California sends 67 percent of criminals back to prison within three years of their release. It's one of the
worst recidivism rates in the nation, and is constantly cited by criminal justice experts.
The impact of recidivism has significant impact on technically focused communities wanting to hire locally.
The impact is felt in homelessness, and increases the tax burden, along with public safety, family
development, child support, and community educational development and growth in a time of
unprecedented economic opportunity in the bay area economy.
Biography
The Maximum Balance Foundation mission is to enable veterans to successfully graduate, and enter the
workforce, with a certification from Cisco Network Academy; and release from county jail.

are responsible for evangelizing Cisco Meraki through our world-class CMNA technical certification course

During this period of enrollment, students are given access to advanced technical

Background
At least 12 to 15 veterans who either request, or that are recommended by the
SF Veterans Court Liason, and primary Liason to Swords to Plowshares.
Condition
We have been requested to provide 12 weeks of basic network programming,
by the San Francisco Sherriff Men's Program Coordinator, and Director of the
Veterans Pod
The Learning Model
Provide 120 hours (6hrs/12weeks) of instructor lead training; and a
comprehensive, global e-learning program that offers students an opportunity
to pursue IT curricula through instructor-led training and hands-on laboratory
exercises.
There are five progressive programs covering five key certification, where the
critical first three courses are to seek professional certification, and the
remaining two courses area associated with specific areas of expertise.
Analysis
Use the Cisco IT Essentials Program to supplement a standardized learning
environment to introduce network essentials.
Use known IT Essential Job preparation tools, to prepare students for both
additional opportunites through, either increased understanding of technology;
and/or enhancing job interview preparation.
Complete the 12 week program where the 80% of enrollee continue to pursue
a course of action that has the student ready and confident to agree to
interview for jobs.
Goal
To reduce recividisim through better job preparation education, interview skill
development, and strategic stakeholder involvement throughout the entire
process.

STRATEGIC GOAL REPORT
Background
Define how we are able to measure success or unexpected outcomes.
Silicon Valley veterans are actively engaged in ‘not leaving one of their own
behind' via helping incarcerated and previously jailed vets get training,
internships, mentoring, and employment in this growing industry.
Condition
County Jail 5 CItylab is a veterans only, to obtain a basic networking certificate
via a 12 week course. The class will be taught by volunteer Mr. Johnny Clarke,
an Air Force veteran, and 2014 Presidential Lifetime Service Awardee.
Mr. Clarke previously taught two sessions of networking courses at CJ 5 that
were paid for by the SF Men’s Mentoring Movement in collaboration with the
San Francisco Sheriff’s Department (SFSD). He has extensive tech experience
including teaching a Cisco certified course.
He is now working at the Tech Shop (CityLab) in San Jose, collaborating and
working with established veterans in Silicon Valley who run their own
companies or work for others in the industry. These individuals, and Mr. Clarke
himself will support the associated expenses for this class.
Analysis
To build with the end in mind, 15 active programs by the end of year 3 (2018).
Vets do have the advantage of: prior military training; relevant specialty
assignments; the education and discipline to succeed; income support from
their V.A. Benefits; and counseling services from V.A. social workers upon
release.
Goal
Enroll at least 9 Veterans into a 12 week program, and after completion, have
each person connect with Stanley Scott at 70 Oak Grove to arrange for a date
to take the Lab and Online Certification Test.
Two big challenges are of course lack of motivation and remaining arrest free,
and this opportunity will hopefully help address these concerns.

Measurement Techniques Social Return on Investment (SROI)
SROI, or Social Return on Investment, is a framework which seeks to analyze the total value of a
social purpose enterprise -- an enterprise which pursues both the business goal of generating
profits and the social mission goal of its parent organization. The SROI framework considers the
value created by the social purpose enterprise in its pursuit of each of these two goals, then
combines these values to arrive at a complete understanding of the social purpose enterprise's
entire impact on society. It then compares the value created for society to the value invested by
society, from both private and public sources, arriving at a Social Return on Investment.
This model measures return on investment from three distinct perspectives. First, it examines
the financial value created (or cash generated) by the social purpose enterprise. This model also
examines social savings resulting from the increased tax revenues and the reduction in use of
public assistance programs by target employees. These savings are compared to the total
investment in the social purpose enterprise to determine the return on investment.
Our students do not have the financial knowledge to obtain low cost banking and payment tools,
including a prepaid debit cards; which disable Human Resource Hiring Managers1
regardless of
training when the student applies for a position.
This issue also manifests itself early in the ability to secure housing, a critical component to job
attainment during background checks2
The design and implementation will include financial service programs that promote money
management skills, building assets, and responsible loans-- while reducing families’ reliance on
payday lenders, check-cashers, loan sharks, debt peddlers, and high-cost money transmitters.
Leveraging the collective consumer power of the communities we serve, we are able to negotiate
with financial service providers to develop cost-effective banking and payment tools, and real
estate providers to help stabilize the student’s domicile needs.
We are working to offer a low cost flexible low yield certificate distributed through community-
based organizations, social service agencies, and unions.
The certificate functions as a down payment for a savings account, purchase and money transfer
card, a money management tool and can be easily linked to an interest-bearing savings account.
While also creating an alternative Credit File.
As the student moves through the 18-36 month OJT Experience, qualified counselors are
preparing the student through a series of progressive steps, i.e.at 24 month period, student’s
credit health should be at a point to qualify for either lease-purchase, or first time home purchase
benefits.
