Your Majesties, Excellencies, and Honored Persons;
Thank you for your time and patience with the following
pieces of information which I have extended to your States.
And, please investigate that which is here.
It has become more and more evident that the USA is in fact
a greedy and selfish entity. In the 1980's I worked with the
US State of California on Retrofitting/ Earthquake proofing
its infrastructure. IE: Hospitals, Governmental Buildings,
High-rises, etc. Since it has been over 20years that I have
in fact worked with the Program I am going to extend this
theory and practice as well as a couple of others I was
either involved in personally or was requested to troubleshoot.
This should have been undertaken by the University of California
and or the California Department of Transportation.
Retro-fitting Buildings and Bridge Overpasses take not only
an understanding of the movement of the Earth during an
earthquake. But, also an understanding of the torque applied
upon not only building foundations but bridge buttresses.
Theoretically, the Earth moves in response to the earthquake
in a rolling motion. The torque forced upon a standard foundation
by the rolling motion is the cause of most of the damage. In an
attempt to develop a technique that either would absorb or
distribute the torque forced upon the foundation, rollers were
implemented. The formation of the rollers was in proportion to
the height of the building. With a distance across the roller, diameter or
distance from side to side, of 4 meters per floor. The rollers were
placed under a superstructure foundation.
[Kind of like placing a baking dish inside a frame on top of several rolling pins.]
With Bridge Buttresses, the connection of the bridge with the earth on
either side, these had to be built in such a manner as to allow flexibility
instead of the standard rigidity found. The example of retrofitting buildings
is much easier and requires much less time.
Another thing I have noticed, and this is only my personal impression.
When responders are acting upon the site of disaster I notice that they
start in the center of the populated areas. But, I would personally consider it to be
more effective. To send an organized response team into a crisis by assessment
of the outer perimeter area first then working into the center of the masses.
My reason for this would be to enable more effectively rescuing those in need
by limiting the need to travel to aid stations by bringing aid to them. If
those in the center of a populated area are not undulated with an influx of those
from the outer perimeter. It only makes sense to me that aid would be
2. more effectively delivered to those in need the most. Also, in this frame of thought
is the fact that in the distribution of needed supplies. If emergency response supplies
were prepackaged into and delivered in relation to the various stages of response to be
met with. IE: First emergency package would consist of Water, Emergency Food Rations,
First Aid Supplies with pictorial application guides, and Emergency Blankets. The Second
emergency package would consist of Food, Water, Emergency Radios, Emergency
Flares with pictorial instructions, and Emergency Blankets. Then the third or even a forth
distribution package pre-packaged in relation to the stage of the response.
The distribution of these especially the first package I would have it done by Helicopter.
Not dropping all packages in one spot, but, spreading them out over a small area. In
several different locations within the outer perimeter working toward the center of the
populace area.
I have forgotten the fact that there is an event which occurs every year
and in some States more than in others. That event is flooding. In the 1980's
I worked with the North Western European States to develop the Twrix Bern.
A "Bern" is the face of a Dyke or levy exposed to the body of water it is
designed to contain. The "Twrix Bern" is a design of support that prevents
the Dyke or levy from breaching causing the surrounding area to be inundated
with water from the contained water supply. The design basically introduces
interconnecting plastic sheets into the design of the Dyke or levy. The design
uses less build up of soil in the construction of the Dyke or levy, but, it can be
used in such a manner as to allow a pathway along the water or not.
Basically you use interconnecting 2 centimeter plastic sheets approximately
20 meters long and drive it into the Dyke or levy in such a placement as to
reinforce the structure but not impose any damage to either the structure or
to the surrounding structures. The above is one method of reinforcing new or
existing Dyke or levy structures. There are other methods which I have in the
past investigated one of which is to install a concrete barrier or wall in the
formation of the Dyke or levy.
Please, do not consider all that is here as the only way or manner to
achieve the effects which may be desired. And, these are only what
I have personally been in relationship to. There are other considerations
to either preventing massive damage to populaces, or in the response to
events which have occurred and are more than likely to occur again.
Like offshore Oil platform mishaps, Hurricanes, tsunamis, and an endless array
of man made as well as that Mother Earth throws at us. But, those would have to
be dealt with on individual event cases. The considerations offered above are those
that I know work. That I can easily extend to all.

