OVERVIEW
The shortage of trained health workers and the rising population pressure on public health
institutions has allowed the private sector to bridge the demand/supply gaps.
Health Care facilities in Pakistan can be divided into public and private. In about 77% of all
health care facility visits people approach private facilities. The public health services delivery is
primarily a provincial matter while the federal government plays a supportive and coordinating
role.
Healthcare in Pakistan is administered mainly in the private sector which accounts for
approximately 80% of all outpatient visits. Pakistan's healthcare system has both public and
private options. There are government-run hospitals which are low-cost and offer basic
medical treatment, and expensive private medical facilities.
The Federal Ministry of Health (MOH) is mandated with policy making, coordination, technical
assistance, training and seeking foreign assistance. It also has a number of vertical public
health programmes such as Extended programme of Immunization, Family Planning & Primary
Health Care, National Tuberculosis Control Programme, National Aids Control Programme etc.
which are funded by the Federal Government.
According to Pakistan’s Investor Guide 2014-15, ‘’Healthcare spending in Pakistan is
expected to increase from PKR 521.91 Billion (USD 5.59 Billion) in 2013 to PKR 986.53 Billion
(USD 9.2 Billion) in 2017’’.
It is very much encouraging that during the fiscal year 2014, the health expenditure increase
by 28.78 percent over last year, which is an indicator that present government is making best
efforts to provide better health facilities to general public.

• Although Real GDP Growth Rates of Pakistan has been lower than other
countries in South Asia, but still Pakistan has picked up pace and has
shown growth in recent years.
• The GDP growth recorded at 4.24 percent in the outgoing fiscal year 2014-
15 as compared to 4.03 percent last year. Continuously
achieving higher GDP growth during 2013-14 and 2014-15 is an indicator
that government policies are working in better direction and providing
incentives and necessary support in the picking up of economic activities in
the country.

RECENT HEALTHCARE FACILITIES
• As in case of emergencies and natural disasters, the emergency medical facilities
are only available in major cities as most hospitals possess limited advanced life
support equipment.
• In Islamabad only six hospitals are approved by Pakistan Medical & Dental Council,
for house job/ training in addition to teaching hospitals, which are also around six
according to data provided on Pakistan Foreign Medical Students & Graduates
website.
• Also the fact that conditions and services being provided at public health care
facilities creates a space for private sector to flourish, as the middle class which
forms major portion of population in Pakistan, still look out for better facilities.
• Fast growing population and a high supply of medical human resource highly
demands to take this opportunity of investing in Islamabad.
• According to Pakistan Foreign Medical Students & Graduates, registered total
number of doctors and dental surgeons are 61,067 with basic degrees and 15,710
specialists only in Punjab/ Federal area.

• Although population per doctor, per dentist and per bed has been
decreasing but at a slower rate which highlights the demand and supply
gap in health care sector.
• Risks inherent include availability of doctors and nursing staff to provide
treatments to patient needs and staff turnover, which should not be an
issue based on increasing stats shown.

• Every year targets are set to be achieved, but still the stats show there is room
for demand to be met.
• Only 78% of the targets for hospital beds have been met in year 2014-15, hence
setting a lower target of 2,500 beds for year 2015-16, similarly targets for
doctors, dentists and nurses have not been met in year 2014-15 and yet much
higher targets are set for year 2015-16.
• Given the facts and unachieved targets, it gives rise to an ideal situation of
having a 300 bed teaching general hospital with a nursing school.

• Majority 53% of the businesses have a capital of less than PKR 10 Million,
showing a low depending on the scale of infrastructure .
• Nearly 60% of business have a total revenue of less than PKR 10 Million and
around 6% having between PKR 51-100 Million, not least to state that majority
are small setups.
• The segment currently is not paying for any advisory service and has
demonstrated lack of interest in obtaining advisory services from banks; only 22%
of owners are willing to pay for it, a majority is of the opinion that it is not the
core function of banks.
• From our primary survey, SMEs in private hospitals have preference for long term
equipment financing and vehicle financing. 8% and 10 10% attributes to long
term equipment financing and Business vehicle financing respectively.

ANALYSIS
• Compared to summer, in winter season health issue are increased and still this
sector does not experience cyclical trends as such and also is less supplier
dependent as the business is service based.
• Many organizations provide health benefits to employees, thereby many
hospitals have such organizations enlisted with them and are reimbursed for bills
incurred by their employees.
• Pakistan’s rapidly growing, population, patients, greater awareness on health
matters and lack of maintained infrastructure in public sector should be
considered an asset, placing high preference and need for development in
healthcare services.
• Human resource is increasing every year. Number of doctors, dentists and nurses
have not been registered with Pakistan Medical and Dental Council and practicing
hospitals.
• Weaknesses and threats that can soon become opportunities, are security
concerns and less availability and use of financial products for this sector; for
which reason Islamabad seems to be a much safer place for investment.
• Key players in private sector are Shifa International Hospital Islamabad, Shaukat
Khanum Cancer hospital Lahore and Agha Khan hospital, Ziauddin and Liaqat

