1. I am a Medical graduate having MPH in Health System Development, Certificate in Health
Systems Strengthening & HIV/AIDS, Diploma in Occupational Health & Safety and MBA
with majors in Project Management; having 31 years experience in health & social, and non-
profit sectors (mostly in the province of the Punjab) for various donors including World
Bank, Asian Development Bank, USAID, DFID, Plan International, Save the Children &
CIDA. Currently works as Additional Director and Head of Department Monitoring &
Evaluation at Punjab Healthcare Commission, and Technical Advisor Health & Safety

2. 2. I headed two largest NGOs in the country, one Sahara for Life Trust with Rs. 350 Million
Annual Budget and more than 500 permanent employees on its payroll including more than
100 officers. I revitalized the organization and led team for preparation of Organization
Manual with procurement procedures, financial rules, HR policies and recruitment
procedures, Code of Ethics & Establishment Procedures, etc.

1. Mother & Child Health: Over last 31 years of my professional life, I was always involved
in activities relating to mother & child health, either as clinician or as an administrator and
3. researcher. I am life time member of Population Association of Pakistan and Safe motherhood
Group Pakistan; and following assignments are worth-mentioning
i. Team Leader Gap Analysis of National Mother, Newborn & Child Health
(MNCH) Program sponsored by Plan International Pakistan on 9th

ii. As Assistant Project Director ADB funded Health Care Development Project
Punjab worth US $ 29 million. This project included establishment of 18 Nursing
Schools with development of training curriculum and recognition by Pakistan
Nursing Council, up-gradation of Postgraduate College of Nursing, establishment of
College of Paramedics with procurement and provision of surgical and non-surgical
equipment. In-country and abroad training of paramedics, development of referral
system and up-gradation of selected RHCs and THQ hospitals. We achieved 100%
physical targets with 84% financial expenditure I.e. 16% financial savings
iii. As Deputy Project Director ADB funded Women Health Project Punjab worth
US $ 20 million, we were among the pioneer in introduction of Safe Delivery Kits
among the communities through this project. Strategy for social mobilization and
demand creation was developed and training of TBAs was conducted in all the
districts. Media discussions were developed and conducted on various topics of
mother & child health
iv. Team Leader Supportive Supervision: A comprehensive original research based
Supportive Supervision Model was developed and implemented in USAID funded
PAIMAN districts in Pakistan
v. Team Leader District Health Management Teams (DHMTs):
a. Developed original research based concept and DHMTs were established in
USAID funded PAIMAN districts in Pakistan
b. As Deputy Project Director established DHMTs under ADB funded Women
Health Project
c. As a private consultant evaluated DHMTs established under WHP and revised
concept was presented on the basis of evidence based research
4. d. Author of the chapter on “Management of Change” in the concept document
on District Health Government introduced by government of the Punjab in the
year 1999.
vi. Team Leader Video for Healthy Change was sponsored by Plan International
Pakistan on 2nd June-30th June 2008 and a set of 12 video CDs was prepared on
various topics relating to Mother & Child Health and training was imparted to Master
Trainers according to a Training Manual prepared for use of those Videos.

Strategic Model targeting Pakistani Males advocating family planning and

Forum” and appreciated by the eminent public health personnel in Pakistan and was

Workers and Female Supervisors in the district, 100% training completed at different
centers in the district, improvement in supplies and reduction in Absenteeism through
supervision and management, Initiation of Health education activities in the district
and Operationalization of system of PHC ward/mohalla committee in the district

supplying Safe Delivery Kits along with training of TBAs in Women Health Project
districts in Punjab in the year 2000
vii. As District Coordinator National LHW Program, I was involved in training of Lady
Health Workers and their role in antenatal and postnatal care
10. 10. Procurements: As Assistant Project Director Health Care Development Project Punjab and
Deputy Project Director Women Health Project Punjab, I was also Incharge of all the
procurements. I was head Technical Scrutiny Committee and also Inspection Committee.
Therefore I was fully involved in the process right beginning from the need assessment,
preparation of specification, lot description, bidding process till supply and inspection and then
release of payment of millions of rupees
11. Financial Management: As Deputy Project Director Women Health Project (worth $ 20
millions) and President Health & Safety Association I was signing authority for cheques in
connection with all the expenditures involved including procurements, salaries, establishments
and others.
