Section 1: Introduction, Purpose and Methodology of the Evaluation
1.1 Background to the Evaluation
Community Organization and Rural Development (CORD) is created in Ewha centre in line with
strategic plan of the organization to promote rural households’ livelihoods for well-being and prosperity
by increasing income generation. It will work in cooperating with the rural vulnerable residents who wish
to increase income by assisting/empowering/creating opportunity for them to use their existing resources
and potentials because income is a main thing which people need to fulfill their basic needs such as food,
closes, health services, and so on. Actually, promoting rural livelihoods for prosperity by increasing
income generation alone is not enough to make better for rural people. Thus, our program not only seeks
to increase household income through the micro credit (Cow Bank), and enhance community members’
technical proficiency in livestock husbandry, but also works closely with other ESS’s programs such as
health program, education program, and other agencies in order to promote well-being of impoverished
communities under our slogan “Where there is livestock, there is social work services, and there is well-
being”. Social work services here will be depended on a community-driven initiative. Therefore,
Community Organization and Rural Development (CORD) is significantly important for those rural poor
vulnerable families. For this period, we have been implementing our Improving Income for Rural Area
Program for two years, and now we need to implement another project in order to ensure the outcome of
the previous program, and to be ready for community cooperative for building the community ownership
for promoting sustainable net income for vulnerable families.
1.2 Purpose and Objectives of the Evaluation
Evaluation Purpose
The purpose of this evaluation is to assess the overall performance (outputs, outcome and goal) of
the project as well as lessons which will be needed to inform future project. The evaluation examines the
progress made and challenges faced during implementation over the last one year of the project. The
period of evaluation is covered project implementation from January 2014 to December 2014.

Specific Objectives of Evaluation
 To review and assess the overall development progress to 2014 at 3 levels of development results
(outputs, outcomes and goal), as well as to identify opportunities and challenges related to design,
 To identify lessons and good practices from project, with potential for replication; and
 To synthesise lessons and provide recommendations on the design of the future project in the
organization
 To equip all EWHA staffs on how to conduct final project evaluation
1.3 Arrangement of the Evaluation team
 There are two people, Programme Manager and volunteer
- Programme manager is responsible for moderator
- Volunteer is a note taker
1.4 Methodology
- The activities are chosen the samples which are related to the project, which is about primary
data. Sample size is based on the objective of the project including previous clients, local authorities, and
animal health worker who is from department of agriculture.
- The data collection is done mainly through the purpose selected of the project such as, Focus
Group Discussion (FGD) with local authorities and clients, KII (Key Informant Interviews), with animal
health worker and local authorities, and case study. In addition, it is done in the community where the
clients and local authorities are living.
- The evaluator conducted FGD with 3 groups as client 2 groups (group1: 6 people, 6 women),
(group2: 9 people, 7 women), and one group with local authority (2 men). In addition, the evaluator
organized Key Informant Interview with 3 people, one is local authority, second is village animal health
worker and another one is client. The last information, evaluator collected the information by doing case
study with one client who is from Ou Pong Ror village to explore the deep information about cow raising
and their living condition.
1.5 Limitations
- During conducting data collection, the evaluator has faced some limitations of the data collection.
Time constraint is the first concern; the evaluator had some short time to explore about the

information since most of respondents mostly do not have much time for the evaluator, so the
analysis is sometimes not deep.
- Another thing is because of the time. Some of the clients or local authorities forgot the time and
the other came late for the interview.
- Third, some respondent was absent at that time because of busy. There still have limitations to
collect the information during doing evaluation interview.
Section 2: Introduction to Project Context
2.1 The Project Context (objective and sub-objective of project)
EWHA Goal: Empowerment and Independent Capacity Building to Adolescents and Women for
the Sustainable Social Work Development. Children, adolescents and women living in a rural can improve
their own rights and enhance health care capacity.
The purpose of project is to
Specific Objectives:
- Clients can acquire knowledge of cattle raising skills
- Clients can generate the income through cattle raising
- The target area: the project has implemented in Srang Commune, Kong Pesie district, Kompong
Speu.
2.2 Achievement of project: The project has supported poor people
Key activities:
- Training to cow bank clients of cattle husbandry for 13 sessions with 159 clients
- Networking meeting with local authorities for 15 times with 85 persons, (they are all man)
- Monitoring & Case management for 25 times with 285 persons
2.3 Project Implementation Modality and Management (Approach)
- The project has supported 32 clients for Loan services in Cow Bank Project from 2013-2014,
and 39 more clients for 2015 -2016
- Programme Manager is responsible as facilitator in the training, monitoring case and case
management checker, counseling, and making partnership with stakeholders. The programme manager has
to submit annual work plan, daily reports, monthly reports, and annual report to director of EWHA.

