2. Drug abuse is a patterned use of a drug in which the user
consumes the substance in amounts which are harmful to
themselves or others.
3. DRUG ABUSE
WHO defines Drug Abuse as the harmful or
hazardous use of psychoactive substances,
including alcohol and illicit drugs.
Addiction is an advanced stage of substance
abuse where the addict develops a
compulsion to take the drug, persists in its
use despite harmful consequences and
exhibits a determination to obtain the drug by
almost any means.
4. GLOBAL PREVALENCE
About 230 million people across the globe use an
illegal drug at least once a year and about 27 million
people use drugs in a manner that exposes them to
very severe health problems.
The U.N. estimates that illicit drug use causes over
2 lakh deaths globally, most of them being in their mid
30’s.
Illicit drug use is largely a youth phenomenon in
today’s world which increases during the
adolescence and reaches its peak among persons
aged 18-25.
5. INDIA’S DRUG ABUSE LANDSCAPE
According to a survey by the Ministry of Social
Justice and Empowerment, India has more than
70 million drug addicts.
Different drugs are prevalent in different states
of the country accounting for 1.62% of the
world’s seizures of illegal drugs.
Our country records about 10 suicides daily due
to drug or alcohol addiction and there were
3,647 such suicide cases in the country in 2014
with Maharashtra reported the highest such
cases, followed by Tamil Nadu and Kerala.
6. DRUG TRAFFICKING
India is both a destination and a transit route
for drug traffickers.
Proximity to the largest producers of heroin -
the Golden Triangle (Myanmar, Laos,
Thailand) and Golden Crescent (Afghanistan,
Pakistan & Iran) is one of the main reasons
for drug trafficking in India.
Additionally, Nepal is a traditional source of
cannabis.
7. IMPLICATIONS OF DRUG ABUSE
Drug abuse is one of the most serious health problems
faced by the world today which not only destroys the
person involved, but his entire family, the society and the
nation at large & spawns antisocial behavior such as
stealing, crime and violence.
Drug abuse adversely affects the economic growth of a
country by generating un-accounted money in large
amounts that are also often used to fund terror and anti-
national activities and therefore posing a serious threat to
the national security too.
Drug abuse is corroding the foundations of society and is
leading to child abuse, sexual abuse and domestic
violence etc.

11. WHY DRUG ADDICTION?
The processes of industrialization,
urbanization and migration have led to
loosening of the traditional methods of social
control rendering an individual vulnerable to
the stresses and strains of modern life.
12. WHY DRUG ADDICTION?
At a very basic level this happens because
the person concerned feels a desperate
need to deal with stress, to get a momentary
high or to just ‘fit in’ with his or her peers, as
happens in the case of youngsters.
It soon reaches a stage where this need
becomes much more than other needs in life
and the person begins to believe their
survival depends on those drugs.

14. YOUTH --- MORE VULNERABLE
The incidence of drug abuse among children
and adolescents is higher than the general
population.
This is notably because youth is a time for
experimentation and identity forming.
Changing cultural values, increasing
economic stress are some other reasons
leading to initiation into drugs use.
Quite often in media and films it so happens
that doing drugs is romanticized and some
fictional positive aspects of the same are
shown.
15. IMPACT OF DRUGS ABUSE ON INDIVIDUALS
Drug abuse leads to physical, psychological, moral and
intellectual decay. This means wastage of economic
potential of young generation.
Drug addiction causes immense human distress.
Incidence of eve- teasing, group clashes, assault and
impulsive murders increase with drug abuse.
Illegal production and distribution of drugs have
spawned crime and violence worldwide.
Increase in incidences of HIV, hepatitis B and C and
tuberculosis due to addiction adds the reservoir of
infection in the community burdening the health care
system further.
Women in India face greater problems from drug abuse.
The consequences include domestic violence and
infection with HIV, as well as the financial burden.

18. SOCIETY BASED SOLUTIONS
Prevention programmes involving entities
such as families, schools and the immediate
communities are important in this regard.
Media – especially the entertainment
segment – also needs to understand its role
in this context, glorification of drug use
should completely stop.
Role of NGO’s is also important to fight this
menace.
19. LEGAL MEASURES
The Narcotic Drugs and Psychotropic Substances
Act, 1985, were enacted with stringent provisions to
curb this menace.
The Act envisages a minimum term of 10 years
imprisonment extendable to 20 years and fine of Rs.
1 lakh extendable up to Rs. 2 lakhs for the offenders.
The Act has been further amended by making
provisions for the forfeiture of properties derived from
illicit drugs trafficking. However, effective
implementation and time bound judicial process are
the need of the hour.
20. INTERNATIONAL EFFORT
In order to stop supply of drugs from adjacent areas
International coordination is very important.
We need to effectively use SAARC and ASEAN
platform for joint coordinated action against drugs
trafficking.
India is signatory to the following treaties and
conventions
N. Convention on Narcotic Drugs ( 1961),
U.N. Convention on Psychotropic Substances (1971)
U.N. Convention Against Illicit Traffic in Narcotic Drugs and
Psychotropic Substances (1988)
Transnational Crime Convention (2000).
21. INTERNATIONAL DAY AGAINST DRUG ABUSE
June 26 is celebrated as International Day
against Drug Abuse and Illicit Trafficking every
year.
It is an exercise undertaken by the world
community to sensitize the people in general and
the youth in particular, to the menace of drugs.

The deceased namely Irfan Butt son of Niaz Ali Butt (retired
SI) of Nawabad Chakka Bhadarwah died yesterday reportedly
due to overdose of drugs.
Sources said the drug abuse has become a serious challenge
in Bhadarwah. “Earlier, the families fearing social stigma
would keep it under wraps. But now given its alarming
proportion, they have finally decided to speak against it,” they
said.
“Drugs took away the life of Irfan Butt, who was my relative. I
want to save others from the substance abuse. So we were
demanding that the police should take strict action to ensure
safety of youths,” Mehboob, a local said.
