Baukulturerbe (B.Sc.) is a new study course,
which stresses the need for capacity building
at the interface between preservation,
sustainable development of cultural heritage.
Keywords are architectural and urban design
capabilities, sustainable use, basic knowledge
in economy, governance, site management.

Office was launched in 2016 as a spin-off of
the UNESCO Chair in World Cultural and
Urban Landscapes, RWTH Aachen University.
Goal is to contribute to the conservation and
sustainable development of cultural heritage
in line with urban and regional development
through goal-oriented and solution-oriented
planning and consulting.
Focus is on consultancy in large-scale historic
urban and cultural landscapes which are
subjected to substantial pressure to change.

Criterion (ii): The layout and architecture of medieval and baroque Bamberg exerted a strong
influence on urban form and evolution in the lands of central Europe from the 11th century
onwards.
Criterion (iv): Bamberg is an outstanding and representative example of an early medieval town
in central Europe, both in its plan and its surviving ecclesiastical and secular buildings.

Conclusion: MPs and HIAs - Questions
for future Research
► Purposes and Types: HIAs are used for various purposes. (Search for political solutions / ‘pro-
active’). Methodologies and manuals must be adapted to this. Scientific knowhow should be
included in manuals (e.g. Evaluation Theory).
► Effectiveness and Legislation: Both MPs and HIAs have no juridical status and are not legally
binding! Therefore, HIAs come in mostly too late. It is necessary to embed HIAs in existing
legislative systems (EU- and nationwide), as well as into Management Plans.
► Planning and Governance: HIAs can only be applied successfully if applied in ‘pro-active’
manner. Embedding in planning processes allows to feedback results. Stakeholders and
social communities have to be involved in HIA-assessment processes.
► OUV and Assessment: HIAs have to be based on OUV and related attributes. There is a need
for concrete Statements of OUV, incl. clear descriptions of attributes, so that assessments
can be quantified and qualified. This should be set out in MPs, so that qualification of
attributes is being done prior to HIA (Terms of References) and not by consultants!
► Organisation and Financing: Who commissions HIAs? Who pays HIAs? States Parties need
to define standards for this.
► Training, Know-how and Quality: Quality, methodological approaches and results concerning
the implementation of HIAs are varying significantly. Most HIA-practitioners are self-taught.
Systematic training is necessary.

Focus is on consultancy in large-scale historic urban and cultural landscapes which are subjected to substantial pressure to change.   • 71. Conclusion: MPs and HIAs - Questions for future Research ► Purposes and Types: HIAs are used for various purposes. (Search for political solutions / ‘pro- active’). Methodologies and manuals must be adapted to this. Scientific knowhow should be included in manuals (e.g. Evaluation Theory). ► Effectiveness and Legislation: Both MPs and HIAs have no juridical status and are not legally binding! Therefore, HIAs come in mostly too late. It is necessary to embed HIAs in existing legislative systems (EU- and nationwide), as well as into Management Plans. ► Planning and Governance: HIAs can only be applied successfully if applied in ‘pro-active’ manner. Embedding in planning processes allows to feedback results. Stakeholders and social communities have to be involved in HIA-assessment processes. ► OUV and Assessment: HIAs have to be based on OUV and related attributes. There is a need for concrete Statements of OUV, incl. clear descriptions of attributes, so that assessments can be quantified and qualified. This should be set out in MPs, so that qualification of attributes is being done prior to HIA (Terms of References) and not by consultants! ► Organisation and Financing: Who commissions HIAs? Who pays HIAs? States Parties need to define standards for this. ► Training, Know-how and Quality: Quality, methodological approaches and results concerning the implementation of HIAs are varying significantly. Most HIA-practitioners are self-taught. Systematic training is necessary.
