This document outlines the agenda and process for a brown paper session on developing a common policy advice for food clusters. The session will involve participants mapping out the development process for food clusters in their regions in two rounds - bottom-up and top-down. They will sketch the current situation using post-its, then critique the process to provide recommendations for strengthening it and for government policy. The objective is to get a holistic view of both the trees (details) and the forest (big picture) and allow for improvements to be identified.
