- Ιδρύθηκε το 2001. Η OGP ειναι μια πολυμετοχική πρωτοβουλία μέσα από την οποία οι κυβερνήσεις κάνουν συγκεκριμένες δεσμεύσεις ανοίγματος της διακυβέρνησης. Το όραμα της OGP είναι όλο και περισσότερες κυβερνήσεις να γίνονται όλο και πιο διαφανείς, πιο υπεύθυνες, πιο αποκριτικές στους ίδιους τους πολίτες τους, με τελικό στόχο τη βελτίωση της ποιότητας διακυβέρνησης και της ποιότητας των υπηρεσιών που λαμβάνουν οι πολίτες. Κάτι τέτοιο απαιτεί αλλαγή κουλτούρας έτσι ώστε να δισφαλίζεται ένας γνήσιος διάλογος ανάμεσα στις κυβερνήσεις και την κοινωνία των πολιτών. Η OGP λοιπόν φιλοδοξεί να στηρίξει μεταρρυθμιστές από την κυβέρνηση και την κοινωνία πολιτών ανυψώνοντας την ανοικτή διακυβέρνηση στα υψηλότερα επίπεδα του πολιτικού διαλόγου, παρέχοντας «κάλυψη» γι δύσκολες μεταρρυθμίσεις, δημιουργόντας μια υποστηρικτική κοινότητα μεταρρυθμιστών ανά τον κόσμο
