1. IMPLEMENTING RULES AND REGULATIONS
RA 9262- ANTI VIOLENCE AGAINST
WOMEN AND THEIR CHILDREN ACT OF
2004

3. PURPOSE
These Rules and Regulations are hereby
promulgated to prescribe the guidelines and
procedures for the implementation of Republic
Act No. 9262 in order to ensure that women and
their children have effective access to justice
and to services and programs and shall serve
as the minimum guidelines and standards for
service providers including government officials
and personnel of national government agencies
and local government units.
4. DEFINITION OF TERMS
1. Act- refers to the Republic Act No. 9262, otherwise known as the “Anti-
Violence Against Women and Their Children Act of 2004”;
2. Council- refers to the Inter-Agency Council on Violence Against Women
and Their Children (IAC-VAWC) created under Section 39 of the Act;

1. The WCPD in the five police districts in
the National Capital Region needs to be
more participative in organization-based
programs particularly in the adoption of
gender mainstreaming, formulation of GAD
plan and budget, and establishment,
maintenance and upgrading of facilities of
Women’s Desk .
The WCPD personnel must observed equal
opportunities by filling up vacant positions,
and in attending trainings, seminars,
exhibitions or expositions abroad.
The WCPD personnel need to raise the
awareness about the different laws for the
protection of women and children against
domestic violence cases and abuses,
continuously capacitate handling WEDC
and need to attend some health issues and
problems which to some extent, hampers
the performance of their duties and
responsibilities.

benefits and to address
the gaps in knowledge,
skills, and attitudes of key
personnel on gender
mainstreaming. It is
important that in most
areas of life, there are

perceived by the WCPD
personnel, DSWD staff and Local
Government Units in Pasig City

15. RECOMMENDATIONS
1. The need to strengthened efforts of the law
enforcement agency to address violence committed
against women and children in keeping with the
fundamental freedoms guaranteed under the
Constitution and the Provisions of the Universal
Declaration of Human Rights, the convention on the
Elimination of all forms of discrimination Against
Women, Convention on the Rights of the Child and
other international human rights instruments.
2. The need to provide more human resources and
financial/logistical support to effectively enhance
the WCPD in the empowerment of women and
children in the National Capital Region.
16. 3. The Higher Headquarters shall sustained education and training of
officers and personnel assigned at the Women and Children Protection
desk to abide with the law in dealing with women and children human
rights in order to eliminate violence not only in the National Capital
Region but throughout the country.
4. The need to establish information campaign on the nature, cause,
incidence and consequences of violence against women towards
educating the public on its social impact.
5. In the light of the findings and conclusion of the study, the
researcher strongly recommends the adoption of the proposed gender
awareness development program to enhance the WCPD in the
empowerment of women and children in the National Capital Region in
the campaign against violence among women and children.
