Rationale
My proposalis a combination of commercial and industrialarea. After
conducting site analysis, I decided to proposea projectthat will benefits the
surrounding community and create a new tourist spotin Sekinchan. Through
analysis I havepinpointed the following issues to proposethis project.
1. Small public library in Sekinchan
Sekinchan has only one public library, which is small and can’t satisfy
many people who wanted a peaceful place to study or read books.
2. Less variety of rice inthe market
3. Lack of rice products inthe market
Rice products can’tbe found in the market. Rice products arehealthier
than other similar products in the market, for instance, multigrain snacks
contain lesser fats compared to other snacks in the market.
4. Uniqueness of food
In this place that full of paddy field, special dishes and beveragemade of
rice will be a uniqueness of this projectand attract touristto this place.
Project Concept
Concept of this projectwill be a combination of industrialand commercial
area. The proposalincludes a rice factory, a rice café and a rice shop. The
factory works as a producer, who processes thepaddy and provides goods for
the café and the shop. This proposalis required to

Proposal
The Rice Factory (Light Industry)
Itwill be a rice factory, producing various typeof rice by processing the paddy
planted in Sekinchan. Other rice products will also be manufactured. Every
type of rice will be wholesale to rice shops across peninsular Malaysia. Yetrice
products will be selling together with the rice in the rice shop beside the
factory.
The Rice shop (commercial)
Different type of rice and rice products produced fromthe factory will be
selling in this rice shop. Providing the consumers various choices of ricebeyond
the ordinary whiterice selling in supermarkets. Somehealthy rice products will
also be selling here.

Pearl white rice
Pearl white rice is round shortgrain white rice, which is
delicious and fond by Japaneseand Koreans
Brownrice
Brown rice is whole grain rice. Ithas a mild, nutty flavor, and
is chewier and more nutritious than white rice, but goes
rancid more quickly
Embryo rice
Embryo rice is the result of removing the bran frombrown
rice. This makes Embryo rice contains the goodness of brown
rice with its full nutrients but in white rice softand smooth
texture
White sticky rice
White sticky rice will be sticky when cooked. Itcan used to
make various types of dishes.
Black sticky rice
Black sticky rice is usually in sweetened formand seldom
served as main dish, it usually used to make dessert.

This is a lollipop made of pearl rice with rice syrup and
some naturalflavoring.
Rice BranOil
Extracted from the outer layer on the brown rice kernel.
A high quality, delicate tasting cooking oil. Studies have
shown that it is effective in lowering blood cholesterol
levels.

This café will serves special dishes and beverage made fromrice. It will be
divided into indoor and outdoor area, there will be some vegetation planted
outdoor to provide a better environmentfor customers. The café consistof 2
floors, providing morespaces for customers. A study corner will be setup in the
café.

accessed through the loading bay. The
third entrance in facing the café and
shop, goods can be transferred to café

The café has 4 entrance, main entrance leads to the indoor seating area, the
sub entrance leads to the outdoor seating area. People can also access the café
fromthe shop through the third entrance that connects the shop and the café.
The fourth entrance is for stock replenishing purpose. Besides, there are also
two entrance to the indoor seating area fromthe outdoor seating area.

Shop
The shop has 3 entrance main entrance in on the east of the shop. Second
entrance is connecting the café, people can access the shop fromthe café
through this entrance. The third is for stock replenishing purpose.
Alley between factory and shop+café
The alley connects the factory to the shop and café. Workers willtransfer
goods to shop and café through this alley. Vegetation is planted along the alley
to beautify that place.

The carpark consistof 14 parking lot, each parking lot is 5m × 3m in size. There
is only an entrance and an exit for this carpark. Vehiclecan only movein one
way inside the carpark.

place.

Benefits & Impacts
Benefits
Sekinchan as a fastdeveloping tourist spot, touristnumber is increasing. By
producing various types of rice and rice products that can’t get easily from
ordinary shops, this projecthas potential to become one of the touristspot in
Sekinchan.
Special rice-related dishes and beverages served in the café is also a
uniqueness that may help this place to become a tourist spotin Sekinchan,
attracting tourist and bring advantages to the client.
By attracting tourist to this place, this place will become more crowded and
this will benefits nearby shop lots.
The factory, shop and café require sufficientmanpower to ensure everything
operate well. Therefore, this project will bring working opportunities for
residents nearby.
Besides, the café provides a place for nearby residents and tourist for
relaxation and gathering.
The public library in Sekinchan has a smallcapacity. The Rice Café can solve the
problem as it can also function as a study place for students nearby, due to its
peaceful environment.
By producing various typeof rice, consumers willhave different choices of rice.
Consumers can chooserice according their needs. For instance, black sticky
rice that serves as dessert, pearlrice that is more scrumptious, brown ricethat
contain more nutrients and so on.
Impacts
As tourist number increase in this place, Streets nearby will become congested
as the road in Sekinchan is not wide enough. This will cause traffic problem and
annoys the community nearby.
Only a little amount of vegetation is planted on site. This projectis not eco-
friendly.
Besides, Rice factory will produce somewaste products that might pollute the
environment.

4. Receive roadanddrainage inspection (Agency: Engineering Departmentof
CHKL)
5. Receive sewagefinal inspection (Agency: SewerageCertifying Agency (IWK))
The Sewerage Certifying Agency (IWK) willcarry outan inspection of the
seweragesystemand issueBuildCo a clearance letter for sewerage.
6. Receive water final inspection (Agency: Water Authority SYABAS) TheWater
Authority (SYABAS) will conduct an on-site inspection of the works and make
the connection to the public pipe.

7. Obtain road and drainage clearance (Agency: Engineering Departmentof
CHKL ) A date for the inspection will be set prior to the issuanceof clearance
letter for the road and drainage work.
8. Obtain sewage clearance letter andsewerage
connection (Agency: SewerageCertifying Agency (IWK) ) Oncethe inspection
has been carried out, a clearance letter is issued. The sewage clearance letter
is needed in order for the engineer to issue the Certificate of Completion and
Compliance (CCC).
9. Submit water test andcommissioning (T&C) report (Agency: Water
Authority SYABAS) the water testing and commissioning reportwil be prepared
and submitit to SYABAS. This document is required to obtain the clearance
letter fromSYABAS.
10. Obtain water clearance letter andwater connection (Agency: Water
Authority SYABAS) The Water Authority (SYABAS) will issuea clearance letter
and install the water meter. This will complete the water connection process.
11. Receive fire safety inspection.(Agency: Fireand Rescue Department) Fire
and Rescue Department will carry out fire safety inspection
12. Obtain fire safety clearance letter (Agency: Fireand Rescue
Department). Fire and Rescue Department will issuethe fire clearance letter
13. Builder’s principal submitting person files the certificate of completion
and compliance (CCC) (Agency: Building Department and Board of Architect)