- Resources (budget)
The project has spent 5432.095 US dollars from January to late October.
Section 3: Evaluation Findings – Key Outputs and Results
This chapter presents about finding of the evaluation. It will bring the information from the
various activities such as, pre-test, post-test, reports of the activities based on the education training,
monitoring reports, meeting reports, and recent project monitoring data with the qualitative information
which is gathered through the standard of methodology, including Focus Group Discussion (FGD), Key
Informant Interview (KII), Case Study with Cow bank clients in villages, local authorities, and the
instructor who is the related people in Cow Bank Program, as well as the observation reports.

3.1. Clients can acquire knowledge of cattle husbandry skills of cow, pigs, and chickens
rising
Within the previous clients mostly raise the cow, the evaluation of project is indeed about cow
raising. Therefore, the training of cattle husbandry, simply about cow raising skill, focuses on significant
parts including, how to choose good breed to raise, how to locate the comfortable cowshed for cow, how
to feed the cow, how to diagnose cow diseases and the way to prevent it.

Based on table1, it is shown that the number of the participants in the training is over expected.
The number of people is over 100% and the trainings are conducted more than ten times in the year of
2014, and all participants come to join the training. In conclusion, cattle husbandry training is successfully
done due to many participants.
3.1.1 Clients’ knowledge of cattle raising through cattle husbandry training
Meanwhile, relied on the data from the two focus group discussions (FGD1 & FGD2) with 15
clients, who are the previous clients in Cow Bank Project, it is shown that this training can teach them to
have skills of cattle raising. All of them have never learned on how to raise, or how to take care of the
cow. Previously, it is just a simple way to look after the cattle, for example; they always release the cow to
the field in the whole day. Otherwise, they can understand the way to take care of the cow after joined the
training. They have practiced it after they came back home. One client who living Tro Peang Thmor
village said “I have built cowshed in the top land that not possible for the flood entering, and tied with
mosquito net to prevent the cow from mosquito”. Furthermore, they acknowledge how to recognize the
types of cow diseases, pig diseases, and chicken diseases, and the ways to prevent the diseases. Other
client in FGD2, who living in Sreh Morn village, said that “before I did not know what is the Wind
Abscess disease, or Black Blood disease, but after I have participated in the training; I aware on it and I
am able to know the characteristics of those diseases. In particular, the symptom of Black Blood disease is
always fever and swallows on the legs of the cow”. In addition, the other client who is from Ou Tam Vam
village, said “that “before I studied on how to raise the cow, I have never known how to look after the cow
carefully. I just released the cow to the field without any cares, but after I joined in this cattle education,
simply about cow raising, I could understand some basic knowledge about cow raising. For instance, I
have followed one way after the teacher taught me; it is about how to recognize symptomatic of cow’s
pregnant. As well as, I could know the duration of cow getting pregnant. It generally is about 9 months
and 10 days same as human’s pregnant”. Moreover, they know what kind of feed should be provided to
the cow or chickens, as well as pigs, and how to choose a good breed to raise.
The evaluation notes that some of clients are not really active in the group, since most of them
forgot some parts of the lessons. They can response some questions in a short way, but not deep way. The
reason is that they are mostly illiteracy so they actually cannot write or note on the book, after they stop
study one day, they will forget the lessons.

According to the table 2, the result of pre-test and post-test of cattle husbandry training is better.
The table shows the level of clients in pre-test is only average, but after the training, the result of post-test
is good, so we can see that the education of clients have improved based on the result level. By the way,
the number of women participant is around 80% of all the participants. In generally, we can assume that
clients can understand of the lessons on Cattle Husbandry depending on the testing score which they get.

In the table 3, it states that the number of participants for the meeting is more than 50 % and the
number of actual network is over 100 % as over expected. This is clear that the meeting with network,
simply with each chief of village and the department of agriculture is pretty active. Mostly, the network
meeting focuses on clients’ information which is related to their living condition or livestock. The
information of client’ livestock exactly gets some parts from the network meeting. Obviously, client’
condition gets better updated based on the sharing of network meeting.

