PowerApps are a collection of software services that work together to accelerate how you build and share custom line of business applications.
In a nutshell, it is a small app that links business processes, with user-friendly, interactive forms.
Know as a Platform as a service
There are many templates and assistance of other tools (mentioned shortly) which make Power Apps really easy to set up.

The Power App will be used for adjusting target values, whilst an Azure SQL Database will contain the original target and actual values. All data and Power App interaction will be embedded into a Power BI Dashboard.

Simple. Power apps is its own service and can be embedded in power bi desktop.
Flow moves data from PowerApps into the Common Data Service, but can be written back to within the service.
Flow moves the data into the Azure SQL Database
The data from the SQL Database feeds back into Power BI as a dataset. The full write and read process is completed at this stage.
1. Preview of CDS has been closed and was only for selected customers and in the US anyway. This is why we use a SQL Database for this example
2. Power BI Reports and Dashboard cache. So you typically need to refresh the browser.
3. PowerApps error handling isn’t enriched. You need to use Flow and trigger/actions to handle errors, the PowerApps forms don’t always tell you if something has failed.
For this use case, going forwards we would have an even simpler architecture. Whilst it looks the same, there is no longer a need to move CDS data into a database. This can plug directly into Power BI instead.
Of course, for large datasets and enterprise solutions, you may want to store everything in a central database, like we did in my example. This would use direct query mode and make Power BI far more performant. You need to weigh up the complexity of the solution as I would always advise going for the simplest approach for what you need.

Included in dynamics or office 365 subscription. Check your type of subscription, as something like E1, E3 & E5 (which also includes Power BI) should include PowerApps
Business users
Depending on the Office 365 subscription, more capabilities are available. I would recommend you looking at what your org has and then checking for yourself. I will provide a link at the end.
