Flagging system in the Netherlands
Co-operation with Dutch municipalities;
Our experience; how has it worked?
• Door de transitie ontstaat er concurrentie binnen het domein Jeugdzorg, doordat:
•partijen met een sterke positie op een ander domein ook actief worden binnen Jeugdzorg.
Bijvoorbeeld ‘Mens Centraal’, een sterke speler in het domein werk & inkomen doet dit. En
‘Zorg voor Jeugd’ van ‘IAcceovergenomPincade’
•Terwijl jeugdzorg alleen niet voldoende blijkt om gesprekspartner te kunnen zijn over alle
domeinen heen:
• “Ik heb geen tijd voor de verwijsindex, want ik moet als gemeenteambtenaar
klaar zijn voor alles wat op me afkomt in 2015”
• Het is ook niet bekend dat MULTIsignaal de partner is van verwijsindex ( label),
terwijl MULTIsignaal wel marktleider is met 70% marktaandeel.
3. Centre For Public Innovation (CPI)
Organization founded by municipalities to execute
activities/tasks that:
•Effects more than one municipality;
•Are not directly governmental tasks;
•Can be more effective by central organization;
•Can be cheaper by organizing them together;
•Can be self learning by sharing knowledge and
products.
Improving the insufficient cooperation between
organizations in youth care is a task which matches
all these criteria
4. Co-operation with Dutch municipalities
1. Created a partnership between national government, provincial level
and 300 local municipalities
2. Adjusted national legislation in order to create common approach
and timing
3. Invested in regional implementations
4. Appointed ambassadors and organized shared ownership
5. Provide shared development budget
6. Organize seminars
7. Train all professionals in using the system
5. How has it worked so far
1. All Dutch municipalities use the flagging system;
2. Implementation customized for each of the 300 municipalities
in The Netherlands;
3. System is supported by 7 ministries and used by more than
3.000 organizations;
4. More than 30.000 professionals create 10.000 flags and
2.000 matches per month.