3.1.2 The knowledge of clients on cattle rising based on chief of village’ observation
Meanwhile, another FGD with chiefs of village who are from Srang and Ou Ta Vam and KII
with one chief of village who is from Tro Peang Thmor, shows that the education of cattle raising is
very important for the clients because all the clients in Cow Bank Project are poor people as well as
illiteracy. If they can study the skills of cattle raising, it is very good for them to create such skills. In
addition, before they get the money to buy the cow to raise and get the education, they are not active
people but after that they are more active. They start to follow the skills of cattle raising. Chief of village
who is from Ou Ta Vam said “as I have observed on the clients, I could see that all of them have followed
the skills which they have learned from the teacher; they take care of the cow by providing more grasses,
washing cow almost every day, cleaning the cowshed to keep clean, and find the other foods such as
banana trees, or palm juice”. In addition, based on the chief of village’ observation, the clients always
keep their cow at home rather release to the field unlike before, and they provide enough feeds to cow
every day.
3.1.3 Level of understanding on cattle raising
According to KII with department of agriculture, Mr. Chea Ratha, indicated that the clients can
understand the lessons almost 70%-80% about cattle raising. During the lessons of cattle husbandry, the
clients pay the attention, and also ask the questions. In addition, Mr.Ratha added “as I have observed
when I went to the community, I could see they practice the skills or knowledge by providing the foods
such as grasses or banana trees and taking care of cow well”. One more thing, cow diseases is not the
problem for clients because clients have practiced well on how to take care or how to prevent the
diseases. Sometimes, some of the clients informed me about the characteristic of cow diseases; then I went
to help them. They are very cooperated with me”.
By the way, the evaluator notes that when the training conducted in working day, the number of
participant is not really big. Some are busy with farm or doing as a garment worker or construction worker
so they missed the sessions and missed the points of the lessons.

3.2 Clients can improve income on animal raising

This table shows that the number of people here is better high; it is more than 50%. Based on the
data, people like to talk more about their family condition. In this case monitoring and management are
connected each other since both are focused on living condition of clients and livestock. The information
gets fairly good relied on table above. The family condition here is about their income. The average of the
income is released after doing case management by asking about their income or expenses for their daily
expenses.

This table is not only about the information of clients’ livestock but also about client’s income
based on the information comes from network meeting. The number of participant here can describe how
active the meeting is, which is about cow bank clients. Network meeting can share all clients’ information
about clients.
3.2.1 Benefit of Cow Raising
After doing FGD and KII with chief of village from Srang commune, the data shows that before
clients did not have the cow to raise and they could not get the education, they are like passive people and
always play the game. Yet, after that most of the clients have changed, they stop playing the game and
start taking care of the cow. They get chance to join the education training on cattle rearing and the money
to buy one cow. Next, they are able to get another one baby cow, so that they can sell it to get the money
in order to buy some rice to support family or buy clothes. One more thing, they can have education on
cattle raising as well as the cow for the next future after clients pay back the money to Ewha center. In
addition to this, one chief of village who is from Ou Ta Vam said “this project can reduce the poverty in
the community because it has provided the money to help us”. Moreover, he added that “clients can not
only have the knowledge of cattle raising, but also get the money from raising the cow. One client receives
the money after selling the cow then they can take some money to buy some rice, or to expand small
business”. Meanwhile, one client in my village, after she sold the cow, she got the money to return the
money back to Ewha centre, and she used the rest of money to buy pigs and chicken to raise”. Another
chief of village who is from Tro Peang Thmor said” as I observe and monitor on each client. One client
has sold the cow for one time at least. First, Mak Yav sold the baby cow then she used the money to build
her daughter’s house and bought some chicken, but she still has the female cow nowadays. Second is
Long Korm. She sold the first cow by getting 500 US dollars, then she took the money to cure her son who
has mental problem and she used the rest of money to buy another cow to raise. After she has raise for
long time, she has decided to sell cow again since she cannot take care of cow anymore because her
disease. The second selling, she got 750 US dollars. She has returned the money to Ewha center already
and the rest of money she bought some medicine to cure herself and her son”. To sum up, cow bank can
provide the chance to disable people to improve their standard of living, and also provides the cattle
raising skills to them.
However, some of clients have not gotten any benefit from cow raising yet since some of their
cow still not give birth during the two years of cow raising. Previously, some of clients bought the
matured cow since some of them can add more money to buy, but the others bought heifer to raise that is

why the duration to give pregnant is taken long time. As a result, some have not gotten another baby cow
to sell.
3.2.2 Case Study
Her family background
Ms. Sinoun, a client in Cow Bank Project, used to live with her parents as a single life with a
simple condition, which is not poor and rich simply a moderate condition. The life was not stable at that
time since she went to work as a garment worker in Phnom Penh in her young age in order to earn some
money for the family. It was the time that she met one guy during garment worker life. She and the guy
tried to make the relationship until got married. The guy who she had chosen was not accepted by her
parents so she decided autonomously to married with the guy. After married, two of them needed to live
separately from the family, and her parents provided a very small farm land to her family. Ms. Sinoun
said “we got a small amount of rice to eat. We were living with each other and now we get five children,
three boys and two girls the following age from 12 years old to 1 year old. Ms. Sinoun added “I wanted
to do birth spacing, but due to my bad health condition, then I could not make it”. One day, my husband
got illness, so he had to stop working as a construction worker for a while. Indeed, the income of the
family was very low because she was working alone to support in the whole family. Later on, one of her
daughters was bitten by crazy dog, so she had to spend some money to cure her child through borrowing
some money from the other. She did not have the ability to support her family anymore. Sometimes,
because of food shortage, all the members of the family including her kids had to sleep without foods.
She was living in a very small house and old house like
slum by using some of her own money to build. Ms. Sinoun
said “I had no money; I just built as I can. My parents
never cared about my family even my daughter got
illness. She never came to visit or provided some money
to my family even 10000riel”. Indeed, she lacks of caring
from her parents, yet all her siblings got caring from her
parents. Her parents seem discriminated her due to
her poor condition. Every day, she has to spend 500 riel
for her children’s study, but sometimes her children go to

