1. AZAD JAMMU AND KASHMIR (AJK) AND AJK COUNCIL
Azad Jammu and Kashmir (AJK) is though considered part of Pakistan but not so
constitutionally as it is written nowhere in the 1973 Constitution of Pakistan.
So for a party to have a legality and binding force of any agreement signed with
the Government of AJK has no significance until it is done through AJK Council
which is a legal entity and a legal linkage between Government of AJK and
Government of Pakistan.
2. BOO AND BOOT
BOO is a form of project financing wherein a private entity builds a power plant,
owns it and operates it.
Wherein BOOT, a private entity builds, owns, operates and at the end of a specified
term transfers it to the specified government.
3. COMMERICIAL OPERATION DATE (COD)
Commercial Operation Date (COD) is the date on which the independent
engineer (IE) certifies that a facility has completed all required performance tests
and/or is built to the specifications outlined in the engineering procurement and
construction (EPC) contract.

on stated resources and experience. It is done before sending out requests for
proposals (RFPs). Contractors or vendors provide a written response to an
advertisement.
13. LETTER OF SUPPORT (LOS)
A Letter of Support (LOS) proclaims that an interested party believes a project is
worthwhile. Such LOS is of vital significance for the party interested.
14. LONG TERM CREDIT FACILITY (LTCF)
Long Term Credit Facility (LTCF) is a loan or debt strategy that is often used in a
corporate sector of revolving credit solutions for long-term loans.
15. NATIONAL ELECTRIC POWER REGULATORY AUTHORITY (NEPRA)
National Electric Power Regulatory Authority (NEPRA) is a regulatory authority to
develop and pursue a Regulatory Framework, which ensures the provision of safe,

18. PRIVATE POWER CELL (PPC)
Private Power Cell (PPC) or The Azad Jammu & Kashmir Private Power Cell
Muzaffarabad (AJKPPC) was established in 1996 to facilitate private
sector participation for Hydel Power Generation in Azad Jammu & Kashmir.
19. PRIVATE POWER AND INFRASTRUCTURE BOARD (PPIB)
The Private Power and Infrastructure Board (PPIB) was created in 1994 as "One
Window Facilitator" to promote private sector participation in the power sector of
Pakistan. PPIB facilitates investors in establishing private power projects and related
infrastructure, executes Implementation Agreement (IA) with Project Sponsors and
issues sovereign guarantees on behalf of Government of Pakistan.
20. PRIVATE SECTOR ENERGY DEVELOPMENT FUND (PSEDF)
Private Sector Energy Development Fund (PSEDF) was established in 1994 and it has
the support of the Pakistani Government, the World Bank, the Export-Import Bank of
Japan, the French and Italian governments, and many others.
21. REQUEST FOR PROPOSAL (RFP)
A request for proposal (RFP) is a solicitation, often made through a bidding process,
by an agency or company interested in procurement of a commodity, service or
valuable asset, to potential suppliers to submit business proposals.
22. SECURITIES AND EXCHANGE COMMISSION OF PAKISTAN (SECP)
The Securities and Exchange Commission of Pakistan (SECP) was set up in
pursuance of the Securities and Exchange Commission of Pakistan Act, 1997 to the
development of modern and efficient corporate sector and capital market, based
on sound regulatory principles, that provide impetus for high economic growth and
foster social harmony in the Country.
23. THAR COAL & ENERGY BOARD (TCEB)
In order to fast track the development of coal, especially the largest coal resources
of Thar, the Thar Coal and Energy Board (TCEB) has been established under the
Chief Executive of the Sindh Province with representation from Federal and
Provincial Governments as well.
TCEB acts as one stop organization on behalf of all Ministries, Departments and
agencies of the GOP and GOS in the matters relating to approval of the Projects
for Coal Mining in Thar and for coal fired Power generation plants or for other uses
of Thar Coal.
24. WATER AND POWER DEVELOPMENT AUTHORITY (WAPDA)
Water and Power Development Authority (WAPDA) was created in 1958 as a Semi-
Autonomous Body for the purpose of coordinating and giving a unified direction to
the development of schemes in Water and Power Sectors, which were previously
being dealt with, by the respective Electricity and Irrigation Department of the
Provinces.
25. WATER USE AGREEMENT (WUA)
Water Use Agreement (WUA) is an agreement under which a company is bound to
agree upon and abide by the terms and conditions for the use of water from a
river/canal by it.
