JOB DESCRIPTION
The following statements are intended to describe the general nature and level of work being
performed. They should not be considered an exhaustive list of all responsibilities, duties and
competencies required in the position.
JOB TITLE: Director of Emergency Management (Emergency Manager)
DEPARTMENT: Emergency Management
PAY STATUS: FLSA Exempt – Not Eligible for Overtime
CLASSIFICATION: Classified
PAY RANGE: DOQ

JOB SUMMARY:
 Develop an effective emergency program and serves as the key leader in planning, coordination
of operations, community liaison to build the emergency management program, and supporter of
mitigation efforts.
 Will report directly to the County Manager’s Office with the Deputy County Manager being the
direct supervisor to the Director of Emergency Management
 Is responsible for coordinating all the components of the emergency management system in the
jurisdiction. These components consist of fire, police, emergency medical service, public works,
volunteers, and other groups contributing to the management of emergencies. Fire, police, and
emergency medical services agencies are independent and they have their own mandates and
responsibilities to fulfill. In an emergency all of these groups and emergency management will
work together for the common goal.
 Under the virtue of authority of the Chief Executive Official, he/she will manage all functions of
governmental emergency response during a disaster or major emergency.
 The Emergency Manager may also serve as a temporary Chief of Emergency Services in the
absence of the Chief or at their request to assist with needed tasks within the County until the
Chief returns and the designation is rescinded.
 Maintains private sector interest in emergency management. These partners in the private sector
range from businesses, schools, industry, civic organizations, and individuals within the
community.
 Work with all areas of the County to facilitate, implement, maintain, and exercise an effective
county wide continuity plan that strives to reduce the possibility that County operations will be
interrupted in the event of a disaster or major emergency.

DUTIES AND RESPONSIBILITIES:
 Coordinate and maintain the daily operations of the local Office of Emergency Management.
 Conduct assessments, reviews, and self-inspections. Analyze and interpret results, recommending
appropriate corrective actions, communicate results and follow-up on issues or concerns until
completed.
 Maintains the Emergency Operations Center (EOC) in a continuous state of readiness.
 Maintain coordination and serve as the local contact with federal, state, and local governmental
departments and agencies, utilities, and industry during a disaster or major emergency.
 Develop and maintain relationships with local fire, law enforcement, emergency medical service
providers, and surrounding emergency management departments/agencies.
 Develop, maintain, and revise the County Emergency Management Plan (EMP), the local Threats and
Hazards Identification and Risk Assessment (THIRA), the local Hazard Mitigation Plan (HMP), the
Cities Readiness Initiative (CRI) Plan, the Hazard Vulnerability Assessment (HVA) and any others as
needed.
 Assist local government departments/agencies in the preparation of their Standard Operating
Procedure as it applies in support of the County EMP.
 Working with the local grants administrator file all needed documents, quarterly reports, requests for
payments, and any other needed documentation for the Emergency Management Program Grant
(EMPG), the State Homeland Security Grant Program (SHSGP), Cities Readiness Initiative (CRI),
and any other funding sources that become available.
 Responsible for the development and maintenance of budgetary needs for emergency management
and the timely submission of these needs to the County Manager for consideration within the overall
departmental budget.
 Develop, implement, and coordinate county-wide preparedness training. Prepare and deliver this
training as drills and/or table-top, functional, and full-scale exercises to all members of the County, as
needed.
 Participate with fellow state and county emergency management partners in their preparedness
trainings, exercises, and meetings.
 Provide technical knowledge on emergency preparedness and related issues, plans, and projects for
implementation.
 Assist with the design, development, and implementation of disaster preparedness plans, training
programs, emergency operation drills, department level emergency and mitigation plans, and
interdepartmental activities.
 Routinely communicate emergency management preparedness educational programs and other
emergency management training/exercises for schools, businesses, community organizations, and the
general public.
 Coordinate, supervise, and train volunteers and EOC staff to ensure it is staffed with knowledgeable
qualified personnel and make trainings and exercises available to these personnel.
 Prepare scenarios and procedures and coordinate training for local government officials, industry,
utilities, and volunteers in conjunction with the exercising of emergency plans.
 On a 24-hour basis, respond to hazardous material incidents, bomb threats, severe weather, and other
natural, technological, or man-made emergencies, as needed.