school without holding money due to lacking of money. For now, she stopped working as a garment
worker anymore. Instead, she can get some money from farm renting to support her family. As above
explained, her family lacks not only foods to eat, but also bed to sleep, and her house almost collapse.
Her achievement after raising the cow
Anyway, Ms. Sinoun’s family gets supporting from Ewha through the loan service with free
interest to buy cow for raising in order to improve her standard of living. Her family has gotten loan
service since 2013. During this two years, her family living condition has changed better than before as
well as her husband’ attitude. Ms. Sinoun said “previously my husband was the man who never thought
of the family. He always made the violent in the family and sometimes he got drunk. Before we got the
cow to raise, our family environment was very bad; but after I got the money to buy one cow, my
husband has changed his attitude”. Indeed, her husband becomes good than before; he loves her and his
children. Her husband is a great man for her family because he helps and takes care of his family. By the
way, her family has been training about cow raising skills for during two years of cow raising. The Cattle
Husbandry Training has been conducting during this two years. She has learned the skills how to take care
of cow and how to look after cow well. She has practiced the skills during cow raising. Ms. Sinoun added
“before I did not know how to look after the cow well, I just thought that cow should be released to the
field; it is enough. Yet, after I have been trained in the cow raising training, I have learned a lots such
as, how to choose good cow to raise, how to make and find food for cow, how to recognize cow disease
and how to prevent cow diseases”. Of course, she also has improved her knowledge about cow raising. In
addition, she has practiced the skills of raising, and her female cow grows bigger enough and also releases
one baby cow. Ms. Sinoun told that “I have sold the cows since my house almost collapsed at that time.
I got 1,000 US Dollars and a half from selling two cows, female cow and baby cow. After that, I took
some money to build new small house by spending around 800 US Dollars.

For the rest of money, I bought one bed costs 45 US Dollars, one motor costs 100 US dollars, one
matured cow costs 550 US dollars, and some rice costs 25 US dollars”. She has received good result
from her hard working on raising cow. Moreover, her family now makes a good relationship with the
neighbor as well, as she never got before, for no one came to talk to her family when she is very poor. She
is really happy that the words cannot describe all. Her family condition has changed because of Ewha. She
wants this kind of the project still supports the poor people ever.

Section 4: Conclusions, Lessons and Recommendations
5.1. Conclusions
- Community Organization & Rural development (CORD), or simply Cow Bank Project which is
one among all programs in Ewha Center, enables clients gain knowledge or skills of cattle raising
- Cow Bank project also has generated clients’ income based on the case management study, and
evaluated interview through primary data,
- The monitoring reports, case management reports, training results, and network meeting results
are mainly influent to the output-focused, which are the results to outcome,
- The Cattle Husbandry Training is a significant part which is always done regularly to make the
skills to the clients in order to assure that clients can remember the lessons and keep practicing it,
- Most of clients have improved their living better than before. They are able to pay all the debts
of the private sectors,
- However, several clients have not gotten the benefits from raising the cow because the duration
of cow raising is properly not enough for some clients because based on the data collection is showed that
their cows have not delivered the baby cows during 2 years of cow raising.
- The cows of several clients just get pregnant. The problems are that the cows were not matured
enough to raise and get the baby cows during 2 years. The issue is because of the limited loan on buying
mature cows to raise,
5.2. Lessons learnt
- Clients are needed matured cow to raise so that they are able to get benefits from cow raising
during two years,
- Loan service is needed more high so that clients can buy the matured and good cow to raise. As
a result, they are able to get the baby cow within the duration of cow raising
- The education of cow raising is necessary to conduct in every month so that clients can
understand deeply of skills of raising the cows,
- The training mostly should be conducted in weekend so that there will be more participants
come to join because this is the available time for them,

5.3. Recommendations
- Through the discussion of the qualitative information and the evaluation interviews, the
knowledge of cattle husbandry of clients is pretty good based on their practicing during cow raising, but
there not enough information or skills relied on the original answers, so the education of cattle husbandry
should be conducted in regularly way to remind the memory of them since they are a illiteracy person.
- The education training of cattle husbandry should be conducted in the weekend day or holiday
based on their suitable time because they are mostly a garment worker,
- Meanwhile, literacy education should be conducted at the same time. This can help illiteracy
clients able to understand the lessons,
- Team leader in each village should be created in order to help encourage each client in each
village come to join all the trainings which are conducted, or can volunteers partnerships related to this
project. They might help to take a look the way that clients take care of cow.
- The duration of cow raising should be more than that, probably 2 and a half year for the same
amount of money since the last two years, or add more loan on the original loan in order to help them easy
to get the good cow as the wishes and result to Cow Bank project as well.

