Development Enterprise and a Scientific Think Tank with operations inSan Diego, CA. The Company was formed
from the integration of 5 earlier entities owned by Dr Allan D. Pronovost .

has two CMO’s under contract; one in Los Angeles, CA anda Maquiladora in Tijuana, MX.
RLCT’s Management is currently comprised of a three person Board, represented by: Dr. Allan D. Pronovost, PhD,
Chief Science Officer, and Founder, RLCT, and of Stone Investments,LLC, San Diego, CA; Mr. Sandy McArthur,
Chairman RLCT, of N.G. Wade InvestmentCompany, Jacksonville, FL; and Mr. Tony Campbell, of Broad Street
Group, LLC, Atlanta,GA. Recently Salvatore Gaglio joined the team on full time basis as Chief Executive Officer. In
addition the firm has been fortunate to bring on Juan Jimenez a former Senior California EPA officer.

The Hydrocarbon and Contaminants Removal Device (HCOR™)
HCOR™ is the only filtration device that has been third party certified to remove EPA priority pollutants including
Hydrocarbons, Heavy Metals, Insecticides, PCBs, and many more from underground structures.
Developed for San Diego Gas & Electric, a Sempra
Utility, to remove the 126 EPA priority pollutants
including Hydrocarbons, Heavy Metals, Pesticides,
Insecticides, PCBs, and many more harsh chemicals. The
only compliant methodology for use in dewatering utility
vaults and other substructures.
WHY: Effective July 1, 2015, General National Pollutant
Discharge Elimination System Permit for Discharge from
Utility Vaults and Underground Substructures to Waters
of the US updated its standards to include removal of 126
Priority Pollutants listed by the EPA.
SOLUTION: The HCOR™ Device is the only single-
pass filter on the market that addresses the 126 EPA
priority pollutants and eliminates the need for a
vacuum truck to discharge contaminated water from
flooded utility vaults and underground structures. By
eliminating the need to dispatch a vacuum truck and
using the same process for every dewatering event,
utility companies can simplify field operations, reduce
down time at the node, and lower overall costs.

SeaToxin Sorb™
SeaToxin Sorb™ was developed for clean up of the San Diego
Bay and other major cities globally.
PROBLEM: Copper enters the water column in bays and
marinas as total copper. It is derived from the hulls of boats, on
which copper-based paints are used to discourage barnacle
growth. For example, a 5-billion-gal bay may have 25,000 lbs of
new copper released annually. This is in addition to the high
levels of soluble copper already present in the water. Three
factors contribute to the problem: current levels of toxic copper,
new total copper load, and stirring up silt, which allows
chelated copper to re-solubilize to the toxic form. Copper in
seawater has a toxic effect on algae, mollusks and other
crustaceans, and certain sea grasses, thus disrupting the entire
food chain. Treating boats with copper-free paints has had a
limited effect on overall copper reduction, as documented in
numerous controlled studies, with most studies showing less
than 4% reduction.
SOLUTION: SeaToxin Sorb™ has demonstrated the ability to
remove 95% of copper and other toxic pollutants (lead,
mercury, arsenic, calcium, etc.) from sea water in a single
treatment. Our Nation’s waterways are poisoned at epidemic
proportions and the US EPA is mandating that bays and
harbors reduce toxic copper levels drastically. Red Lion has
demonstrated and provided a solution.

