TO WHOM IT MAY CONCERN
Following is my briei observation as Director of the Mid-Career Diplomatic
Course on the performance of Mr. Syed Muntasir Mamun during his
participation in the course held in Jakarta from 16 Aprilto 30 May 2007.
Mamun was easily one of the stand-out performers of the class who worked quite
seriously throughout the course. With his confident and out_going personality,
Mamun. was a dominant speaker in the ctass especialty in;ll ;itivities that
required oral communication. He speaks English with the ease and fluency of a
native speaker. With his pleasant and open-minded characters, l4amun coujd get
along without difficulty with his colleagues. He was always ready tb volunteer
hjmself as speaker or presenter in seminars or discussions, if it js deemed
necessary in particular when no one was prepared to do so. For instance, he
volunteered as the presenter or speaker representing his class for the dialogue
with the faculty members and students of the aniversity of Gadjahmada,
Yogyakarta on the South-South cooperation.
Mamun demonstrated his vast knowledge and perspective on a number of issues
ranging from economic developments, civil-military relations, political
developments to culture. During out-of-the class activiijes such as visits to
several government and private institutions, Mamun alwavs showed his
enthusiasm to learn new knowiedge and try very hard to undersiand the running
system or mechanism of those institutjons. One of the things that also impressed
me.was his exceptional ability to prepare comprehensivJ and in-depth papers
while managing to- take part fully and actively in every class activities. He always
obtained outstanding grade (A+) for his assigned papers mainly because of his
impressive analytical skills and solid recomm;ndations for policy options, backed
up with valid evidence and persuasive arguments. I have no doubt *hatso"uer
that Mamun was a young brilliant diplomat with bright future.
