Dear Mr. Sergy Kasyanov,
On behalf of the Canadian Centre for the Responsibility to Protect (CCR2P), I am writing to
cordially invite you as a Senior Fellow in our R2P Scholars Network for the 2015-2016 period.
Based at the Munk School of Global Affairs within the University of Toronto, the CCR2P is an
independent, non-partisan, and non-profit research organization, which promotes scholarly engagement
and political implementation of the R2P principle. As a leading Canadian think-tank on R2P issues, we
currently have over 150 analysts across Canada working on various aspects of R2P-related research and
advocacy. The Centre has advised the Inter-Parliamentary Union on their resolution on the role of
parliamentarians in enforcing R2P in Quito, 2013. We hosted a nation-wide campaign in 2014 to
commemorate the 20th
anniversary of the Rwandan Genocide and the 10th
anniversary of the 2005 World
Summit Outcome this year. Since 2012, we have also worked closely with the UN Office on the
Prevention of Genocide for the UN Secretary-General Ban Ki-Moon's annual reports on R2P and have
actively participated at the annual UN General Assembly’s interactive dialogue on R2P.
One of the mandates of the CCR2P is to create a national and global network of R2P scholars,
comprised of Junior and Senior Fellows, and foster intellectual engagement with R2P. Through our
Senior Fellowship program, we hope to connect scholars and practitioners with extensive experience in
human rights field and encourage fruitful networking and collaboration. Our Junior Fellowship,
comprised of graduate students and emerging practitioners from around the world, reflect a rapidly
growing network of young scholars in the field of R2P studies.
The Senior Fellow program offers an excellent opportunity to connect with fellow researchers
while also mentoring aspiring scholars in the R2P community. Our R2P Scholars Network was formally
launched on March 29, 2014 at the CCR2P’s annual conference, which featured Dr. Jennifer Welsh as the
keynote speaker. Over the past year, our R2P Scholars Network has grown to over 100 fellows in the
membership across the globe, across all regions and disciplines. Our Senior Fellows are encouraged to
publish a short piece with the Canadian International Council, but there is no formal obligation required
from you for this fellowship program other than sharing your current research areas and contact
information with other fellows in the Network.
Given your considerable experience in public policy, government relations, and working with
NGOs to coordinate educational and awareness-raising projects, we are confident that our program will
benefit tremendously from your membership, presence, and commentary. I am confident that your
experience working on various policy issues in Ukraine will be exceptionally valuable as we consider
how Russia has attempted to misapply R2P to this conflict.
