From “Tyranny” to “Opportunity”
Early Recovery Road Map Linking Relief to Recovery
and Development
The rapid actions at post-disaster militate against efficient use of resources allocated for
early recovery. The adaptation of planning thinking to the needs of the post-disaster
moment can turn the “Tyranny” of urgency into “Opportunity”. This work grew from
blending of academic research and practice. It suggests an operational framework of an
Early Recovery Road Map that is process-driven, utilizes geography-based plan and is
governed by collaborative urban planning principles. ERRoMap will strengthen early
recovery interventions in bridging relief, recovery and development and bring in the
essential ingredients for a successful humanitarian response and recovery operations.
Architecture of Early Recovery
The results of the review made of architecture of early recovery
interventions demonstrate the potential of Early Recovery Approach
by BCPR and: ‘Linking, Relief, Recovery and Development’ LRRD
developed by ECHO, to bridge the gap between relief and
recovery and ensure efficient use of resources. But in practice,
there is a wide acknowledgement of the need to acquire necessary
knowledge to improve the implementation of these approaches in
order to improve the working methods of these approaches.
Urban disaster impacts are even more complex and necessitate the
use of the well-developed knowledge and tools in early recovery.
Cities are inherently spatial and have natural synergies and
overlaps across its built environment. The city socio-economic
and institutional diversity require deep analysis to understand the
dynamic of urban livelihood and vulnerabilities which deny
assistance of one modality-fits-all types.
Roadmap to Support ER and LRRD Approaches
This project suggests an additional component to the existing
approaches used for early recovery interventions by the
International Humanitarian System. This component is process-
driven, utilises geography-based plan and is governed by
collaborative principles. Termed ‘Early Recovery Road Map’,
(ERRoMap) its purpose is to strengthen early recovery
interventions in bridging relief, recovery and development, and to
avoid the creation of a new entity within the existing international
humanitarian system. ERRoMap, using collaborative urban
planning knowledge, will bring in the essential ingredients for a
successful humanitarian response and recovery operations.
ERRoMap is built up of three main working components: time-
sensitive, integrated and area-based planning to identify vital areas for
early recovery; inter-organizational interaction; and leadership of the
collaborative type. It is guided by five core principles: collaborative,
dynamic, inclusiveness, accountability and should be applied both, pre- and
post-disaster.

A New Operational Framework of Early Recovery
The process of ERRoMap operation is according to three stages:
getting in, getting on, and getting out where ERRoMap Expert works
with local and national authorities, key organizations already in-
country, local NGOs and affected people on the same basis as to
work with international humanitarian organizations. ERRoMap
will help to define the path for exit of the international
organizations that have collaborated in the response and early
recovery programs and projects within the ERRoMap
geographical areas.
The operations of ERRoMap begin at the onset of a crisis and
continue to work in accordance to and provide inputs to different
requirements specified in the Humanitarian Program Cycle.
ERRoMap period of operations varies between 3-6 months
depending on the scale of the disaster and areas of coverage.
Proposed Modality of MSB’s Role in ERRoMap
ERRoMap is a process-driven and knowledge-based mission with
a well-defined aim, role and output. MSB can build on its
competences to fill a very significant gap, which is linking relief,
recovery and development within the Humanitarian Program
Cycle. In this context, MSB may provide support to ERRoMap
from Strategy, Proactive, Preparedness and Operational
perspectives: Strategies to promote ERRoMap ideas in the
humanitarian structre, to allocate financial resources, to get
political support to improve technical capacity and to provide
ERRoMap expertize to UN Organizations, the World Bank and
ECHO; Proactive actions to broaden ERRoMap role in disaster
risk reduction especially in disaster-prone countries, Making City
Resilience Campaign and post-disaster operations; Preparedness
to develope educational packages for building capacity and
training of MSB personnel and UN experts, developing Thematic
ERRoMap based on existing competences such as WASH,
Gender role in recovery and maximizing MSB operations and
inputs based on the knowledge and competence obtained in
ERRoMap.
