1. Leading companies, professionals and community
champions have combined their resources and exper-
tise to make an application to the City of Johannes-
burg for the implementation of a privately-operated
area upliftment initiative in the greater Fourways area
known as Future City Fourways.
Future City Fourways is a tool to improve the security,
cleanliness and infrastructure on primary traffic routes.
Future City Fourways aims to provide services that will
enhance the potential of economic nodes and busi-
ness precincts in the area through the establishment
and management of an improvement district organi-
sation. It will combat problems being experienced at
the street level including broken sidewalks, dirty
pavements and other issues that impact on human
and environmental health and safety, and the reputa-
tion of the area and the city of Johannesburg.

expertise and resources to upgrade Fourways.

The FCF initiative is grounded on South Africa’s City
Improvement District (CID) Gauteng Provincial
Ordinance No 12 of 1997, which provides successful
applicants with the legislated powers to provide
supplementary and complementary services above
those supplied by government.
FCF’s business model brings together best practices,
innovative approaches, high-tech solutions and
equipped professionals to address the long-standing
problems around urban decay and traffic and by law
enforcement in Fourways.
FCF is based on a novel approach to funding. Although
a Council-approved area upliftment organisation
provides the authority to raise levies on all ratepayers
that fall within the designated areas of improvement,
FCF will avoid additional levies on rates to fund this
initiative. A completely different funding approach to
traditional and, consequently, struggling city improve-
ment district models will be applied, making the FCF
model sustainable and substantially superior to others.
Public participation and support
In line with the requirements of the CID Gauteng
Provincial Ordinance No 12 of 1997, FCF will continue
to enter into public participation processes with the
stakeholders of Fourways, engaging with businesses
and residents through meetings and the media to seek
their support for Future City Fourways.
FCF’s services will not replace those supplied by Council, but will supplement them.
Phase one of the FCF project shall cover William Nicol Drive from Steyn City to the Western By-pass, and
Witkoppen Road from Douglas Drive to Main Road, Lonehill.