Earth ReClaim™
Earth ReClaim™ is an oil binding material for immediate and
effective reclamation of oil spills. Earth ReClaim™ uses nature’s
nanotechnology to reclaim the oil and reclaim the earth.
PROBLEM: Oil spills endanger public health, imperil drinking
water, devastate natural resources, and disrupt the economy. In an
increasingly technological era, the world has become more
dependent upon oil-based products to help maintain a high standard
of living. Products derived from petroleum, such as heating oil and
gasoline; provide fuel for automobiles, heat for homes, and energy
for the machinery used in industries. Other products derived from
petroleum, including plastics and pharmaceuticals, provide
convenience and help to make lives more comfortable.These oils
contain toxic components and can produce negative physical effects.
Because they have toxic properties and produce harmful physical
effects, spills of non-petroleum oils pose threats to public health and
the environment.
SOLUTION: Earth ReClaim™ achieves three things as the means to
providing a total solution to oil or petroleum product spills: (a)
recover the oil; (b) naturally eliminate malodors found in oil or
petroleum product; and (c) permanently and irreversibly bind toxic
heavy metals found in both the oil or petroleum product and
transferred by oil into the Earth. All ingredients incorporated into
our premier formula are derived from earth’s inorganic resources
and are Generally Regarded As Safe (GRAS) materials; being 100%
safe to humans, the environment and all plants and animals alike.

Sea ReClaim™
Sea ReClaim™ was hand selected out of 2,000 competitors to
provide a solution to the BP Oil Spill.

PROBLEM: In the last thirty odd years, the issue of oil spills
and their effects has taken on much importance. This is
because when an oil spill occurs, it causes a multitude of
problems for the environment and us. For example, Fish and
other Marine Life may experience reduced growth, enlarged
livers, changes in heart and respiration rates, fin erosion, and
reproduction impairment. Oil also adversely affects eggs and
larval survival. The 2010 Deepwater Horizon oil spill in the
Gulf of Mexico has been described as the worst environmental
disaster in the United States, releasing about 4.9 million
barrels (210 million US gal; 780,000 m3) of crude oil making it
the largest marine oil spill ever recorded.
SOLUTION: The application of Sea ReClaim™ works fast and
stops the spread almost instantaneously. The adsorption process
turns the oil into a buoyant cake that is easily removed from the
sea. The oil can be recycled back as Crude for reuse. Shipping
companies can easily store the technology near ports, refineries,
and pipelines for immediate use. Comprised solely of materials
listed in §300915(g)(1) of the US National Contingency Plan.

Petro-Sorb™
PETRO-SORB™ is an oleophilic adsorbent media comprised of
natural nano-materials that is employed in batch or continuous
process for remediation.
PROBLEM: A Case Study took place at Edwards Air Force base
which has an extensive list of underground contamination with
petrochemicals and hexane extractable materials . In spite of
long term filtration efforts, and owing to the limits in efficacy of
activated carbon for petrochemical removal, all deep well sites
remain heavily contaminated. The current system removes
2-10% at best.
SOLUTION: An overall adsorption of 90% of petrochemical
pollutants from well water was observed after a 3 min exposure
to Petro-Sorb™ Adsorbent with a single pass through. Petro-
Sorb™ Adsorbent technology is applicable to all organic based
contaminants including but not limited to: oil, gas, diesel, jet
fuel, kerosene, and volatile organic compounds, organochlorine
pesticides, polychlorinated biphenyls (PCB’s), semivolatile
organic compounds, polyaromatic hydrocarbons, solvents and
the like.

Humidity-Sorb™
Humidity-Sorb™ is a humidity controlling system that absorbs
moisture in enclosed spaces and thus automatically adjusts the
indoor humidity to an appropriate range of 30%–50% relative
humidity (RH). Humidity between 30%-50% is considered ideal.
PROBLEM: A major concern for overseas shippers is
excessive moisture, a common problem for cargo subjected to
drastic changes in humidity. Research has shown that RH
levels above 65% can promote microbial growth (mold etc.),
while those below 25% can lead to brittleness, cracking, and
rust. An application of a humidity controlling system that keeps
transport container contents in the proper humidity range was
designed to prevent such problems.
SOLUTION: The application of Humidity-Sorb™ controlling
system keeps transport container contents in the proper
humidity range and has the advantages of zero energy
consumption, no pollution to the environment, ease of handling
and can be regenerated. Eliminating moisture damage can
protect product integrity and have a favorable effect on marine
insurance premium -- in some cases, reducing them by millions
of dollars per year.

