1. Making entrepreneurship and investing more profitable in
taxation. Entrepreneur deduction for unlisted companies.
Provision made from a company’s taxable income to promote
investments.
2. The funding position of companies is strengthened. Improving the
funding possibilities for growth-oriented SMEs. Utilising the
business and investment financing offered by the EU.
3. Increasing competition in the economy and reducing useless
regulations. For example, liberalisation of shops' opening hours
and the Act on Public Contracts.
4. Supporting the internationalisation of growth-oriented SMEs.
Guaranteeing one-stop Team Finland services. Aiming to attract
foreign investments.

9. 1. Support package for the self-employed
• The threshold for hiring the first employee will be lowered by
using a pay subsidy, start-up grant or some other incentive.
• A pilot will be carried out based on a survey.

unemployment security

• Based on a survey, changes will be
prepared to the unemployment
security system in order to encourage
people to full-time or part-time self-
employment.
• Different forms of working will be
taken into account and flexible
transitions from an entrepreneur to an
employee – and vice versa – will be
made possible.

• An innovation and service
voucher will be introduced by
carrying out a pilot based on a
survey.
• The voucher will enable the
SMEs to choose the expert
services they require with
increased freedom and agility.

established to accelerate the
utilisation and
commercialisation of
innovations and patents.
• The creators of research-
based ideas and users of
new solutions will be brought

foreign experts
• The bottlenecks for the permission
processes for recruiting foreign
experts will be determined and
legislation will be adjusted to allow
more streamlined recruitment of
employees.
• Particular attention will be paid to
start-up companies which attract
experts also based on things other
than a substantial salary.

• Granting a residence permit based on start-up entrepreneurship
will be made possible, regardless of the company type.
• Starting a company in Finland will be made as easy for foreign
founder entrepreneurs as for Finns also in other areas.

• The growth strategy of the health
sector and the measures of the
genome strategy will solve health
care challenges.
• Prevention of national diseases will
