Answer Sheet
1. Reflect on the educational planning process in your school and cite actual and specific
activities/actions involved in each phase of the planning. (10 pts)
Let me reflect on the educational planning practices of Bulihan Integrated Senior High School, Rosario
Batangas, where I was assigned to teach ABMSpecializedSubjects. Educational planning is a process of
preparing a set of decisions for action in the future in the field of education with the end in view of
achieving goals by optimal means.
The firstcomponentthatwe designineducational planningisthe craftingof goalsand objectives. These
bothdescribe thingsthataschool maywantto achieve orattainbutinrelative termsmaymean different
things. Both are desired outcomes of work done by our teaching and non-teaching personnel but what
sets them apart is the time frame.
The second component, that my school implements, is the schoolโs vision and directions. Our schoolโs
vision is an articulation of the ideal state of education considering concernsfor effectiveness, equity,
excellence,efficiency,andrelevance inthe lightof aspirationanddevelopmentof studentsaswellasthe
benefits, welfare, and academic fulfillment of teachers, school officials and our society.
The third component, that Bulihan Integrated SHS observed, is the time and priorities. Our school
responds to the problems and challenges that had to be faced with great urgency. The best example is
how my school plans for the preparation of limited face-to-face classes. We must address the challenge
of reopening of class with great urgency.
The fourthcomponent,thatmyschool initiated,istheoptimalconditioninthe educationplan.Whatdoes
it mean? My school responds to the needs of the teachers (need for gadgets like laptops, printers, and
tablets), students (like modules, learning activity sheets, tablets), parents (a piece of advice or
consultationwithteachersonhowtoproperlymanage the parenthoodfortheirsonsanddaughters),and
2. the community(communityengagement). The educational outcomesare maximizedwithaminimumof
educational inputs with a school-community partnership.
Then,afterthe planisimplemented,theplanmustbe evaluated.The evaluationmustbe relatedtostated
objectives.The extenttowhichaplanmeetsthe goalsithasestablishedforitselfcanbe determinedonly
when those goals are again brought to the picture. A plan that does not produce the results it has
anticipated has evidentlyfailed.Plan regenerationconstitutesthe last lap in the educational planning
cycle. This requires linking subsequent plans with the previous plan in terms of feedback or learning
experiences.Planregenerationorrecyclingis most desirable sothat unachievedobjectivesorprograms
from previous plans can be accommodated in subsequent ones.
2. In educational institutions, the management of school finances plays a very significant role in the
successful operationof schools. In this, suggestways and means achieve the principlesof transparent,
ethical,andaccountable financial managementleadingtoefficientandeffectiveutilizationofthe same.
Craft a simple framework that may support your intention of coming up with such quality financial
management. (10 pts)
As an accountant, I can suggest ways and means to achieve the principles of transparency, ethical and
accountable financial managementleadingtoefficientandeffective utilizationof the same by settingup
internal controls in using the school funds or MOOE.
First, we need to consider our school budget. The school budget is one of the most powerful tools to
promote and strengthen school-based management and accountability. School MOOE must be in
accordance with the budgeting, accounting, procurement, and auditing rules and regulations.
1.) To fund activitiesas identified in the approved School Improvement Plan (SIP) for implementationin
the current year and as specifically determined in the Annual Implementation Plan (AIP).
2) To finance expensespertainingtograduationrites,movingup or closingceremonies,andrecognition
activities.
3) To fundsupplies, rental andminorrepairof toolsand equipmentandotherconsumablesforteachers
and students deemed necessary in the conduct of classes and learning activities.
4) To fundminorrepairsof facilities, buildings, andgroundsmaintenancenecessaryforthe upkeepof the
school.
5) To procure semi-expendable property items worth less than Phpl5,000.00 (including Technical-
Vocational-Livelihood and science classes consumables) as provided in the Government Accounting
Manual (GAM) issued by the Commission on Audit.
3. My Simple Framework
Informalizingyourpurchasingprocessandcreatingthesecontrols,youalsoimprove accountability.From
seller selection and management to contract negotiation and actual purchasing authority, having clear
