- 3. 2019 Priorities 1. Base Funding for the Border-to-Border Broadband Fund: 2. Continue to Support the Office of Broadband Development. 3. Continuation of the Governor’s Broadband Task Force is crucial to the success of the Border-to- Border Broadband Fund.
- 4. MN Rural Broadband Coalition 2019 Legislative Session • Broadband a top 10 priority in both the House and the Senate • There was a Budget Surplus • New Governor coming into office. Coalition Efforts for 2019 • Coalition made strides in 2018 • Committees were making an impact: • Legislative Committee • Outreach and Marketing • Day on the Hill

- 6. 2019 Legislative Session Wrap Up • Governor supported $70 Million • House Democrats proposed $70 million for the Border to Border Broadband Grant program for the 2020-2021 biennium • Senate Republicans proposed $30 million in one-time funding. • Coaltion members had a number of opportunities to testify using our many voices. • Special Session SF1, the Agriculture, Housing and Broadband Budget bill passed the Senate $40 million over 2020-2021 biennium. • Signed by the Governor May 24, 2019

Coalition’s Considerations for 2020 Session • Support for ongoing continuation with the Coaltion • Non-budget year, but there is a surplus • Policy items in regards to the Border to Border grant program: - $5M Cap, Challenge process, 1:1 match • Support for the Governor’s Broadband Taskforce • Follow their policy discussion • Encourage a Coaltion member to sit on the Taskforce • Advocating for Federal Programs • Conservation Strategies downsizing • Continue with AMC contract • Fundraising 2020 – new partnership opportunities

This program went unfunded for fiscal year 2019, and there remain significant portions of Minnesota, especially low density rural areas, that continue to lack broadband service. 2would give confidence to providers and communities alike to continue to plan and build partnerships and prepare effective project proposals.
