This letter is from Clifton M. Hasegawa to lawyers Bickerton and Morgan regarding a court case involving Abigail Kawananakoa and the City and County of Honolulu. Hasegawa expresses that the Honolulu rail project continues down a path of least resistance allowed by city officials. He criticizes HART CEO Dan Grabauskas and Chair Don Horner for continuing unacceptable management. Hasegawa calls for holding these officials accountable and implementing lessons learned to improve. While forgiveness is possible for willingness to change, a recent article projected the rail shortfall is over $1 billion, evidencing continued problems.

RE: The Heart and Soul of the Matter
Abigail K. Kawananakoa v City & County of Honolulu, et. al.
In The Hawaii First Circuit Court -- Civil No. 15-1-1756-09 [VLC]
Dear Ms. Morgan and Mr. Bickerton:
This letter follow is to clarify my correspondence of September 15, 2015. While the
totality of The Rail Project continues to travel the path of less resistance, given permission by
Mayor Kirk Caldwell, the Honolulu City Council and the Board of the Honolulu Rapid Transit
Authority (HART), the mind set and attitude to conduct business as usual by HART CEO Dan
Grabauskas and HART Chair Don Horner further exemplifies unremorseful, unchanging and
unacceptable management carried out in broadest daylight. The suffering has gone on for too
long, our tolerance and patience has been exhausted. We find these truths to be self evident.
The right path: Hold these officials to the highest standards of integrity, accountability
and responsibility; continue the full-court press. Mr. Grabauskas and Mr. Horner have not
evolved and intuitively implemented the lessons learned over their long tenure with HART.
We forgive. We accept the willingness to change, to strive for excellence and actions to
change for the better. Faith is seeing the invisible, believing in people and their willingness and
dedication, their strengths, their ability to accomplish what is seemingly impossible, and the
just rewards for empowerment and trust.

Honolulu rail shortfall now projected at over $1 billion posted by the Honolulu Star-
Advertiser, Wednesday, September 16, 2015, evidences continued unremorseful, unchanging
and unacceptable conduct. The substance of the letter from Mr. Grabauskas and Mr. Horner,
September 14, 2015, to Mayor Caldwell and Honolulu Council Chairman Ernest Martin is
overused boiler plate, a template, to mask their inability to get a grip on this runaway train and
eventual economic and financial catastrophe.
