RESISTANCE TO EVALUATION
Resistance to evaluation may be for the following reason
1.Attitude toward evaluation
2. Maintaining the status quo
3. Power
4.Reactance
ATTITUDE TOWARD EVALUATION
Resistance is due to negative attitude of staff toward
evaluation. These negative attitude serve as one of the
20 situational factors influencing evaluation
utilization
MAINTAINING THE STATUS QUO
Resistance to evaluation results when staff feel they need
to defend the status quo based on individual or
organizational values and goals
Power
Davidson outlines the connection between power and
resistance to evaluation. Because evaluation involves
power differences and different interest among stake
holders evaluation always requires some form of conflict
resolution between the evaluator and the stakeholders
group.
Reactance
Reactance is a response to restriction to one’s freedom.
Ottawa and Thierau mention this psychological
construct to explain roadblock that the evaluation
team might encounter
Evaluation tend to be welcomed
when staff
 Accept the changes may occur and they are needed
 Are willing to risk failure when attempting to make
changes in spite of the current conditions being
perceived as more rewarding or predictable
 Accept the evaluation findings as making guidelines
for decision making even if they might contradict
existing values and beliefs.
STRATEGIES TO ADDRESS
RESISTANCE TO EVALUATION
 The evolution should see resistance not only as a
burden but also as an important source of information
 Analysis of resistance helps the evaluation choose the
most effective evaluation activities
