username and password fields, the system will automatically decline entry into the application. In this case, a small screen detailing the login status will appear. Reading, Login Failed – Invalid username or password. Please try again. This will prompt the user to re-enter both fields with the correct values.

Process; • The user will be requested to enter his | her username. • The user should then click on the submit tab. • The system will automatically respond by sending the user’s login details to his | her registered phone number. • The user should retrieve the username | password as sent and login to the PMS application. Attn: The user should not share out the details (username and password) to anyone else as sent. Tip 6: The user should further ensure that he |she has the login details at hand to avoid the inconveniences of system logins occasioned by forgotten passwords Tip 7: The user should allow the application some few seconds to sync all data in the system

FAQs page is the first tab. On the FAQ screen, a list of questions and answers. These have been developed to pre-empt any possible challenges that the user may face whilst using the application. On this screen, the user will see 10 icons. These have been clustered registers | line lists | Reports. To proceed to the next screen, the user should click on ANY of the 10 icon. This will navigate the user to a new screen associated with the chosen icon. Tip 8: The user can confirm his | her details by these four attributes. Tip 10: These are the pages under the HELP link. Tap on any of the four tabs to access particular items.

A small window will pop up reading Exit Without save with the following options; Ok and CANCEL. • Should the user tap on OK, The systems will navigate out of the page. Should the user choose CANCEL, he | she will have an opportunity to save the changes by tapping on the save & continue tab on the top right side of the screen. Tip 19: Should this message appear, this would mean that the user did not enter values for all Mandatory fields. This message will appear in response specifically to each and every field in question. For instance, in this case, the user did not enter values for TB Type field.
