Mission
The mission of the Department of Consumer and Regulatory Affairs (DCRA) and the Occupational and Professional Licensing Administration
(OPLA) is to protect the health,safety,and economic interests and quality of life of residents,businesses,and visitors in the District of Columbia
by issuing licenses and permits,enforcing regulatory codes,and providing licensee education.

Report.This report showcases the objectives and achievements of the District’s non-health licensing boards and commissions regulating more
than 130 occupational and professional licensing categories and encompassing over 65,000 licensees.
Each of the boards and commissions has the responsibility to review applications,adjudicate complaints,update existing regulations,and
promulgate new rules.Coupled with consistent collaboration with counterparts in other jurisdictions,and other stakeholders and industry
experts,we also provide educational programs and outreach activities designed to sustain strength in all of our occupational and professional

As the Chair of the District of Columbia Board of Accountancy (Board),I am pleased to
(FY) 2015.The Board addressed several local licensing regulations and provided valuable
comments to the National Association of State Boards of Accountancy (NASBA) regarding the
national CPA Uniform Examination.The Board continues to use industry best practice models
consumers by upholding District accountancy license laws and municipal regulations. The

Members of the Board attended the NASBA Eastern Regional Meeting held in Baltimore,
Maryland,from June 24-26,2015.This regional conference is comprised of several eastern
region State Accountancy Boards,and attendance this year was considerable.Topics of
discussion included: keeping the CPA Uniform Accountancy Act,creating a national
accountancy licensee database,and advancing uniformity within the profession–a sensitive
topic,in light of recent Federal efforts leaning toward “professional deregulation.”
In September 2015,the Board and its administrative staff were invited by the Greater
session with the delegation from the People’s Republic of China.This multi-person
delegation,consisting of individuals from provinces working in municipal governments,
discussed CPA examinations and licensure,and gained a better understanding of how
accountancy licensing is organized in the United States. Sponsored by the U.S.-China
Exchange Council,the discussion was informative and the delegation expressed its
appreciation during this session of sharing vital information.
We are proud of the Board’s involvement in the accounting industry.We will continue to
serve the residents of the District of Columbia,and look forward to accomplishing our
objectives and goals.

As Chairman of the Board of Architecture and Interior Design (Board),and on behalf of all of

several times to licensees and collateral organizations all of the proposed legislation and
regulatory changes that are being developed by the Board.
Additionally,the Board will continue to identify cases of illegal practices and track the
complaint cases sent to investigations.

As Chair of the District of Columbia Boxing and Wrestling Commission (Commission),I am
year 2015.One of the Commission’s most notable accomplishments is that Bernard Hopkins
defended his IBF Jr.Welterweight Championship title and captured the WBA and WBO title
against Beibut Shumenov before a standing room only crowd at the DC Armory on April 19,
by Adrian Peterson against Jean Dierry,especially since this was his third title defense after
winning the title.We are pleased that the Nation’s capital played host to such a spectacular
title defense.This was noteworthy,since the Commission has held more championship title
The 5th Annual Dr.Arnold W.McKnight Amateur Invitational Boxing,Kickboxing and Mixed
Martial Arts Exhibition was held on September 12,2015 at the Deanwood Recreation Center.
This year’s event not only showcased some of the best talent locally,but talent as far north
as Rhode Island and as far west as Ohio.But on a solemn note,the former Deputy
Commissioner,Alfred Grant,passed away.The Commission honored his more than 45 years
of boxing experience by naming the Outstanding Boxer Award after him.The Outstanding

The community with an exciting mix of amateur competitions by contestants throughout the
city: free food by Ben’s Chili Bowl,and t-shirts and trophies for the contestants and coaches.
The Commission decided that for this year,it would donate the equipment to the Potomac

express themselves.This community-based event furthers the working relationships between
the Department of Parks and Recreation for the use of its facility,the Walter Washington