  • 3. 3 Section 1: Introduction, Purpose and Methodology of the Evaluation 1.1 Background to the Evaluation Community Organization and Rural Development (CORD) is created in Ewha centre in line with strategic plan of the organization to promote rural households’ livelihoods for well-being and prosperity by increasing income generation. It will work in cooperating with the rural vulnerable residents who wish to increase income by assisting/empowering/creating opportunity for them to use their existing resources and potentials because income is a main thing which people need to fulfill their basic needs such as food, closes, health services, and so on. Actually, promoting rural livelihoods for prosperity by increasing income generation alone is not enough to make better for rural people. Thus, our program not only seeks to increase household income through the micro credit (Cow Bank), and enhance community members’ technical proficiency in livestock husbandry, but also works closely with other ESS’s programs such as health program, education program, and other agencies in order to promote well-being of impoverished communities under our slogan “Where there is livestock, there is social work services, and there is well- being”. Social work services here will be depended on a community-driven initiative. Therefore, Community Organization and Rural Development (CORD) is significantly important for those rural poor vulnerable families. For this period, we have been implementing our Improving Income for Rural Area Program for two years, and now we need to implement another project in order to ensure the outcome of the previous program, and to be ready for community cooperative for building the community ownership for promoting sustainable net income for vulnerable families. 1.2 Purpose and Objectives of the Evaluation Evaluation Purpose The purpose of this evaluation is to assess the overall performance (outputs, outcome and goal) of the project as well as lessons which will be needed to inform future project. The evaluation examines the progress made and challenges faced during implementation over the last one year of the project. The period of evaluation is covered project implementation from January 2014 to December 2014.
  • 4. 4 Specific Objectives of Evaluation  To review and assess the overall development progress to 2014 at 3 levels of development results (outputs, outcomes and goal), as well as to identify opportunities and challenges related to design,  To identify lessons and good practices from project, with potential for replication; and  To synthesise lessons and provide recommendations on the design of the future project in the organization  To equip all EWHA staffs on how to conduct final project evaluation 1.3 Arrangement of the Evaluation team  There are two people, Programme Manager and volunteer - Programme manager is responsible for moderator - Volunteer is a note taker 1.4 Methodology - The activities are chosen the samples which are related to the project, which is about primary data. Sample size is based on the objective of the project including previous clients, local authorities, and animal health worker who is from department of agriculture. - The data collection is done mainly through the purpose selected of the project such as, Focus Group Discussion (FGD) with local authorities and clients, KII (Key Informant Interviews), with animal health worker and local authorities, and case study. In addition, it is done in the community where the clients and local authorities are living. - The evaluator conducted FGD with 3 groups as client 2 groups (group1: 6 people, 6 women), (group2: 9 people, 7 women), and one group with local authority (2 men). In addition, the evaluator organized Key Informant Interview with 3 people, one is local authority, second is village animal health worker and another one is client. The last information, evaluator collected the information by doing case study with one client who is from Ou Pong Ror village to explore the deep information about cow raising and their living condition. 1.5 Limitations - During conducting data collection, the evaluator has faced some limitations of the data collection. Time constraint is the first concern; the evaluator had some short time to explore about the
  • 5. 5 information since most of respondents mostly do not have much time for the evaluator, so the analysis is sometimes not deep. - Another thing is because of the time. Some of the clients or local authorities forgot the time and the other came late for the interview. - Third, some respondent was absent at that time because of busy. There still have limitations to collect the information during doing evaluation interview. Section 2: Introduction to Project Context 2.1 The Project Context (objective and sub-objective of project) EWHA Goal: Empowerment and Independent Capacity Building to Adolescents and Women for the Sustainable Social Work Development. Children, adolescents and women living in a rural can improve their own rights and enhance health care capacity. The purpose of project is to Specific Objectives: - Clients can acquire knowledge of cattle raising skills - Clients can generate the income through cattle raising - The target area: the project has implemented in Srang Commune, Kong Pesie district, Kompong Speu. 2.2 Achievement of project: The project has supported poor people Key activities: - Training to cow bank clients of cattle husbandry for 13 sessions with 159 clients - Networking meeting with local authorities for 15 times with 85 persons, (they are all man) - Monitoring & Case management for 25 times with 285 persons 2.3 Project Implementation Modality and Management (Approach) - The project has supported 32 clients for Loan services in Cow Bank Project from 2013-2014, and 39 more clients for 2015 -2016 - Programme Manager is responsible as facilitator in the training, monitoring case and case management checker, counseling, and making partnership with stakeholders. The programme manager has to submit annual work plan, daily reports, monthly reports, and annual report to director of EWHA.
  • 6. 6 - Resources (budget) The project has spent 5432.095 US dollars from January to late October. Section 3: Evaluation Findings – Key Outputs and Results This chapter presents about finding of the evaluation. It will bring the information from the various activities such as, pre-test, post-test, reports of the activities based on the education training, monitoring reports, meeting reports, and recent project monitoring data with the qualitative information which is gathered through the standard of methodology, including Focus Group Discussion (FGD), Key Informant Interview (KII), Case Study with Cow bank clients in villages, local authorities, and the instructor who is the related people in Cow Bank Program, as well as the observation reports. Output1 3.1. Clients can acquire knowledge of cattle husbandry skills of cow, pigs, and chickens rising Within the previous clients mostly raise the cow, the evaluation of project is indeed about cow raising. Therefore, the training of cattle husbandry, simply about cow raising skill, focuses on significant parts including, how to choose good breed to raise, how to locate the comfortable cowshed for cow, how to feed the cow, how to diagnose cow diseases and the way to prevent it.   • 7. 7 Based on table1, it is shown that the number of the participants in the training is over expected. The number of people is over 100% and the trainings are conducted more than ten times in the year of 2014, and all participants come to join the training. In conclusion, cattle husbandry training is successfully done due to many participants. 3.1.1 Clients’ knowledge of cattle raising through cattle husbandry training Meanwhile, relied on the data from the two focus group discussions (FGD1 & FGD2) with 15 clients, who are the previous clients in Cow Bank Project, it is shown that this training can teach them to have skills of cattle raising. All of them have never learned on how to raise, or how to take care of the cow. Previously, it is just a simple way to look after the cattle, for example; they always release the cow to the field in the whole day. Otherwise, they can understand the way to take care of the cow after joined the training. They have practiced it after they came back home. One client who living Tro Peang Thmor village said “I have built cowshed in the top land that not possible for the flood entering, and tied with mosquito net to prevent the cow from mosquito”. Furthermore, they acknowledge how to recognize the types of cow diseases, pig diseases, and chicken diseases, and the ways to prevent the diseases. Other client in FGD2, who living in Sreh Morn village, said that “before I did not know what is the Wind Abscess disease, or Black Blood disease, but after I have participated in the training; I aware on it and I am able to know the characteristics of those diseases. In particular, the symptom of Black Blood disease is always fever and swallows on the legs of the cow”. In addition, the other client who is from Ou Tam Vam village, said “that “before I studied on how to raise the cow, I have never known how to look after the cow carefully. I just released the cow to the field without any cares, but after I joined in this cattle education, simply about cow raising, I could understand some basic knowledge about cow raising. For instance, I have followed one way after the teacher taught me; it is about how to recognize symptomatic of cow’s pregnant. As well as, I could know the duration of cow getting pregnant. It generally is about 9 months and 10 days same as human’s pregnant”. Moreover, they know what kind of feed should be provided to the cow or chickens, as well as pigs, and how to choose a good breed to raise. The evaluation notes that some of clients are not really active in the group, since most of them forgot some parts of the lessons. They can response some questions in a short way, but not deep way. The reason is that they are mostly illiteracy so they actually cannot write or note on the book, after they stop study one day, they will forget the lessons.