and consistent policies in place helps streamline your workflows.
Ensure Segregation of Duties
If possible, keep purchasing tasks separated by capability and responsibility to ensure no single person
has total access to, or control over, purchasing activities. This avoids any conflict of interest while
preserving accountability and enhancing transparency.
Make sure different people are in charge of:
Purchase approvals.
Receiving goods.
Invoice payment approvals/disbursements.
Bookkeeping/financial records management.
Inventory management.
Accountability,authorization,and approval
You can maintainaccountabilitywhenyouauthorize,review,andapprove purchasesbasedonsigned
agreements,contractterms,andpurchase orders.
Bestpractices:
> Complywithethical buyingpracticesandpolicy.
> Reviewandupdate signature authorizations/delegationsperiodically.
> Obtainpre-approval of consultantagreementsbyPurchasing.
> Verifyreceiptof goodsandservicesagainstcontract/ purchase orderandinvoice information.
> Reconcile ledgersforaccuracyof recordedtransactions.
> Monitorto ensure thatinvoicesare paidina timelymanner.
Potentialconsequencesif accountabilitydoesnotexist:
> Unauthorized,unnecessary,orfraudulentpurchases.
> Unauthorizedworkperformedbysuppliers.
> Lost supplierdiscountsdue tolate payments.
> Improperchargestoincorrectaccount/ fundsresultinginamisappropriationof funds.
> Conflictof interest
4. Security of assets
Once youhave receivedyourpurchasedgoods,secure thematerialsinasafelocation.Toensurethatyour
resources are accounted for, periodically count your inventory and compare the results with amounts
shown on control records.
Best practices:
> Secure goods received in a restricted area.
> Restrict inventory access to appropriate staff.
> Lock goods and materials and provide key or combination to as few people as possible.
> Keep inventory records and periodically calculate the beginning and ending inventory amounts.
Potential consequences if your assets have not been secured:
> Theft of goods or supplies
> Inventory shortages
> Additional costs incurred for replacement of goods
Practice timely review of supplierโs invoice, packing slips, and purchase orders. Check accuracy of the
informationforpriorpayment,correctquantityordered,andpricecharged.Monthlyledgerreconciliation
enables you to find improper charges and validate appropriate financial transactions.
Best practices:
> Review supplier invoices for accuracy by comparing charges to purchase orders.
> Verify that the goods and services purchased have been received.
> Performmonthlyreconciliationsof operatingledgers to ensure accuracy and timeliness of expenses.
Potential consequences if review and reconciliation is not performed:
> Improper charges to your department budgets
> Disallowances resulting from costs charged to incorrect accounts/funds
> Payments made for items or services not provided
5. 3. What is the global education perspective? Why should we foster in our children and ourselves a
perspective of the globe that contains the ability to accommodate all cultures, nationalities, religions,
races, and any other characteristics ofhumanity and the worldthat have traditionallybeena barrier to
understanding? (10 pts)
Global education is an effective way to support studentsโ holistic academic, social, and emotional
development. Teachers, school leaders, and community members have a role to play in leading global
initiatives that turn classrooms and schools into windows to the world.
Understandingdifferentpeopleandtheirculturesare one of the bestwayswe canlearnfromeach other
and learn more about ourselves. Culture is the shared language of a community, the holidays that are
celebrated, andthe religionthatis practiced.Itโs the recipesthatare made, the material objectspassed
down through generations, and the ways we communicate with one another. Cultivating a positive,
accepting,culturallydiversesocietyallowsus toembrace multiculturalismandreevaluate oldbeliefs.We
reflect on what we see as normal or abnormal and challenge ourselves to see the world from new
perspectives.
By studying and understanding new cultures, an important lesson becomes deeply ingrained in our
studentโs minds that we have nothing to gain from judging something or someone, we donโt know.
Beyond gaining a different perspective about a certain culture, we can become better citizens of our
communitybytryingnewexperiencesoutside ourcomfortzone,takingthe time tolearnaboutdifferent
cultures,religions,people,andotherraces,andcarryingthose valuable skillsintoall otheraspectsof our
life. Absorbing new information, seeing the world from different points of view, and practicing active
listening skills are all humbling and even joyful acts that make you a more empathetic person.

