2. Afghanistan election system
In Afghanistan we use SNTV system for
the multi member constituency elections
and two round system for the presidential
elections.
3. In Afghanistan we have not managed to
establish a voters’ list yet. This is due to
the lack of a single Identity document, but
the process of distribution of electronic ID
is under way to be conducted soon.
4. All the previous elections
have been conducted without
voters list, however, IEC has
its own voter registry that is a
database with biometric
analysis information and has
distributed voters with a voter
ID card.
5. In Afghanistan, we have around 7,000
polling centers and 21,000 polling stations
across the 34 provinces. This gives an
average of 1 km accessibility to voters.

6. Afghanistan has around
30 million population with
an average age of 19
years so the voter
population is estimated
around 12 million.
The turnout in our
elections is 75% with a
30% female participation.

7. We conduct counting in the polling
centers and then physically transfer
the result sheets to the National Tally
Center where it is entered in to the
database and processed.

8. This takes several days therefore the
announcement of results is always a
progressive matter. We also announce
a 3 round of results:
• Primary Results
• Partial Results
• Final Results

9. Primary results and final results after all the
objections and complaints are addressed.
Partial Results announced when the tallying of
results is in progress. It is a progressive
announcement results by percentage.
In Afghanistan, Insecurity is the major
challenge which prevents a free, fair and
widely observed elections.

10. This is why there are claims of fraud and
sometimes these claims are just. We are
conducting elections in a situation of war and
insurgency and we still have local powers
governing the situation in their favor.
Challenges of E-Day
11. With all these, our security forces are
totally reserved for the election
security during the elections and they
are putting all their efforts to make
the process successful.
