2. History of the Clery Act
• 1986 Jeanne Clery raped & murdered at Lehigh University
• 1990 Crime Awareness & Campus Security Act passed
– in 1998 renamed Jeanne Clery Disclosure of Campus Security Policy & Campus Crime
Statistics Act
• Requires higher education institutions to report crime
statistics to current and prospective students, employees and
the Department of Education
• Requires timely warnings of crimes that represent a threat to
safety of student and employees
• Requires disclosure of campus security policies
3. Clery Act
• Clery act requires that institutions gather data related to
campus safety and security
• Components of the Clery Act:
– Development, disclosure, implementation of campus security
policies
– Timely warnings
– Daily Crime Log
– Annual Security Report
– Emergency Response
• Information is collected from Campus Security Authorities
(CSA)
4. Who is a Campus Security Authority
As defined by the Clery Act CSAs are :
• Members of campus police/public safety
• Individuals responsible for campus security
• Individuals who have significant responsibility for campus
activities
• Individuals/departments specified by the institution to
which students and employees should report criminal
offenses
5. CSAs at Alvernia
• All Public Safety personnel
• All members of the University Life staff except
ordained religious and licensed medical or
counseling personnel
• All professional staff and coaches in Athletics
(including fitness center workers)
• All staff and faculty who serve as advisors to
student organizations
6. Who is NOT a Campus Security Authority
As defined by the Clery Act the following are excluded:
– Individual faculty who are not advisors to student clubs
– Individual campus health center physicians or nurses
whose only responsibility is to provide care to students
– Pastoral counselors
– Professional counselors
It is recommended that, even if you are not required to report,
you inform the student how to confidentially report the crime to
be included in the annual statistics.
7. CSA Responsibilities
• Report Clery Act Crimes to the designated
person/office
– At Alvernia:
• Director of Public Safety: Greg Delp
• Vice President for University Life & Dean of Students: Dr. Cicala
• Associate Dean of Students & Director of Residence Life: Karolina Dreher
• Community Standards Coordinator: Shelly Wessner
– Report in good faith: reasonable to believe it’s not a
rumor or hearsay (witness, victim, offender, 3rd party)
• NOT responsible for determining if crime took
place
8. When to report
As a CSA report when:
• Someone tells you about a crime or an incident that
might be a crime
• Doesn’t matter if the reporting person does not want
to contact law enforcement or press charges
– Get information related to the person
– Tell the student you must report what you know
– Tell the student there will be follow up by the designated
University personnel:
• During that follow up, student will learn about their rights and
responsibilities including any right to privacy
– When in doubt, report!
9. When to report
When talking with student:
• Get the information the person wants to tell you:
– Accurate and complete description of what happened (detailed
description of the incident will help correctly categorize the crime)
• Let the student know about options for reporting to law
enforcement
• Let the student know of available support service, if
applicable:
– Medical follow up
– Counseling
– Public Safety follow up
– Community Standards follow up
10. What MUST be reported (Clery Crimes)
• Criminal Homicide
– Murder and non-negligent
manslaughter
– Negligent manslaughter
• Sex Offenses
– Forcible sex offenses
– Non forcible sex offenses
• Robbery
• Aggravated Assault
• Burglary
• Motor Vehicle theft
• Arson
• Liquor, Drug or weapon law
violations
• Hate Crimes
– Larceny/theft
– Simple assault
– Intimidation
– Destruction/Damage/ Vandalism of
property
ANY incident that might be a crime, committed on campus,
OR by our students.
11. How to report
• If it’s an immediate report
(incident occurred at time of
report) -> contact PS right away!

• Be detailed – include: date, time,
location of incident
• Be unbiased
• Don’t worry about “reason for report”
section – you can leave it blank
• Always submit your name when
reporting as a CSA