Boxing and Wrestling Commission - Mission Statement
The DC Boxing and Wrestling Commission was established to regulate all Boxing,Wrestling and Mixed Martial Arts exhibitions,events,
performances and contests in the District of Columbia.The Commission is committed to establishing and maintaining the highest of ethical
practices and conduct in boxing and other combative sports in the District of Columbia.The Commission is dedicated to protecting the health,
ultimate goal of making the District of Columbia,not only our nation’s capital,but also the capital of the sports industry.
Major Program Accomplishments and Objectives:
• The Commission co-sponsored the 5 th Annual Dr.Arnold W.McKnight Amateur Boxing Invitational,Kickboxing and Mixed Martial
Arts (MMA) Exhibition,on Saturday,September 12,2015 at the Deanwood Recreation Center.The event was designed to
commemorate Dr.Arnold W.McKnight for his longevity and countless efforts on behalf of the DC Boxing and Wrestling Commission,
where he served as the chairman for over 11 years.
• With a full complement of Commissioners,the Commission continued to forge partnerships with sister agencies such as Department
of Parks and Recreation and the Washington Convention and Sports Authority in an effort to promote the District’s assets as incentives
for promoters to host events.
• The Commission was represented at The Association of Boxing Commissions Annual Conference,July 25-30,2015,at the Wyndham
San Diego Bayside in San Diego,CA.Commissioner Timothy Thomas and Commission Administrator S.J.Brown attended.
• The Commission inspected all of the heavily used licensed gymnasiums and training facilities for boxers in the city.It donated needed
boxing equipment and supplies to local amateur gyms throughout the city.Further,it supported amateur boxing by purchasing
trophies and a ring for annual events.
• The Commission provided boxing training by securing the expertise of the Yamasaki Brothers,internationally recognized referees

The Board was established to protect the public health,safety,and welfare of external and internal stakeholders.The Board ensures that
individuals engaged in occupations as Asbestos Workers,Electricians,Elevator Maintenance,Plumbers,Refrigeration and Air Conditioning
Mechanics,and Steam & Other Operating Engineers,have the specialized skills and training required to perform such services for the public.
Major Program Objectives and Accomplishments
• The Board met the meeting requirement in accordance with § 47-2853.09.After receiving additional members the Board had four
• New Board members attended the annual Council on Licensure,Enforcement & Regulations (CLEAR) on June 1,2015.The
CLEAR conference provided the members with training on understanding rationale for regulations,key concepts in regulatory
board governance,contributing to have stronger board decisions,the purpose and process for rulemaking,assessing competence
and conducts,handling disciplinary actions,and how to implement actions for key learning.
• The Board approved over 2,000 applications for examination and licensure.
• Agendas for public notices for monthly Board meetings are published on Board of Ethics and Government Accountability website
and in the District of Columbia Register.The agenda addresses stakeholders’ initiatives to accomplish their goals and objectives.
They also explain the Board’s responsibilities to address any licensing disciplines and associated activities.
• The Board provided relevant information to support the testimony of Melinda Bolling,Director of Consumer and Regulatory Affairs
for the 2015 Committee of Public Services and Consumer Affairs.

date for review will be 2016.

Board of Professional Engineers - Mission Statement
The mission of the District of Columbia Board of Professional Engineers is to ensure that the engineering and surveying services received by
District of Columbia citizens are provided only by persons licensed by the Board.
Major Program Objectives and Accomplishments
• The Board maintains membership in NCEES,which allows the Board to participate and network with counterparts from other
engineering and surveying boards.
• A roster of all licensed professional engineers,land surveyors,engineer interns,and land surveyor interns in the District was produced.
• The Board utilized OPLA-provided investigators to fairly and swiftly examine reports or complaints that were received.
• New Board Administrator,Avis Pearson,developed excellent business relationships with board administrators and executives outside
the District to compare/develop best practices.
Future Goals and Objectives

• Review of professional engineering disciplines listed in the municipal regulations.
• At each monthly Board meeting,examination,endorsement,and reinstatement license applications are reviewed and approved,
deferred,or disapproved.The Board also considers inquiries for licensure or examination from applicants who have unique circumstances

• Participated in ongoing meetings with neighboring jurisdictions regarding major reciprocity related issues and/or new requirements
for licensees.
• Offered seminars and co-sponsored educational opportunities for licensees in collaboration with other DC government agencies
and private organizations.
• Comprehensively reviewed statutes and rule provisions governing the practice of real estate licensees to delete outdated provisions
in conformance with present law,add new provisions regarding online pre-licensing and continuing education,review licensure
• Drafted and recommended proposed legislation to the mayor and City Council increasing the maximum monetary amount of a
Real Estate Guaranty and Education claim per transaction from $50,000 to $100,00,and to increase the maximum amount of
monies allowed in the Guaranty Fund from $3,500,000 to $5,000,000.