And then that moment, I realized what I want my son to become: I just want him to be a good man.

we must teach our youth not only the skills and knowledge but also the values and ethics.

Internationalization of Education
Over the last few years, there has been a rapid increase in the desire to obtain education all over the

pursue studies abroad. Firstly, the academic research carried out in these international institutions is
globally recognized. Society becomes more and more globally oriented. Also in education,
internationalization becomes more prominent. Due to the internationalization in education, students
could interact with people from other cultures and countriesand develop international skills. However,

and write and read books and articles in another language which may create a barrier for some people.
There are also certain barriers one may encounter while studying in an international environment.
Language is one of them. Especially when you struggle with writing and reading in English it becomes

mandatory to write or translate documents into English. Retrenchment/reshoring can have a massive
impact on jobs, income, and suppliers. the exploitation of the workforce. local resources exploited.
cultural insensitivity and loss of cultural diversity.
Since education institutions are the essential actors in creating well-balanced and constructive
internationalization strategies, theymust advocate for policy change at the governmental level if the
policies are driving internationalization in directions that mightnot serve long-term academic purposes.
Inthisregard,the mostimportantandongoingtaskforall educationstakeholdersremainsthe continuous

10. 6. Discuss brieflybut to the point the differentleadershipstylesemployedbythe leadersin managing

attain its goals. It begins with understanding how people behave, what motivates them and how you
communicate with them to attain your common goal. The primary function of a leader is to produce
change.People whoprovide effective leadershipalwaysseemtohave above-energylevels,theyappear
to thrive on achieving something important and being in a position of influencing others to achieve.
The first leadership style is Trait Theories. This holds certain distinguishing features that differentiate a
leader from the group. It started from the โgreat manโ theory that leaders are born, not made, a belief
datingbacktothe ancientGreekRomansandpopularizedbyThomasCarlyleinmoderntimes,researchers
have tried to identify the physical, mental, and personality traits of a leader must possess.
The second leadership style is Behavioral Theorieson Leadership proposed by Kurt Lewin, Lippitt and
White focusonhowleadersbehaveandassumethattheirleadershiptraitscanbe copiedbyotherleaders.
This theory explains the two types of leadership styles: the autocratic style of leadership and the
democratic style. The Autocratic style of leadership ensures to perform highly if the leader is directly
supervisingthe workersduringworkinghours. There are limitedinputsornone fromthe employeesthus
feeling of displeasing arise from them. On the other hand, the democratic style is the leader delegates
authorityandtrustto itsmembersandmakesthemparticipateindecision-making,orif not,the leaderat

White suggesteda continuum leadership theorywith three basic stylesof leadership and the thirdstyle
isthe Laissez-fairestyle.Laissez-faireStyleโsuggestsahands-off style ofleadership.The leaderminimizes
group communication and interaction. This style of leadership only applies to highly self-motivated
people.
The third leadership style is Situational/ Contingency Theory on Leadership argues that successful
leadership depends on the relationship between the organizational situation and the leaderโs style and
that the most effective leadership style depends on the particular situation.

8. Discuss comprehensively the interlink among the three stages of education in the Philippines โ the
DepEd, the CHED, the TESDA. Establish connections that may contribute to the attainment of the
national development goals and its impact to the global market. (10 pts)
The trifocal education system mandates DepEd in basic education which covers elementary, secondary
and non-formal education while CHED being responsible for higher education and TESDA administering
post-secondary, middle-level manpower training and development.
Commission on Higher Education (CHED) regulates and/or supervises Higher Education institutions, and
State Universities and Colleges. Hence, it is mostly related to higher education, as the name implies,or
tertiaryeducation, that is,from college tograduate school.Teacherschoose CHED because theychoose
to teach colleges and state universitiesโ and their degree is applicable in this commission.
Department of Education (DepEd) on the other hand is mostly dedicated to basic education, the basic
education in the Philippines includes Kindergarten, Elementary, to High School. But now, since basic
