Internalizing ‘transparency’, a core value of MCC, as a guideline to its work culture, MCA-Nepal planned to organize a half-day Introductory Workshop on ETP at Bidur Municipality in Nuwakot district on 18 July 2019 with an overall objective to share the multi-dimensional information on the ETP, focusing on its activities in Nuwakot. The targeted audience of the meeting were set as heads of various government entities in the district, Member of Central and Provincial Parliaments, heads of various NGOs and User Groups and other concerned stakeholders to the subject matter. The workshop intended to receive feedback from the participants on the project and update them accordingly to the possible extent.

1. Consultationwith Brick Kiln: The meetingwith of BrickFactorywasheldon 17th June 2019.
Amongnine ownersof factoryeight were presentinmeeting.
a. Registration:The factorywas registeredinaround2013/014 in DistrictCottage and small
industry office complyingregulatoryrequirementsof GoN.
b. Communicationproject message:The projectteamcommunicatedthe potentialfootprintof
S/S.The ownerinformedthatthe physical constructionworksstatsmidof 2020 and the layout
are shall be clearedandfencedbyMay 2020. The quarry site,stockpiling,office area,oldbrick
bamboofallsonpresentlayoutandnew bambooisto be verified. The consultation assumed
that factoryownersreceivedinformal informationandexpectedaformal communication.
c. Account and record keeping:Ownersof brickkilnreportedthattheyhave well maintained
accountingsystemandoutstandingtax cleared.The auditingsystemisuptodated.About40 to
50 lacks NPRisaverage profitof a year whichshall be justifiedauditreport.
d. Employmentand working season: Brick factorygenerallyoperatesaround yearhoweverthe
majorbrick productionseasonisAshoj toChaitra. Most of unskilledworkingcrew are from
WesternNepal andskilledare fromacrossthe country. Unskilledlaborsare fromRukum, Rolpa
and Surkhetandskilledare fromBiharIndia. Average turnoverof laboris500/day inpeak
workingseasonandoff season( Baisakhto Bhadra) the labor are completelyoff.Mainlyfew
operatorsandadministrative teamengaged inoff season.AroundNRP1200 to 1500 is average
earningof individuallabors. Generally,the tendencyof repetitionof same individuallaborin
nextyearalthoughabout20 to 25% will be irregular.
e. Coverage:The factoryislocatedinRatmate (Belkotgadi-7) thathascoveredthree settlements
(Imeletar, Dhansartole andRai tole). Around350 ropani of land from70 to 80 landownersis
coveredbythe factory. Brickownershave lease agreementpayingNPR15,000/yearof one
ropani withlandowners.
2. 2. Consultationfor option C: A consultationmeetingwasdone withfew landownersof optionC.
The meetingfocused onunderstandingtheirperspectivesonprojectlayoutandpotential
negative impacts. Itisreportedthatmostof the landownersof optionC have alternativesland
for buildinghouse.Theyare aware thatprojectisplanningtoacquire landand prepared
themselvestorelocate.Theyexpectedtoreceive appropriate compensationrate of theirlost
properties.
3. Participate inmunicipal consultation: The consultationmeetingwithBelkotgadimunicipality
was heldinDevighatbazar.Atbeginning,the projectteampresentedprogressachievedtill date
and transmissionline route.Afterthe presentationsession,the projectteamparticipatedin
informal discussion.The participantsexpressedtheiropiniononTL alignmentconsidering
potential negative impactsandmanagementplan.The informaldiscussionexpected receiving
inputs adjustmentoptimizingTLalignment.Theyexpressedpositivelythe processfollowed in
finalizationalignmentandexpectedadditional socialsupportprogramsduringproject
implements.Similarly,theyexpectedproperimplementationof EMPto mitigate negative
adverse environmentimpact.
4. MeetingwithCDO: We participatedinaninformal meetingwithchief districtofficer.The newly
appointedCDOwasnot aware projectand it’sactivities.Anintroductoryprojectinformation
communicatedwithCDO.Basically,projectintroduction,projectcomponents,projectbenefits,
potential negative impact,timelineandDAOrolesinprojectimplementationwere discussed.
CDO paidhigh attentiononprojectoutcome andexpressedfull commitmenttosupportproject
activities.Mainly,we expressedCDO’srole crucial role inacquisition.CDOrequestedtoorganize
a meetingamongprojectrelatedstakeholdersanddevelopconsensusonprojecttimeline and
supportinprojectimplementationindistrictlevel.
5. MeetingwithDistrict small and cottage industry: An informal meetingwithpersonnel from
districtsmall andcottage industrywasheld.The meetingtriedunderstandinglegal statusof
NuwakotBrickFactory andprocessrequiredforrelocation.Similarly,meetingtriedtofocuson
capital expensesoperatingbrickfactory.Personnel fromdistrictoffice informedthatabout4-5
lacksNPR iscapital investmentrequiredforestablishingbrickfactorywhichis one of oldestof
thisdistrict.
Conclusion.The consultation withbrickfactoryownerandcommunitywentwell.The factoryowners
are aware eitherrelocate ordislocate forthe locationandcommunitypeople are inthe same page.The
consultationmeetingwithmunicipalteamcommunicatedprojectinformationandreceived
understandinginsame page.The meetingwithCDOandsmall andcottage personnel establishrapport
withdistrictlevel teamandprovidedopportunitybriefingaboutproject.
