2. What is Consumer
Directive Services?
ConsumerDirective Services provides
programsspecifically intended to allow
individuals to remain in their homes and
communities avoiding placement in an
institution.
ABC Family Services is a DMAS approved
Consumer Directive
Services Facilitator. We assistthe Elderly
or Disabled with ConsumerDirected
Waiver (EDCD) by providing them with
means to stay in their homes and
communities while achieving a better
quality of life from education, training
and resourcesfor their specific needs.
WHAT IS IT THAT ABC DO?
ABC Family Services assists families
and/or individualson Medicaid who
qualify for ConsumerDirective Services,
needing in-home healthcareservices
and know someone (known as the
attendant) who they like and/or trust
to care for them and/or their family
member(s). ABC Family Services
will assistyou in
hiring that person (includingyourself
and/or a family member). More than one
attendantcan be hired for a
case. Medicaid pays for these services
throughPublic Partnership,LLC(PPL),
and ABC Family Services will assistyou
with filingthe necessary paperworkfor
the attendant,the person needing care
and qualifying for one of the four
approvedWaivers (with Consumer
Directive Services - CD)
The Role of Public
Partnership
PPL is a national organization dedicated to
assisting organizations and persons
implement consumer-directcare and
provide individuals choices about the
services theyreceive,how they are
delivered and by whom within a defined
service plan. DMAS has contracted with
PPL to provide fiscal employer agent
services for individuals choosing a
consumer-directedcare model, including
criminal background checks on potential
employees,receiving,verifying and
processing all time sheets,maintaining
payroll records and processing all tax
forms and payments for the IRS.PPL
processes enrollment, employment
documents, payroll, invoices and
withholds, deposits, and files taxes on
behalf of individuals who self-direct care in
Virginia’s Medicaid Waivers