Please excuse my impromptu in these attempts of communication. In my personal thoughts
these are important for the security and strength of a State. I mean not only the weapons and/ or
experiments which I have extended, but, also in the engineering levels. I mean not to impose
my works upon anyone whom is not of the mind, but, the items which I have and intend on
extending
are practical and functional works. The following works are very abridged but hopefully there is
enough of application extended to afford individual creativities.
In the early 1980's I engaged the USA in a Project to which not only was the objective of the
project a valuable experiment, but the hidden values within the experiment were a viable
relationship
to the security and stability of a Governments Infrastructure. The project was known as "United
States
Highway System US20/ Iowa Road Surface Test Project". This project was to use extended
testing of
a composition road surface of freshly crushed aggregate, used tire rubber shavings, with reduced
amounts
of both road tar and oil. This project revealed that by the use of the aforementioned composition
not only
was the requirement for maintenance reduced to a minimal, but, the communities in direct
relationship
to the project were enabled to make substantial gains. Not only in capital gains, but, in the ability
to
increase their educational and social applications.
The Project revealed that with a Road Surface "lay down" of 12 inches (US) up to 15 inches (US).
The road surface could withstand not only deterioration of the Road Base without any surface
breaches. But, it could maintain its stability even with notable portions of the road base
compromised.
Meaning that this composition could easily be used as overlay on Bridges as a "load distribution
allowance".
As I mentioned previously this project proved to allow gains to be made. Primarily due to the fact
that
every other year a very light resurfacing of the road surface is all that is required for maintenance.
With
this being as it is any funds which previously had to allotted for maintenance could now be
distributed
to areas which were in more immediate need. IE: building of schools, upgrading existing
buildings, hiring
more teachers and being able to supply the classrooms with individual needs.
This project was one of the last projects which I engaged myself in for the USA.
It is "Last Chance, CO Hazardous Material and Waste Disposal Unit". My involvement
4. in this project was primarily the application of filtration devices to handle the extreme
temperatures required to properly dispose of any required element and/ or composition.
The filtration system is a system of duct work and filters which act not only as
controlled atmospheric isolation of any task being disposed of, but, it also was designed
to act as an insulation application separating the extreme (87,000 deg faren) temperatures
within the disposal unit from the occupied operations and control areas. This system is
simply a layer of duct work overlaying the entirety of the disposal area with vent ducts enabled
to accept the gaseous contents of the disposal area and filter it. I know it is not making much
sense as it is being extended here. But, the entire project engulfed volumes of research
and technical data related to the disclosure of observations.

In a previous attempt of communication I brought up a device
I referred to as "Advanced Infrared Emitter". Where you align
a "sonic laser", radar emitter, sonar emitter, motion detector, and
an infrared emitter. [in that order] And, then using an infrared
scanner connected to processor to translate the images received.
But, in my previous communication it was to detect the "Stealth
System" in use. The aforementioned emitter system, if the "sonic
laser" is emitting a sub-sonic wavelength, can detect biological and
chemical signatures which pass through its wave field. Translation
of the images received on the infrared scanner is achieved by
holding association of the intensities of periodic table of elements
under the Pauling Scale with relationship to Allow-Roche Theory of
Electro negativities. In effect the translation of the images is a
broader allocation of "Spectromographic Definitions". That is to
say that the multi-million dollar piece of lab equipment,
"Spectrograph", that isolates chemical compositions of test samples
can be used as a field tool to isolate not only contraband chemicals,
but, can be used to intercept the "Stealth System", contraband
weapons, and even unsolicited rodents - bugs - and biological
viruses.

I humbly request that if you may have any questions which I
be able to answer, please, ask them. If you are in doubt whether
the Government of the United States of America would approve or
not, what I have to say is that I have and currently hold multiple
nationalities. And, it is registered with the Government of the USA
in their "Alien Container".
