BACKGROUND:
• The most significant transformation process, which began
the Ecuadorian University in the last decade of the previous
century, was the opening to the acceptance of criteria of
social accountability, evaluation and accreditation of higher
education institutions
•This initiative emerged to Ecuadorian society causing a
positive and enthusiastic reaction in all the sectors that
constitute it, recognizing in it an answer long-awaited for
their demands for transparency with respect to the
educational work of higher education institutions.
La Constitución Política de la República en su
artículo 76, dispone que las universidades y
escuelas politécnicas deben ser creadas por el
Congreso Nacional mediante ley y previo informe
favorable y obligatorio del Consejo Nacional de
Educación Superior.
DISPOSICIONES TRANSITORIAS:
A) El Consejo Nacional de Educación Superior -
CONESUP- obligatoriamente, en el plazo de un
año, deberá determinar la situación académica y
jurídica de todas las entidades educativas bajo su
control en base al cumplimiento de sus disposiciones
y de las normas que sobre educación superior, se
encuentran vigentes en el país.
•B) Será obligación que en el mismo período, el Consejo
Nacional de Evaluación y Acreditación -CONEA, entregue al
CONESUP y a la Función Legislativa, un informe técnico
sobre el nivel de desempeño institucional de los
establecimientos de educación superior, a fin de garantizar
su calidad, propiciando su depuración y mejoramiento;
según lo determinado en el artículo 91 de la Ley Orgánica
de Educación Superior.
•C) Los informes con los resultados finales del CONESUP y
CONEA, deberán ser enviados para su conocimiento y, de
ser el caso, para su resolución definitiva, a la Función
Legislativa.
SYSTEM STRUCTURE ASSESSMENT AND ACCREDITATION OF
HIGHER EDUCATION
The National Assessment and Accreditation of Higher
Education, is composed of the following elements:
•The institutional component
•The accrediting body
•The legal component
•The technical component
•Assessment and accreditation processes.
•The uses and benefits of the evaluation and
accreditation
ACCREDITATION
Accreditation is the certification that the National Assessment
and Accreditation gives an institution, career, program or
academic unit of the National System of Higher
Education, publicizing the country, the clarity of its
vision, mission, objectives quality of its processes
academics, management efficiency, consistency of purpose and
resources, research and planning to ensure sustained
performance quality accredited institution.
THE NATIONAL ASSESSMENT
AND ACCREDITATION COUNCIL
MAY RESOLVE:
(a) Granted accreditation to the applicant
institution; for the period established in the
law of higher education;
b) Grant an accreditation conditioned to the
introduction of the changes set out in the
resolution; and,
(c) Deny accreditation.
USES AND BENEFITS
OF ACCREDITATION
1.- TO INFORM SOCIETY AND ESPECIALLY TO PROSPECTIVE
STUDENTS, INSTITUTIONAL QUALITY
2.- TO OBTAIN FINANCIAL RESOURCES FOR INSTITUTIONS AS:
(a) Achieve prestige and respect for social
(b) Achieve that status and the CONESUP distributed financial resources giving
priority, progressively, to institutional indicators with high level of
performance, including in the process of evaluation and accreditation
(c) Access to special resources that may be allocated to finance specific projects for
improving the quality
(d) Contribute to granting the authorization to develop postgraduate programmes.
(e) Facilitate social accountability.
Professional requirements
A professional must exercise their work
appropriately, since this has a social
purpose, which is to adequately cover the needs
that society must satisfy, thus contributing to the
common good
ESSENTIAL REQUIREMENTS TO
COMPLY PROPERLY WITH THE
EXERCISE OF A PROFESSION:
Personal inclination to the profession
that it is.
 Natural ability to exercise it properly
 An adequate theoretical
preparation.
 A sufficient practical training.
Sense of duty and dedication to
service.