The table shows the level of clients in pre-test is only average, but after the training, the result of post-test is good, so we can see that the education of clients have improved based on the result level. By the way, the number of women participant is around 80% of all the participants. In generally, we can assume that clients can understand of the lessons on Cattle Husbandry depending on the testing score which they get. This is clear that the meeting with network, simply with each chief of village and the department of agriculture is pretty active. Mostly, the network meeting focuses on clients’ information which is related to their living condition or livestock. The information of client’ livestock exactly gets some parts from the network meeting. Obviously, client’ condition gets better updated based on the sharing of network meeting.
  • 9. 9 3.1.2 The knowledge of clients on cattle rising based on chief of village’ observation Meanwhile, another FGD with chiefs of village who are from Srang and Ou Ta Vam and KII with one chief of village who is from Tro Peang Thmor, shows that the education of cattle raising is very important for the clients because all the clients in Cow Bank Project are poor people as well as illiteracy. If they can study the skills of cattle raising, it is very good for them to create such skills. In addition, before they get the money to buy the cow to raise and get the education, they are not active people but after that they are more active. They start to follow the skills of cattle raising. Chief of village who is from Ou Ta Vam said “as I have observed on the clients, I could see that all of them have followed the skills which they have learned from the teacher; they take care of the cow by providing more grasses, washing cow almost every day, cleaning the cowshed to keep clean, and find the other foods such as banana trees, or palm juice”. In addition, based on the chief of village’ observation, the clients always keep their cow at home rather release to the field unlike before, and they provide enough feeds to cow every day. 3.1.3 Level of understanding on cattle raising According to KII with department of agriculture, Mr. Chea Ratha, indicated that the clients can understand the lessons almost 70%-80% about cattle raising. During the lessons of cattle husbandry, the clients pay the attention, and also ask the questions. In addition, Mr.Ratha added “as I have observed when I went to the community, I could see they practice the skills or knowledge by providing the foods such as grasses or banana trees and taking care of cow well”. One more thing, cow diseases is not the problem for clients because clients have practiced well on how to take care or how to prevent the diseases. Sometimes, some of the clients informed me about the characteristic of cow diseases; then I went to help them. They are very cooperated with me”. By the way, the evaluator notes that when the training conducted in working day, the number of participant is not really big. Some are busy with farm or doing as a garment worker or construction worker so they missed the sessions and missed the points of the lessons.

