Need to share international vision with others – IFLA initiatives including Global Vision, Future Trends analysis and World Library Map help in shaping idea of international LIS community
Presentation divided into 4 parts:

Organisational structure – new staffing structure in place by 2nd part of this year
Business Plan – Based on growth in membership – need 4000 new members by 2022 – Reserves underpinning transition to new model – break-even by 2022 and reserves replenished by 2025 – There will always be reserves sufficient to meet reserves level policy
Grants to attend IFLA WLIC – the CILIP grants may have been ended for the moment but thanks to ILIG for the Anthony Hopkinson award introduced this year helping at least one person attend the WLIC in Kuala Lumpur
Hopefully as the membership reforms take effect there will be more resources again in the future to support this type of international engagement by CILIP members
Brexit – Must use this as an opportunity to renew and refresh our international engagement, and not a driver to disengagement and isolation
We are still the second largest library association in the world – we still do a great deal internationally and continue to enjoy a good reputation internationally, although some concern about the impact of cuts on public libraries especially is often expressed
The Presidential Commission on CILIP’s International Policy aims to ensure that a strong international dimension is present in the CILIP of the future
Slide sets out areas of CILIP’s international work that will be covered
CILIP a founding member of EBLIDA in 1992 – Ross Shimmon prominent in its formation
Guy Daines currently on EBLIDA EC but term ends in May – unlikely to be UK person on next EC. But UK will remain EBLIDA member and review level of engagement in future
Barbara Stratton chairs Expert Group on Information Law – advises EBLIDA on the copyright reform programme in EU (part of the Digital Single Market programme) – this is a major focus of EBLIDA activity meeting with Commissioners, EU staff and MEPs. Close alliance with LIBER (European research libraries), PL2020, IFLA and others.
Work on literacies focused on the EU Upskilling agenda and addressing issues of widespread lack of basic literacy across Europe
Because of Brexit, EBLIDA will be changing its constitution making full membership dependent on membership of Council of Europe rather than EU as present (which would exclude CILIP from full membership)
“FAIFE works to protect intellectual freedom and freedom of expression” – Martyn Wade and Louise Cooke follow Bob McKee and Paul Sturges as leading members of Committee. It’s work has recently included:

World Library Map – difficulty of providing statistics for this – in too many sectors data is not publicly accessible as copyright protected (CIPFA and public libraries) or behind membership walls (FE Colleges and ColRic) or doesn’t exist (Schools – but SLIC in Scotland has recently collected some stats to support the National School Library Strategy)

PKSB – Internationally respected – Library Association of Ireland has franchised it and offer it as a career development tool to their members
Standards/innovation – in the workplan to develop this area in 2019 – Many SIGS have formulated standards in their own area. Simon Berny-Edwards has led RDA Steering committee that recently produced RDA (Resources Description & Access) replacing Anglo-American Cataloguing Rules
There are a number of international issues in which UK are active:
(UN) Sustainable Development Goals – supported IFLA campaign to get importance of access to information recognised as basis for effectiveness of all SDGs (actually is part of SDG 16 on Peace, Justice & Strong Institutions) - joined UK Stakeholders for Sustainable Development looking at implementing SDGs in UK
WSIS (World Summit on Information Society – Information Literacy one of its themes set out in Alexandria Proclamation (2005) – CILIP (its Information Literacy Group) just announced new definition of Information Literacy at the LILAC Conference in Liverpool4-6 April
Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict – UK finally ratified Convention in 2017 – first duty is audit of all cultural objects that need protecting in time of warfare – CILIP asked to find representative to sit on relevant UK National Blue Shield Committee
GDPR – General Data Protection Regulation of the EU – comes into force across Europe, including the UK on 25 May. Example of how matters to do with information governance are international in character – similar

CILIP Ethics Review – The values underpinning information work are shared across nations – IFLA produced its Code of Ethics in 2012
CILIP Privacy Project – similarly concerns about privacy cross borders especially the treatment of personal data by large corporations and governments. Again this is an area of interest for IFLA’s FAIFE Committee. Marty Wade chairing the Privacy Project being undertaken by CILIP and so well able to add an international perspective to this work as current Chair of FAIFE
IFLA WLIC 2018 in Kuala Lumpur – The issue of Malaysia’s treatment of lesbians and gays has been raised with IFLA and what steps IFLA is taking to warn delegates about this and how it can avoid such situations in the future. IFLA has responded and CILIP will do so shortly as it has been raised with us as well
All-CILIP Approach
Great efforts are being made to adopt more inclusive way of working in CILIP fully embracing devolved nations. The CILIP Management Team now includes representatives from all UK nations. An international Policy will need to adopt a similar approach. In Northern Ireland cross-border working with the Republic is a key part of of the current library scene – Annual LAI/CILIP Ireland conference in April (this year in Newry)

Importance of having ILIG as a champion of international activity within CILIP. Greatly looking forward to ILIG’s contribution to the forthcoming Presidential Commission on International policy. Also grateful for ILIG’s initiative in organising events like this, the awards it gives, its practical help in things like the Hosts Directory, and, of course its journal, Focus

At the moment really don’t know what SIGS do in regard to international activity – it is something we need to discover

International Visits to CILIP – these continue – next up Finnish students on 8 May
As CILIP is in midst of change now is the time to ensure international is part of the new CILIP
In looking at CILIP’s international role need to be aware of, and work with, other key players such as UK’s national libraries including BL, the British Council, library development agencies, those schools and universities with overseas campuses and libraries and many others
With Brexit, establishing a strong international outlook is even more important to avoid insularity and make sure UK continues to be seen as an important player in international library and information communities
CILIP not only needs an international policy it needs to excite and engage all CILIP members in this agenda. International needs to be an integral part of CILIP’s future
At the moment have broad outline only of what the Presidential Commission will look like and how it will work
These will be firmed up in the next few weeks
Happy to hear ideas and suggestions from ILIG and elsewhere
There will be opportunity to contribute during the Commission’s work as there will be a consultation period and we are looking at the idea of a Virtual Advisory Network to support the Commission’s work
These are some of the expected work elements of the Commission’s programme

There will also be a presentation on the IFLA Global vision in the main conference programme – probably Stephen Wyber
IFLA elections are a chance to engage directly with IFLA’s work. All the IFLA sections will have places on their committees available and I hope that some will consider seeking CILIP nomination to stand for these Committee places. The precise process for doing this will be publicised closer to the time. I do appreciate it is difficult to commit to such roles when there is no financial support –sponsorship might be an area for SIGS to look at