Patients visiting Shifa clinic, diagnostic centre and laboratory (outpatients):
•Patients visiting our clinic, diagnostic centre and/ or laboratory are expected to pay all clinic bills in full at the time
of their appointment. We accept cash, and all major debit and credit cards.
Patients admitted for hospital stay (inpatients):
•Patients with planned hospital admission can receive an estimated cost for their treatment prior to hospital
admission, from the Patient Business Service Department (PBSD) or Billing Department. Patients will be required to
pay a deposit subject to their estimated length of stay, tests, treatment and/ or surgery information as provided by
the doctor. The deposit is payable at the time of the admission to the Hospital or can be made in advance. You may
request for an interim statement of charges during hospitalization. You may request a print out of your final bill
from the Nursing Station in the ward. All payments must be settled in full at the time of discharge and requires
completion of all relevant documentation. We accept cash, and all major debit and credit cards. You can also pay
online through designated branches.
Patients seen in emergency services:
•In case of admission in an emergency situation, arrangements can be made for the payment to be made within
the first 14 hours after admission. In such cases, the name of a guarantor will be required who must accept
responsibility for the patient’s financial obligations. We accept cash, and all major debit and credit cards. You can
also pay online through designated branches.
Corporate account patients:
•A Corporate Account Patient is a patient whose employer organization has agreed to pay their healthcare charges. Such
corporate organizations are asked for a referral letter indicating the Corporate Account Patient’s entitlement as per their
employment terms. In the case of emergency admissions, the letter can be submitted the next working day.

•The Hospital was incorporated on September 20, 1987 as a Private Limited Company and converted into Public Limited Company on October 12,
1989.
•The construction activity to prepare the site for laying the foundation of the Hospital was started in the beginning of 1988. The foundation ceremony
took place on October 06, 1989 by the parents and well-wishers of the sponsors and their dedicated team of colleagues and well- wishers.
•The idea of developing a high class medical facility in Pakistan was conceived in New York, USA in the mid of 1985. Five professionals of Pakistani
doctors who had just finished their internal medicine residency gathered there and discussed the idea in detail and approved it. It was decided to
prepare the feasibility report and the action plan. This group moved to Islamabad in December, 1985 to start the work (Feasibility report and action
plan) on this project.
•After extensive discussions and many meetings, the present site in the capital city of Islamabad was selected for this project. The name SHIFA was
approved because of its comprehensiveness, originating from our culture, belief and values in totality.
•After acquiring over 11 acres of land in Islamabad in 1987, CRI, a hospital development company in Princeton, New Jersey, USA was hired to develop
the plan and design of the project. Mr. William Parker, Chief Architect of CRI headed the team, visited the site in Islamabad besides visiting the other
hospitals across Pakistan. CRI finished its job in 1989.
•The hospital’s team (founders and sponsors) kept expanding from all across the globe. By the time of its opening on June 26, 1993, it had crossed 400
plus sponsors, with Rupee 500 million equity. Till this time the Hospital has not borrowed a single rupee from any other source.
•Within three and half years, the Hospital’s Block-A with a five storey structure, plus deck slab area and a mosque with a total 100, 000 square feet
covered area was ready to take its first patient on June 26, 1993,
•Medical equipment was installed in the areas of Radiology, Radiation Oncology, Laboratories, Operating Rooms, Dialysis and ICU/CCU.
•The building was full equipped with all modern means i.e. central air conditioning, central gas supply systems, fire-alarm system, 750 KVA standby
generator etc.
•The humble start of June 26, 1993, with eight consultants in seven specialties, has progressed to more than 70 highly qualified consultants in almost
all specialties less than one roof. Shifa International Hospital offers 150 IPD beds with quality care and OPD facility in 35 different specializations.
Nevertheless it is an unending journey. People at Shifa are continuously striving hard to bring improvement and novelty with every passing moment.
Now after more than one and a half decade Shifa International Hospital proudly stands as a symbol of quality are with its own brand name.
•Shifa International Hospital offers a tertiary facility with 398 IPD beds with quality care and OPD facility in different specializations. Nevertheless it is
an unending journey. People at Shifa are continuously striving hard to bring improvement and novelty with every passing moment.
•Now after two decades, Shifa International Hospital proudly stands as a symbol of quality healthcare with its own brand name SHIFA. The short
history of Shifa witnessed rare dedication and devotion of its consultants, management and staff who worked round the clock to make Shifa a reality
of its own.
•It was the vision of the founding Sponsors which took its shape into reality. The task was made possible only with the help of dedicated team of
experts and managers under the quality-oriented and inspiring leadership.
•Today, the hospital’s Block-A, B, C, D, E and F, ICU beds, new ORs etc., sprawled on its site are efficiently functioning. Allah’s grace made it feasible
and viable to carry out such a gigantic and enormous venture. Unique in its concept and efforts set up by the expatriate Pakistanis to repay their
homeland with a beautiful gift in the form of a functional institution in the healthcare industry of Pakistan.
