2. Free Software Migration Strategy
The Government of the Republic of Ecuador promotes the
use and implementation of Free Software.
By Executive Decree No. 1014 issued on April 10, 2008, the
use of Free Software in the systems and computer
equipment of the Public Administration of Ecuador is
established. It is in the interests of the Ecuadorian
Government to achieve sovereignty and technological
autonomy, as well as a saving of public resources.
3. It is based on four strategic axes:
1. Promulgation of standards and regulations,
2. Critical mass formation,
3. Planning, monitoring and control
4. Dissemination of Free Software
4. Prior to the enactment of the Free Software Decree in
April 2008, most institutions of the Central Administration
used proprietary software in their computer systems.
Currently, all these entities have planned or are running
migration processes and virtually all new computer
projects consider the adoption of Free Software tools.
5. Transverse systems of the Ecuadorian State have been
developed entirely with Free Software: the National
System of Public Procurement, the National System of
Human Resources and the Document Management
System. These systems are a reference of sovereignty and
technological autonomy, as well as saving public
resources, areas that are of interest to the Government.