LionPURE™
PROBLEM: Water drought is arguably the biggest single threat
from climate change. Its impacts are global. A need to conserve

LionLOC™ Ammonia Control Powder
LionLOC™ is a safe, effective and economical method of
controlling ammonia is poultry houses. LionLOC™ can be
utilized in any litter-based poultry operation and helps to
naturally maintain a healthy flock population.
PROBLEM: Ammonia is a gas present in the atmosphere of
every single poultry house. It results from the chemical
decomposition of uric acid in droppings by certain bacteria in
the litter. The main factors affecting atmospheric ammonia
concentration in poultry houses are litter conditions and air
movement (ventilation). Ammonia gas has a characteristic
pungent odour. At high concentrations it is irritating to
mucous membranes of the respiratory tract and the
conjunctivae and corneas of the eyes. Damage to the mucous
membranes of the respiratory system increases the
susceptibility of birds to bacterial respiratory infection,
especially E. coli infection. Ammonia can be fatal to the flock.

for High Performance Concrete
LionROC™ is a Nano-Material Cement Additive that
reinforces concrete and drastically improves structural stability
for earthquakes. LionROC™ affords excellent long term
strength and durability and is a high performance alkali-free
cement accelerator.
PROBLEM: Much of the current cement on the market is toxic
and requires high amounts of water to produce. In a world
where the water drought is an increasing problem, it is
important to come up with innovative technologies to
conserve more aqua. Earthquakes are appearing at expedited

Bind Fresh™ is an efficient process of binding malodors
through active chemical bonding
PROBLEM: Landfills, dumps, disposal and disposal
transportation equipment, agricultural malodor, animal
waste, and general waste smells for a very simple reason. It
contains decaying, putrescible materials such as meat or
vegetables or diapers. As meat decays, it attracts bacteria that
feast on the amino acids in the meat's proteins. Vegetables
also can rot and slowly liquefy as microbes attack the
vegetables' cell structure and the fermenting liquids warm up
the waste. As more gasses and liquids are produced, the
waste malodors continue to grow and grow. The rats and flies
attracted by rotting malodor can potentially spread diseases
that can be serious to humans if they get into our food
supplies.

How Does It All Work?
It’s All About Active Surface Area and Permanent
Encapsulation: Micron sized aggregates, create a clathrate
structure that captures the pollutants and permanently binds
them. Nano-material can capture up to 1000 times it’s weight in
targeted substances owing to its inherently high surface area.
One pound of aggregated nano-material used in our media has
an adsorption area of 52,000,000 sq. ft with a surface modified
specifically for hydrocarbon bonding. Competitive products do
not create chemical bonding, nor do they have the equivalent
surface areas to interact with the contaminants.
The Science:
• Nano-powder creates a clathrate structure that captures the pollutants
• Not only removes the pollutants, but permanently binds them
• Cannot leach out of filter unless reactive agents or extremely high

16. Dr. Allan D. Pronovost, Chief Scientist Officer and Founder of Red Lion Chem Tech, is a distinguished scientist
whose current focus resides in Materials Science, Nanotechnology, and Medicine. Dr. Pronovost holds a PhD in
Pathology/Virology with a specialty in Immunology and is Certified in Clinical Laboratory Medicine from Yale
University School of Medicine. He has applied nanotechnology to water purification, environmental remediation,
and energy/gas solidification. As a scientist, inventor and a clinician, he has facilitated the introduction of over 18
industry-first products in diverse fields including in vitro diagnostics, molecular diagnostics, homeostasis/wound
healing, as well as materials science and nanotechnology. His nanotechnology expertise is in the fields of
enclathration, supra-molecular chemistry, coordination polymers, metal organic frameworks, nanostructureS and
atto-structures, graphenes, fullerenes, carbon tubules, auto-poetic nano-structures, spontaneous crystallization,
organic synthesis, concurbiturils and novel technical ceramics. During his career he has authored over 60 patents, 80
