7. Previous to the Declaration of Independence, a
Sovereignty Act is necessary

For the proclamation of the Catalan state can be done with sufficient legal force, it
must be preceded by an Act of Sovereignty

An Act of Sovereignty is the process that, in the eyes of the international
community, will show Catalan people’s democratic, resolved and majority will
to dissolve the Spanish State and become a new Catalan State within the EU

8. Previous to the Declaration of Independence, a
Sovereignty Act is necessary

There are different ways to achieve this Act of Sovereignty:
§ Parliamentary elections where clearly separatist programs get a clear majority result
§ Referendum, with democratic guarantees, binding or not, but with over 50% participation
and a clear majority support in the results
§ A massive rally with an unequivocal and forceful motto about the intention of becoming
an independent State
§ Unilateral declaration of independence by the Parliament of Catalonia
§ A majority concentration government starting a constituent program
§ Disobey the constitutional regulation

9. A Catalan Treasury, within Spain, is NOT a feasible solution

Having our own Catalan Treasury contradicts the Spanish legal system

So, if Catalonia is part of Spain, Spain will declare it illegal