 Interprets all federal and state directives that apply to emergency management and departments that
support the emergency management agency.
 Act as the County’s representative to federal, state, city, adjoining governments, pueblos, and
local/private organizations.
 Serve as a representative of the County to the media in matters pertaining to emergency management.
 Participate in community education and public relations programs that involve emergency
management.
 Answer inquiries from citizens concerning emergency plans and procedures.
 Respond in support to major disasters or emergency situations requiring emergency resources in
communities surrounding Valencia County
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
 Associate’s Degree in Emergency Management, Public Administration, Security Management, Fire
Science, or Criminal Justice plus three (3) years of progressive work experience in emergency
management with some exposure to safety, fire, and or police work.
 3 years of work with adult training and exercise coordination with curriculum design and
development in emergency management.
PREFERRED KNOWLEDGE, SKILLS AND ABILITIES:
 Maintain an established work schedule, including some evenings and weekends.
 Effectively use interpersonal and communication skills.
 Skilled in organizing, coordinating, directing others, and being self-motivated.
 Effectively use organizational and planning skills with attention to detail and follow through.
 Apply technical expertise, experience, and judgment to plan and accomplish goals.
 Use creativity to independently work through and resolve issues.
 Ability to establish and maintain productive relationships with other employees, local, state, and
federal representatives, and the general public.
 Maintain complex records, prepare standardized reports, and maintain confidentiality of work
related information and materials.
 Work is performed primarily in an office environment, with some travel to meeting/training
locations. Occasionally meetings are during early morning, evening, or weekend hours.
 May be on-call 24 hours a day for emergency situations and may be required to carry a pager or
cellular phone at all times.
 Knowledge of local, state and federal emergency management ordinances, policies, procedures,
rules, and regulations
 Knowledge of FEMA’s programmatic rules and regulations and their impact on the County.
 Knowledge of grants and the ability to apply for and maintain them throughout their lifespan.
 Skilled in interpreting technical information and be able to develop effective disaster plans and
coordinating disaster responses.
 Skilled in establishing and maintaining routine working relationships with the County, all its
municipalities, and the general public.

LICENSURES AND CERTIFICATIONS:
Required
 Current State of New Mexico Driver’s License. Class A, Class E, or equivalent within ten days of
employment.
 Currently certified or receive certification within six (6) months a New Mexico Certified Emergency
Manager (NMCEM) by the New Mexico Emergency Management Association (NMEMA) or a
Certified Emergency Manager (CEM) by the International Association of Emergency Managers
(IAEM).
 Federal Emergency Management Agency (FEMA) Professional Development Series (PDS)
Certificate and National Incident Management System (NIMS) Training
o Required for any position fully or partially funded through Emergency Management Program
Grant (EMPG) funds.
o IS-100, IS-200, G-300, G-400, IS-700, IS-701, IS-702, IS-703, IS-706, IS-800
Preferred
 FEMA Advanced Professional Series Certificate or ability to obtain within one (1) year from date of
hire.
 Supplemental trainings and/or certifications in Emergency Management.
 Federal Communications Commission (FCC) Amateur Radio Operator License or ability to obtain
within one (1) year from date of hire.
OTHER CONDITIONS OF EMPLOYMENT:
 Ability to perform essential functions and adapt to working conditions.
 No history or pattern of reckless driving, DWI/DUI or irresponsible driving in the last 3 years.
 No history of felony misdemeanor conviction involving moral turpitude, violence, distribution of
controlled substance or dishonesty.
 Must undergo a background investigation.
 Must have no convictions in any court of theft, driving while intoxicated, any controlled substance
charges, a major moving violation or three minor violations within the last 3 years.
WORKING CONDITIONS:
 Hours can be very odd at times (long, weekends, holidays, irregular schedule) and there is the
potential of working in extreme weather and/or under extreme stress conditions.
 Ability to drive, occasionally long distances.
 Ability to perform duties and adapt flexible work schedules as established by management.
 May be called when needed for Emergency functions.

 Effective use of a personal computer, radios, and other emergency equipment.
 Some outdoor exposure is possible as dictated by the incident.
EMPLOYEES DIRECTLY SUPERVISED:
 None on a daily basis, but various personnel may be assigned to the department during a disaster or
major emergency.
PRE-EMPLOYMENT REQUIREMENTS:

4) Have a good driving record to meet the County of Valencia driving requirements.
5) Must pass a medical exam and drug screen test that meets physical requirements set forth by the
