Snowball and Napoleon debate building a windmill on the farm to improve productivity. At a Sunday meeting where the animals are voting on the windmill, Napoleon calls in nine dogs to chase Snowball away from the farm. Three weeks later, Napoleon surprisingly announces that the farm will build the windmill, despite earlier disagreeing with Snowball's plan.