Based on the data, people like to talk more about their family condition. In this case monitoring and management are connected each other since both are focused on living condition of clients and livestock. The information gets fairly good relied on table above. The family condition here is about their income. The average of the income is released after doing case management by asking about their income or expenses for their daily expenses.   • 11. 11 This table is not only about the information of clients’ livestock but also about client’s income based on the information comes from network meeting. The number of participant here can describe how active the meeting is, which is about cow bank clients. Network meeting can share all clients’ information about clients. 3.2.1 Benefit of Cow Raising After doing FGD and KII with chief of village from Srang commune, the data shows that before clients did not have the cow to raise and they could not get the education, they are like passive people and always play the game. Yet, after that most of the clients have changed, they stop playing the game and start taking care of the cow. They get chance to join the education training on cattle rearing and the money to buy one cow. Next, they are able to get another one baby cow, so that they can sell it to get the money in order to buy some rice to support family or buy clothes. One more thing, they can have education on cattle raising as well as the cow for the next future after clients pay back the money to Ewha center. In addition to this, one chief of village who is from Ou Ta Vam said “this project can reduce the poverty in the community because it has provided the money to help us”. Moreover, he added that “clients can not only have the knowledge of cattle raising, but also get the money from raising the cow. One client receives the money after selling the cow then they can take some money to buy some rice, or to expand small business”. Meanwhile, one client in my village, after she sold the cow, she got the money to return the money back to Ewha centre, and she used the rest of money to buy pigs and chicken to raise”. Another chief of village who is from Tro Peang Thmor said” as I observe and monitor on each client. One client has sold the cow for one time at least. First, Mak Yav sold the baby cow then she used the money to build her daughter’s house and bought some chicken, but she still has the female cow nowadays. Second is Long Korm. She sold the first cow by getting 500 US dollars, then she took the money to cure her son who has mental problem and she used the rest of money to buy another cow to raise. After she has raise for long time, she has decided to sell cow again since she cannot take care of cow anymore because her disease. The second selling, she got 750 US dollars. She has returned the money to Ewha center already and the rest of money she bought some medicine to cure herself and her son”. To sum up, cow bank can provide the chance to disable people to improve their standard of living, and also provides the cattle raising skills to them. However, some of clients have not gotten any benefit from cow raising yet since some of their cow still not give birth during the two years of cow raising. Previously, some of clients bought the matured cow since some of them can add more money to buy, but the others bought heifer to raise that is
  • 12. 12 why the duration to give pregnant is taken long time. As a result, some have not gotten another baby cow to sell. 3.2.2 Case Study Her family background Ms. Sinoun, a client in Cow Bank Project, used to live with her parents as a single life with a simple condition, which is not poor and rich simply a moderate condition. The life was not stable at that time since she went to work as a garment worker in Phnom Penh in her young age in order to earn some money for the family. It was the time that she met one guy during garment worker life. She and the guy tried to make the relationship until got married. The guy who she had chosen was not accepted by her parents so she decided autonomously to married with the guy. After married, two of them needed to live separately from the family, and her parents provided a very small farm land to her family. Ms. Sinoun said “we got a small amount of rice to eat. We were living with each other and now we get five children, three boys and two girls the following age from 12 years old to 1 year old. Ms. Sinoun added “I wanted to do birth spacing, but due to my bad health condition, then I could not make it”. One day, my husband got illness, so he had to stop working as a construction worker for a while. Indeed, the income of the family was very low because she was working alone to support in the whole family. Later on, one of her daughters was bitten by crazy dog, so she had to spend some money to cure her child through borrowing some money from the other. She did not have the ability to support her family anymore. Sometimes, because of food shortage, all the members of the family including her kids had to sleep without foods. She was living in a very small house and old house like slum by using some of her own money to build. Ms. Sinoun said “I had no money; I just built as I can. My parents never cared about my family even my daughter got illness. She never came to visit or provided some money to my family even 10000riel”. Indeed, she lacks of caring from her parents, yet all her siblings got caring from her parents. Her parents seem discriminated her due to her poor condition. Every day, she has to spend 500 riel for her children’s study, but sometimes her children go to Ms. Sinoun’s house before got Cow Bank Service
