OSHA is the Occupational Safety and Health Administration, created by Congress in 1970 to enforce standards and provide training to ensure safe working conditions. The Bloodborne Pathogen Standard is an OSHA regulation codified as 29 CFR 1910.1030 that aims to protect workers from diseases carried by blood. It requires employers to implement an Exposure Control Plan to eliminate or minimize workers' risk of exposure. While OSHA regulates worker safety, local health departments also have regulations regarding public health and sometimes worker safety that employers must follow.
