The National Telecommunications Authority (NTA) is the primary agency that oversees telecom contracts and verifies obligations to pay for services or equipment in foreign exchange. The Ministry of Communications and Information Technology (MOCIT) reviews recommendations from NTA to ensure they comply with legal frameworks and can provide special facilitations for smooth telecom operations. The Nepal Rastra Bank (NRB) governs all foreign exchange activities in Nepal's economy. It orders banks to make payments in foreign currency based on requests from MOCIT if the invoice exceeds $10,000 USD.