  • 13. 13 school without holding money due to lacking of money. For now, she stopped working as a garment worker anymore. Instead, she can get some money from farm renting to support her family. As above explained, her family lacks not only foods to eat, but also bed to sleep, and her house almost collapse. Her achievement after raising the cow Anyway, Ms. Sinoun’s family gets supporting from Ewha through the loan service with free interest to buy cow for raising in order to improve her standard of living. Her family has gotten loan service since 2013. During this two years, her family living condition has changed better than before as well as her husband’ attitude. Ms. Sinoun said “previously my husband was the man who never thought of the family. He always made the violent in the family and sometimes he got drunk. Before we got the cow to raise, our family environment was very bad; but after I got the money to buy one cow, my husband has changed his attitude”. Indeed, her husband becomes good than before; he loves her and his children. Her husband is a great man for her family because he helps and takes care of his family. By the way, her family has been training about cow raising skills for during two years of cow raising. The Cattle Husbandry Training has been conducting during this two years. She has learned the skills how to take care of cow and how to look after cow well. She has practiced the skills during cow raising. Ms. Sinoun added “before I did not know how to look after the cow well, I just thought that cow should be released to the field; it is enough. Yet, after I have been trained in the cow raising training, I have learned a lots such as, how to choose good cow to raise, how to make and find food for cow, how to recognize cow disease and how to prevent cow diseases”. Of course, she also has improved her knowledge about cow raising. In addition, she has practiced the skills of raising, and her female cow grows bigger enough and also releases one baby cow. Ms. Sinoun told that “I have sold the cows since my house almost collapsed at that time. I got 1,000 US Dollars and a half from selling two cows, female cow and baby cow. After that, I took some money to build new small house by spending around 800 US Dollars.
  • 14. 14 For the rest of money, I bought one bed costs 45 US Dollars, one motor costs 100 US dollars, one matured cow costs 550 US dollars, and some rice costs 25 US dollars”. She has received good result from her hard working on raising cow. Moreover, her family now makes a good relationship with the neighbor as well, as she never got before, for no one came to talk to her family when she is very poor. She is really happy that the words cannot describe all. Her family condition has changed because of Ewha. She wants this kind of the project still supports the poor people ever. Ms. Sinoun’s house after get the Cow Bank Service
  • 15. 15 Section 4: Conclusions, Lessons and Recommendations 5.1. Conclusions - Community Organization & Rural development (CORD), or simply Cow Bank Project which is one among all programs in Ewha Center, enables clients gain knowledge or skills of cattle raising - Cow Bank project also has generated clients’ income based on the case management study, and evaluated interview through primary data, - The monitoring reports, case management reports, training results, and network meeting results are mainly influent to the output-focused, which are the results to outcome, - The Cattle Husbandry Training is a significant part which is always done regularly to make the skills to the clients in order to assure that clients can remember the lessons and keep practicing it, - Most of clients have improved their living better than before. They are able to pay all the debts of the private sectors, - However, several clients have not gotten the benefits from raising the cow because the duration of cow raising is properly not enough for some clients because based on the data collection is showed that their cows have not delivered the baby cows during 2 years of cow raising. - The cows of several clients just get pregnant. The problems are that the cows were not matured enough to raise and get the baby cows during 2 years. The issue is because of the limited loan on buying mature cows to raise, 5.2. Lessons learnt - Clients are needed matured cow to raise so that they are able to get benefits from cow raising during two years, - Loan service is needed more high so that clients can buy the matured and good cow to raise. As a result, they are able to get the baby cow within the duration of cow raising - The education of cow raising is necessary to conduct in every month so that clients can understand deeply of skills of raising the cows, - The training mostly should be conducted in weekend so that there will be more participants come to join because this is the available time for them,

Recommendations - Through the discussion of the qualitative information and the evaluation interviews, the knowledge of cattle husbandry of clients is pretty good based on their practicing during cow raising, but there not enough information or skills relied on the original answers, so the education of cattle husbandry should be conducted in regularly way to remind the memory of them since they are a illiteracy person. - The education training of cattle husbandry should be conducted in the weekend day or holiday based on their suitable time because they are mostly a garment worker, - Meanwhile, literacy education should be conducted at the same time. This can help illiteracy clients able to understand the lessons, - Team leader in each village should be created in order to help encourage each client in each village come to join all the trainings which are conducted, or can volunteers partnerships related to this project. They might help to take a look the way that clients take care of cow. - The duration of cow raising should be more than that, probably 2 and a half year for the same amount of money since the last two years, or add more loan on the original loan in order to help them easy to get the good cow as the wishes and result to Cow Bank project as well.
